<p>The TPM Consultant will support the ongoing Third-Party Monitoring (TPM) activities on MENA MELS Regional TPM Buy-in, including but not limited to the TPM Leads and Monitoring and Evaluation Specialists in Amman, Syria, Iraq, and Lebanon.</p><p>Work closely with the TPM lead and M&E specialists to draft data collection instruments for different modalities, including but not limited to youth, health activities, food assistance, and psychosocial support activities.</p><p>Review existing TPM tools to adapt them to the changing situation and based on IP activities.</p><p>Support data analysis of TPM data as well as conduct quality checks on data collected by the data collection firms.</p><p>Support the review and/or drafting of TPM reports.</p><p>Support the training efforts of data collection teams before IP-specific TPM activities.</p><p>Coordinate TPM visits with data collection partners.</p><p>Participate in the capacity building of internal teams or local partners.</p><p>Assist in the maintenance and organization of monitoring data and reports for easy access and future reference.</p><p>Support programming TPM tools on Fulcrum.</p><p>Support other tasks as and when requested by the senior leadership.</p><p>Undertake other ad hoc tasks related to TPM, as agreed upon with the Regional TPM Director.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's degree required, preferably in a field such international affairs, economics, sociology, social science or statistics required. <p class="x_MsoNormal" ><span >This will be achieved by enhancing MSEs ecosystem and enhancing their ability to access local and export markets, in addition to better access to finance. A key strategy for achieving this goal is the establishment of <b>a dynamic and responsive Public-Private Dialogue (PPD) process that is MSE-centric. </b>This process will address the unique challenges faced by MSEs through a constructive dialogue among relevant stakeholders within the public and private sector initiated by the MSEs formal representative entities. This will help MSEs address their critical challenges and capitalize on rising opportunities tailored to their needs, thereby enhancing the economic ecosystem. By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >MSEs account for 98 percent of the country’s businesses, employ approximately 60 percent of the private sector workforce, and contribute 50 percent of the national GDP.</span></p>

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

<li class="x_MsoNormal" ><b><span >Establishing a standardized PPD process</span></b><span > with clear roles, procedures, and dialogue cycles that can be adopted beyond the life of the program which will formulate the core of the accredited PPD training program. The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

<li class="x_MsoNormal" ><b><u><span >Introduce the PPD process to relevant representative entities</span></u></b><b><span >: </span></b><span >this process will be rolled out<b> </b>across multiple national sector-representative organizations and their counterparts within the public sector relevant entities to own, maintain, and sustain the established PPD process. This will enhance the role of sector-representative organizations in addressing obstacles and challenges for their respective MSEs and reflect this through the dialogue with the government by improving policies, regulations, processes, and systems reflected through an enhanced decision making process by the two parties through an effective follow through process.</span></li>

<p class="x_MsoNormal" ><span >The new introduced system for PPD is expected to lead to a more conducive environment that should support and respond to MSEs’ priorities within their ecosystem. Moreover, the introduction of the PPD process across public and private sector stakeholders will better inform them when engaging in PPD cycles on behalf of their organizations (ministries, LDUs, business associations, etc.).</span></p>

Objectives and Expected Accomplishments (outcomes) of the project The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments: A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement. B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources. C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context. D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth. *Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project’s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package. 2. Project Scope and Geographic Focus The project is implemented in Jordan and Lebanon, targeting municipalities and communities that are highly vulnerable to climate change-related water challenges. In Jordan, the project focuses on the municipalities of Mafraq and Irbid, where increasing temperatures, recurrent droughts, declining groundwater availability, and rapid population growth, including large numbers of displaced persons are placing severe pressure on water systems and municipal services. In Lebanon, the project targets the Zahle District, including the municipalities of Zahleh–Maalaka and Taanayel Zahleh Municipality, where water scarcity, untreated wastewater, and high concentrations of displaced populations have intensified the vulnerability of communities and water-dependent livelihoods. Across both countries, climate change impacts have contributed to; reduced availability of safe and reliable water resources, increased pressure on municipal water supply and wastewater systems, and heightened vulnerability of water-dependent households and services. The project operates at two interconnected scales: 1. Municipal scale: strengthening planning capacities through climate-responsive territorial planning, vulnerability assessments, and urban master plans that integrate climate change, water scarcity, gender, and population pressures. 2. Community scale: improving access to alternative and climate-resilient water resources through rainwater harvesting, greywater treatment and reuse systems, wastewater treatment improvements, and community-level awareness and capacity building. 3. Project implementation arrangement The project is implemented by UN-Habitat as the Implementing Entity. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. <p>The GIZ Jordan Projects <strong><em>FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development</em></strong> and <strong><em>Digitalisation of TVET in Jordan </em></strong>are seeking to hire a “<strong>Monitoring and Evaluation Specialist</strong>” based in Jordan- for full-time base employment.</p>
<p><strong>FURSATI –</strong> <strong>“</strong>is a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>
<p><strong>Output 3</strong> addresses social norms limiting women’s participation in these sectors through evidence-based campaigns, community dialogue, Sport for Development approaches, and exchange with women’s and business associations. </p>
<p><strong>Output 4</strong> strengthens labour market-oriented qualification offers and women’s transition into employment through labour market analysis, training development, mentoring, career guidance, job fairs, internships and cooperation with relevant associations</p>
<p><strong>DigiTVET- </strong>Digitilisation of TVET in Jordan” project is part of the TVET portfolio of GIZ Jordan<strong>,</strong> which aims to strengthen the quality and attractiveness of vocational education and training across the country. Working in close partnership with the Ministry of Education<strong>,</strong> public training providers, and civil society organisations, the project focuses on developing standardised procedures for digital TVET and designing inclusive, barrier-free learning methods that improve access for women and marginalised groups. A core element is the capacity building of teaching staff in both digital methods and inclusive, gender-equitable approaches. By combining technical and pedagogical skills development, the project ensures that learning content and platforms are accessible, engaging, and relevant to diverse learners. These efforts contribute to enabling young people — particularly from disadvantaged backgrounds — to acquire the skills needed in the digital age, while supporting companies in accessing a better qualified and digitally competent workforce.</p>
