الأولويات الوطنية وأهداف التنمية المستدامة (SDGs).</p><br> <p>تدير ركيزة المناخ والطاقة محفظة مشاريع متكاملة تقدم المساعدة الفنية والدعم السياسي وتقوية المؤسسات وتوليد المعرفة والشراكات الاستراتيجية الدول ذات ندرة المياه في العالم وتتعرض بشكل متزايد لتغيّر المناخ من خلال ارتفاع درجات الحرارة، والجفاف الطويل، وتغيرات نمط الأمطار، والضغوط المتزايدة على الموارد المائية المحدودة. تؤثر هذه التحديات بشكل كبير على الإنتاجية الزراعية، وسبل العيش الريفية، والأمن الغذائي، والإدارة المستدامة للموارد الطبيعية.</p><br> <p>مشروع بناء القدرة على التحمل لمواجهة تغير المناخ في الأردن من خلال تحسين كفاءة استخدام المياه في القطاع الزراعي (BRCCJ) هو مبادرة مدتها سبع سنوات تُنفذ في حوض البحر الميت عبر محافَظات الكرك ومادبا وت Tafileh ومعان. ينفذه معاً برنامج الأمم المتحدة الإنمائي، ومنظمة الأغذية والزراعة، ووزارة البيئة، ووزارة الزراعة، ووزارة الموارد المائية والري لتعزيز القدرة على التكيف مع المناخ من خلال تحسين إدارة المياه وممارسات الزراعة المستدامة وتقوية القدرات المؤسسية.</p><br> <p>يسعى برنامج الأمم المتحدة الإنمائي في الأردن لتوظيف ضابط مشروع لدعم التنفيذ الفعّال وتنسيق أنشطة المشروع يومياً. تحت الإشراف العام لمحلل البرنامج، سيُسهم ضابط المشروع في تسليم مخرجات المشروع في الوقت المحدد من خلال تنسيق أنشطة التنفيذ مع وحدة إدارة المشروع (PMU)، والشركاء المنفذين، والمستشارين، والمتعاقدين، وأصحاب المصلحة المعنيين، مع ضمان الامتثال لخطط العمل المعتمدة ومتطلبات المانحين ولوائح وأحكام وسياسات وإجراءات UNDP المعمول بها.</p><br> <p>سيعمل ضابط المشروع عن كثب مع PMU والشركاء المنفذين لتسهيل التنفيذ، ورصد التقدم، ودعم إعداد التقارير، وتنسيق أنشطة المشروع، والمساهمة في تحقيق <ul> <li>تنسيق ودعم التنفيذ اليومي لأنشطة المشروع بما يتماشى مع خطط العمل المعتمدة، ووثائق المشروع، والميزانيات، وجداول التنفيذ.</li> <li>التنسيق عن كثب مع وحدة إدارة المشروع (PMU) والمنظمة الدولية للأغذية والزراعة، ووزارة المياه والري، ووزارة الزراعة، ووزارة البيئة، وشركاء التنفيذ الآخرين لضمان التنفيذ في الوقت المحدد.</li> <li>مراقبة التقدم في التنفيذ مقابل المخرجات المعتمدة والإنجازات ومعايير لمستشاري المشروع والمتعاقدين والمتدربين ومقدمي الخدمات المعينين في أنشطة المشروع، مع ضمان إكمال التسليمات المتفق عليها في الوقت المحدد.</li> <li>تسهيل التنسيق بين شركاء التنفيذ لضمان التنفيذ الفعّال وتوافق التدخلات مع الأهداف.</li> <li>مراقبة نفقات المشروع مقابل خطط العمل المعتمدة والميزانيات والمساهمة في التخطيط المالي وإعداد التقارير وفق إجراءات UNDP المالية.</li> <li>دعم إعداد التوقعات المالية وتعديل الميزانيات ومراقبة الإنفاق وطلبات التمويل كما يلزم.</li> <li>الحفاظ على وثائق المشروع وسجلاته بدقة وفق متطلبات UNDP المؤسسية.</li> <li>المساهمة في الإعداد للمراجعات والتدقيقات ومهام المراقبة وأعمال ضمان الجودة من خلال ضمان توفر المستندات الداعمة والمعلومات المطلوبة في الوقت المناسب.</li> <li>المشاركة في اجتماعات المشروع وفرق العمل الفنية واجتماعات لجنة التوجيه واجتماعات المانحين ومنابر مراقبة المشروع وتقاريرها والإدارة التكيفية من خلال:</p><br> <ul> <li>مراقبة التقدم التنفيذي مقابل خطط العمل المعرّفة والنتائج والمؤشرات وجداول التنفيذ، وتحديد القضايا التي تستدعي المتابعة بشكل فوري.</li> <li>دعم تنفيذ أنشطة الرصد والتقييم وفقاً لمستندات المشروع ومتطلبات المانحين وسياسات UNDP وإجراءاتها.</li> <li>مراقبة مخاطر تنفيذ المشروع، والحفاظ على سجل مخاطر المشروع، وتصعيد المخاطر والقضايا الناشئة إلى محلل البرنامج ووحدة إدارة المشروع لإجراء الإجراءات المناسبة.</li> <li>المساهمة في إعداد تقارير التقدم الدورية للمشروع، بما في ذلك تحديثات حول التقدم في التنفيذ، والنفقات، النتائج.</li> </ul> <p><strong><u>3. الشراكات والاتصالات والتنسيق:</u></strong></p><br> <p>سيُسهّل ضابط المشروع التعاون الفعّال مع أصحاب المصلحة في المشروع من خلال:</p><br> <ul> <li>الحفاظ على علاقات عمل فعّالة مع نظراء الحكومة وشركاء التنفيذ وشركاء التنمية ومنظمات المجتمع المدني والمؤسسات الأكاديمية وأصحاب المصلحة من القطاع الخاص المشاركين في تنفيذ المشروع.