<p>BACKGROUND ON IMPACT AND REACH IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED s operational support in its fields of intervention. We are currently looking for a Senior Assessment Officer to support our team in the occupied Palestinian territory (oPt) Position: Senior Assessment Officer Contract duration: 6 months (pending funding confirmation) Starting date: ASAP Location: Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The Senior Assessment Officer will lead a portfolio of shelter and sites-related research activities, which may include targeted shelter assessments, area-based and neighbourhood-level studies, intentions and perceptions research, analytical support to humanitarian coordination mechanisms, and other assessments responding to evolving operational priorities and information needs. Extensive external coordination is expected, both in facilitating the assessment and positioning IMPACT within the newly forming Shelter, Land and Sites cluster. This position requires strong research skills, an analytical mind, creativity, independence, and an interest in the context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. RESPONSIBILITIES The Senior Assessment Officer s responsibilities include: PROJECT/RESEARCH CYCLE MANAGEMENT • Ensuring the assessment, analysis, and support material development are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global IMPACT guidelines. • Managing the relevant assessment cycle stages, including oversight of research design, data collection, or analysis. • Collaborating with other members of the IMPACT Shelter and Sites team and ensuring alignment and efficiency between team activities and outputs. CONTEXTUAL UNDERSTANDING • Guiding secondary data review and efforts to better understand the information landscape, and how the assessment contributes to strategic response objectives. • Keeping up to date with the shifting oPt context, especially around the Shelter, Land and Sites cluster merge. RESEARCH AND TECHNICAL SKILLS • Develop and implement specific Sites and Shelter based assessments. The candidate should have a technical interest in research development on areas relating to shelter vulnerability, displaced person vulnerabilities, site management (including site profiling, site community engagement, site care and maintenance) • Comprehensive secondary data review for triangulating relevant assessment data • Development of additional support materials to ensure operational efficiencies and output effectiveness, including necessary guidance notes, KII facilitation guides and training materials. • Analysis of the collected data and drafting of the relevant outputs (i.e., shelter vulnerability reporting). • Experience working with qualitative assessments would be an advantage STAFF MANAGEMENT AND TRAINING • Based on the developed training materials, supporting the training of the trainers and data collection staff on assessment objectives and tools, including in collaboration with project implementation partners. • Promoting capacity building across the IMPACT oPt mission related to deepening analytical capacities using existing research (capacity building portfolio will depend on level of experience). • Providing day-to-day direct and indirect management of the research team within their workstream. COORDINATION Internal Coordination • Interacting autonomously with HQ departments and may serve as mission focal point for particular themes or technical areas; • Coordinating with research units and teams to move forward or improve aspects of the research cycle; • Supporting senior management with designing, planning, and implementing strategies, and objectives. • External Coordination • Coordinating with relevant actors and partner organisations, including clusters, UN agencies and partner INGO and NNGOs, to ensure alignment with priority information needs. • Directly engaging with the Site Management Cluster, Shelter Cluster, and newly forming Shelter, Land and Sites cluster to inform their assessment activities. • Leading on external engagement related to project implementation and analytical research findings as necessary. </p><p><strong>Desired Candidate Profile</strong></p><p><strong>REQUIREMENTS</strong></p><ul><li>Years of work experience 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis, etc.;</li><li>Research skills Excellent quantitative and qualitative research data analysis experience required, including experience with key informant interviews and quantitative tool design (KoBo);</li><li>Sampling and statistical skills experience in complex sampling design considered an advantage, ability to interpret descriptive statistics essential</li><li>Familiarity with aid system Good understanding of the aid system and the research community. <p><strong>Regional Communication Consultant – Gulf Strategy Support </strong></p>

