<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. Since 7 October 2023, the situation in the occupied Palestinian territory (oPt) has deteriorated sharply. Access to lifesaving services—already limited by repeated conflict, political instability, and economic hardship—has further declined. In the Gaza Strip, between 7 October 2023 and 1 January 2025, the Gaza Health Ministry reported at least 70,663 Palestinians killed and 171,139 injured as a result of ongoing hostilities, including casualties recorded after the ceasefire that came into effect on 11 October 2025.</li>
<li><strong>HI background and history</strong><br>
HI has been working in Palestine since 1996, initially supporting disability organizations and expanding in 1999 to mine action. After the 2014 Gaza crisis, its activities increasingly focused on emergency and post-emergency response, integrating physical rehabilitation, including prosthetics and orthotics for people injured by conflict and those with pre-existing disabilities.</li>
<li><strong>2026 perspectives</strong><br>
In a complex and volatile environment that is difficult to navigate and operate in, Handicap International focuses on its added value in the fields of health, armed violence reduction, education and humanitarian logistics. The Palestine program will be handed over to the Regional Division in the months to come, involving a restructuring of the program’s governance alongside the challenges of implementation, risk management, and the restructuring of departments and program resources.</li>

<h4>Your mission</h4>
<p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>

Across the region, IRC works with national ministries and public and private partners to integrate scalable ECD interventions into health, education, protection, and other systems, with a focus on young children and caregivers affected by crisis and conflict.</p><p>The MENA regional ECD team manages regional projects, supports country-specific awards, contributes to business development, and provides technical and operational support across program quality, content development, research and monitoring, advocacy and communications, project and financial management, and digital technology.</p><p><b>Role Purpose</b></p><p>The Digital Portfolio Senior Manager will oversee the end-to-end development, management, and growth of IRC s ECD digital portfolio in MENA. <p><strong>Consultant for a Study (</strong><strong><em>Children’s Voices for Return)</em></strong></p>
<p><strong><u>Background</u></strong></p>
<p>In the context of the evolving situation in Syria, discussions around voluntary return among Syrian refugee families in Jordan have increased significantly. As intentions to return continue to emerge, there is a critical need to better understand children's perspectives, priorities, and concerns regarding the possibility of returning to Syria. While return-related assessments often focus on household-level decision-making, children's views remain underrepresented despite the profound impact that return may have on their protection, wellbeing, education, social connections, and future opportunities.</p>
<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. The findings will inform the design and strategic direction of the Coaching for Life (CfL) Programme, support sustainability planning, and identify appropriate support mechanisms for children who may return to Syria. In addition, the study will contribute to child-sensitive return and reintegration planning at both national and regional levels, while aligning with Save the Children Jordan’s commitment to ensuring that children's voices are meaningfully reflected in decisions and policies that affect their lives<em>.</em></p>
<p><strong><u>Objective</u></strong></p>
<p>To generate evidence-based, child-centered insights into Syrian refugee children's perceptions, intentions, priorities, and concerns regarding voluntary return to Syria, in order to inform child-sensitive programming, return and reintegration planning, and decision-making at programme, national, and regional levels.</p>
<p><strong><u>Scope of Work and Key Tasks</u></strong></p>
<p>The selected consultant will be responsible for designing and implementing the Children’s Voices for Return Study and delivering high-quality evidence on Syrian refugee children's perspectives regarding voluntary return to Syria.</p>

<p>The consultant will develop and implement a participatory, child-centered assessment methodology that places children’s voices and perspectives on return to Syria at the core of the research process. The methodology should include:</p>

<li>Child-friendly, age-appropriate, and creative methods that enable children to express their views in safe and meaningful ways.</li>
<li>A detailed study design, sampling approach, data collection tools, work plan, and analysis framework.</li>
<li>An inclusive and ethical approach that complies with child safeguarding and research ethics standards.</li>
<li>An inception meeting with Save the Children Jordan (SCJ) to validate the methodology, tools, sampling approach, and implementation plan prior to data collection.</li>

<li>Conduct approximately 20 participatory workshops in Zatari camp and 10 workshops in Azraq camp with children and adolescents.</li>
<li>Ensure meaningful child participation and create safe spaces for children to express their views and experiences.</li>
<li>Transportation will be provided for both camps.</li>

<p><strong>Qualifications and Experience:</strong></p>
<p>1.Bachelor’s degree in social sciences, Development Studies, Education, Psychology, or a related field.<br>
2.Demonstrated experience in designing and facilitating interactive workshops, consultations, or participatory activities with children and adolescents; experience incorporating arts-based and creative expression methodologies is considered an asset.<br>
3. Minimum of three years of experience in conducting qualitative research, including data collection, analysis, and report writing.<br>
4. Proven experience working in humanitarian and/or international development contexts.<br>
5. Excellent analytical, report-writing, and communication skills, with the ability to synthesize and present findings clearly and effectively.</p>