</li> <li>التنسيق بانتظام مع وحدة إدارة المشروع (PMU) والمنظمة الدولية للأغذية والزراعة ووزارة الزراعة ووزارة المياه والري ووزارة البيئة وغيرها من شركاء التنفيذ لتسهيل التنفيذ في الوقت المناسب.</li> <li>دعم التنسيق بين شركاء المشروع لضمان التواصل الفعّال وتكامل التدخلات وتوافقها مع الأهداف المعتمدة للمشروع.</li> <li>تسهيل تنظيم اجتماعات التنسيق وورش العمل الفنية والاستشارات واجتماعات لجنة التوجيه وفعاليات مشاركة أصحاب المصلحة.</li> <li>دعم توثيق تجارب المشروع والممارسات الجيدة والابتكارات والدروس المستفادة طوال تنفيذ المشروع.</li> <li>المساهمة في إعداد منتجات المعرفة والملخصات الفنية وقصص النجاح ومواد الاتصالات ودراسات الحالة التي تبرز إنجازات المشروع ونتائجه.</li> <li>تسهيل جمع وتنظيم ونشر المعرفة الفنية للمشروعات بين الأطراف المعنية.</li> <li>المساهمة في تقوية المعرفة المؤسسية من خلال الحفاظ على سجلات مشروع منظمة ومن وثائق تقنية ومعلومات تنفيذ مرتبة.</li> <li>دعم تنفيذ فعاليات مشاركة المعرفة وورش العمل وجلسات التعلم وأنشطة تطوير القدرات لشركاء المشروع والمستفيدين.</li> <li>المساهمة في شبكات المعرفة المؤسسية ومجتمعات الممارسة ومبادرات المشاركة المعرفية الداخلية عند الاقتضاء.</li> <li>دعم تنفيذ أنشطة الظهور والتعريف بالمشروع وفق متطلبات الرؤية والاتصالات الخاصة بـ UNDP والجهات المانحة والحكومة.</li> <li> أخرى</u></strong></p><br> <p>سيقوم ضابط المشروع بـ:</p><br> <ul> <li>المساهمة في إعداد مذكرات المفاهيم والمدخلات الفنية والمعلومات الخلفية لدعم مبادرات تعبئة الموارد ضمن ركيزة المناخ والطاقة، حسب الطلب.</li> <li>المشاركة في اجتماعات تقنية ومشاورات وورش عمل ومهمات ذات صلة بمحفظة المناخ والطاقة، كما يُكلفه المشرف.</li> <li>أداء واجبات أخرى متعلقة بالمشروع تتسق مع مستوى ونطاق المنصب وتكليفها بشكل <p>وتحت الإشراف العام لمحلل البرنامج، سيُساعد المنفذ في تنفيذ وتنسيق أنشطة المشروع بالتعاون الوثيق مع وحدة إدارة المشروع (PMU) وشركاء التنفيذ والاستشاريين والمتعاقدين وأصحاب المصلحة المعنيين.</p><br> Through its portfolio of climate change, energy, biodiversity, water resources management, circular economy, waste management, disaster risk reduction, and environmental governance initiatives, the Pillar works closely with national institutions, development partners, civil society, and local stakeholders to strengthen institutional capacities, mobilize climate finance, and promote sustainable development in line with national priorities and the Sustainable Development Goals (SDGs).</p><br> <p>The Climate and Energy Pillar manages an integrated portfolio of projects providing technical assistance, policy support, institutional strengthening, knowledge generation, and strategic partnerships across multiple thematic areas, including climate adaptation and mitigation, biodiversity conservation, sustainable land management, renewable energy, water governance, and green growth.</p><br> <p>Jordan is among the world's most water-scarce countries and is increasingly affected by climate change through rising temperatures, prolonged droughts, changing rainfall patterns, and growing pressure on limited water resources. These challenges significantly affect agricultural productivity, rural livelihoods, food security, and sustainable management of natural resources.</p><br> <p>The Building Resilience to Cope with Climate Change in Jordan through Improving Water Use Efficiency in the Agriculture Sector (BRCCJ) Project is a seven-year initiative implemented in the Dead Sea Basin across Karak, Madaba, Tafileh, and Ma'an Governorates. The project is jointly implemented by UNDP, FAO, the Ministry of Environment, the Ministry of Agriculture, and the Ministry of Water and Irrigation to enhance climate resilience through improved water management, sustainable agricultural practices, and strengthened institutional capacities.</p><br> <p>UNDP Jordan seeks to recruit a Project Officer to support the effective implementation and day-to-day coordination of project activities.