<p><strong>1. Background</strong></p>
<p>Médecins du Monde (MdM) France is strengthening its communication capacity at country and regional levels to support visibility, donor engagement, fundraising and advocacy. In this context, MdM France is seeking to engage a Communication Consultant under a service contract to develop and operationalize communication priorities and produce high-quality, adaptable content aligned with organizational standards and the Gulf Strategy.</p>
<p><strong>2. Objective of the Assignment</strong></p>
<p>The objective of the assignment is to support the development and implementation of MdM’s annual regional communication plan and to produce, adapt, and manage high-quality communication content for donor engagement, fundraising, reporting, advocacy, and institutional visibility, with particular attention to Gulf-based audiences and stakeholders.</p>
<p><strong>3. Scope of Work / Key Responsibilities</strong></p>
<p>The Communication consultant will act as a technical resource and will be responsible for:</p>
<p><strong>A. Content Development, Coordination & Deliverables</strong></p>
<p>The consultant will be responsible for the development, coordination, and delivery of communication outputs, including:</p>
<ul>
<li>Draft, edit, and produce high-quality communication materials, including:
<ul >
<li>Human interest stories (video, photos)</li>
<li>Fact sheets (regional or multi-country)</li>
<li>Operational updates (regional or multi-country)</li>
<li>Newsletters (regional or multi-country)</li>
<li>Donor briefs and presentations</li>
</ul>
</li>
<li>Developing impact- and needs-based content, including scripting and coordination with field teams and/or external providers, depending on operational capacity</li>
<li>Adapting communication content for multiple uses, including donor engagement, reporting, fundraising, advocacy and visibility purposes</li>
<li>Coordinating the collection of communication materials from the field and ensuring a consistent and timely flow of content</li>
<li>Liaising with:</li>
<li>Internal MdM teams (programme, HQ communication service, and field staff)</li>
<li>External contributors (freelancers, photographers, videographers)</li>
</ul>
<p><strong>B. Communication Planning & Operationalization</strong></p>
<ul>
<li>Support the operationalization of country-level and regional communication plans</li>
<li>Ensuring all outputs are high-quality, delivered on time, and fully aligned with MdM global communication guidelines, with support from MdM France HQ Communication</li>
<li>Support the development, implementation and regular updating of an annual regional communication plan aligned with MdM’s Gulf Strategy.</li>
<li>Develop and maintain a communication calendar covering campaigns, donor events, field content, publications and key humanitarian dates.</li>
<li>Track the implementation of the plan and provide regular progress updates against agreed deliverables and indicators.</li>
</ul>
<p><strong>C. Social Media Management</strong></p>
<ul>
<li>Manage and develop MdM’s social media presence (as applicable), including:
<ul>
<li>Content planning and scheduling</li>
<li>Drafting posts and captions</li>
<li>Monitoring engagement and visibility</li>
<li>Conducting basic social media analysis</li>
<li>Managing the internal validation process</li>
</ul>
</li>
<li>Ensuring content is tailored to different audiences and platforms</li>
</ul>
<p><strong>4. Duration & Modality</strong></p>
<ul>
<li><strong>Type of contract:</strong> Service Contract</li>
<li><strong>Duration:</strong> One year</li>
<li><strong>Workload:</strong> The consultant will work on an on-demand, task-based basis. The scope and estimated time for each assignment will be agreed in advance. Hours worked will be recorded in weekly timesheets, with every eight cumulative hours considered one working day. Payment will be made monthly based on the approved daily rate, completed tasks, and approved timesheets. No minimum number of hours, days, or assignments is guaranteed.</li>

<p><strong>5. Reporting Line</strong></p>
<p>The Communication consultant will work under the supervision of the Regional Development Representative (RDR) and in close coordination with:</p>

<li>Country teams (primarily communication officers or field focal points, where no communication officer is in place)</li>
<li>HQ communication teams for coordination, guidance, support and validation.</li>
<li>Relevant programme staff, particularly for donor reporting and proposal development</li>
</ul>
<p><strong>6. Required Profile</strong></p>
<ul>
<li>Experience developing and implementing annual communication strategies, plans, tools and campaigns.</li>
</ul>
<ul>
<li>Bachelor’s degree in communications, journalism, media, public relations or a related field.</li>
<li>Proven professional experience in communications, journalism, media production or content development, preferably with humanitarian or development contexts.</li>
<li>Demonstrated experience in photography, filming, video editing and the production of high-quality communication materials.</li>
<li>Experience managing social media accounts and pages, including content planning, publishing, audience engagement and performance analysis.</li>
<li>Experience coordinating content collection from field locations in collaboration with internal programme teams, country offices and external contractors.</li>
<li>Experience planning and supporting communication-related events and visibility activities.</li>
<li>Experience collecting and analyzing quantitative and qualitative data for communication, reporting and donor engagement purposes.</li>
<li>Experience working across networks and coordinating with multiple partner organizations and stakeholders.</li>
<li>Strong writing, editing and storytelling skills in English and Arabic; French is an asset.</li>
<li>Ability to translate technical and programmatic information into clear, engaging and audience-appropriate content.</li>
<li>Strong organizational and coordination skills, with the ability to work independently and manage multiple stakeholders and priorities.</li>
