<p>The St. Paul Park Refinery has a full-time opening for an electrician who reports to the electrical foreman. The schedule for this position will be a 4-10 schedule Monday through Thursday, including some weekends and holidays. Occasionally, extra hours may be required. The electrician will support the operation of the refinery through properly maintaining refinery electrical systems. This allows for safe, compliant, and reliable refinery operation to support the refinery’s strategic business goals.</p>

<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions.
