<p>DRC is looking for a <strong>Project Manager</strong> who will provide overall leadership, technical direction, and management of DRC’s project “Protecting Dams and Surrounding Areas in Jordan Valley through Nature-Based Solutions and Labour-Intensive Measures.” The position focuses on soil and water conservation structures—particularly the construction of gabion check dams, gabion retaining walls, riprap, culvert rehabilitation, and afforestation measures.</p>
<p>The <strong>Project Manager</strong> will serve as the primary point of contact for the donor, government counterparts (JVA, MoA), the engineering firm, and contractors. He/She will ensure timely implementation, compliance with CfW SOPs, technical standards, safety protocols, and donor requirements, while contributing to reporting and learning. Regular field visits to implementation sites are required.</p>
<p>Due to the nature of the project and the need for close technical supervision of construction and Cash-for-Work activities, the Project Manager is expected to spend the majority of their working time in the field. DRC accommodation (guest house) is available for project staff in Ghour Safi and should be utilized to maximize field presence and implementation oversight.</p>

The role is responsible for eliciting, analyzing, documenting, and validating business, clinical, and functional requirements; conducting business process analysis and Fit-Gap assessments; developing functional specifications and other product documentation; and ensuring that proposed solutions align with UNRWA’s operational and clinical workflows. The Business Analyst will also support solution design, review system configurations, coordinate business validation activities, including System Integration Testing (SIT) and User Acceptance Testing (UAT), and facilitate the resolution of functional issues. test strategies, test plans, test scenarios, test cases, test scripts, and expected results based on approved requirements and acceptance criteria. • Coordinate and support functional testing, integration testing, regression testing, system testing, and user acceptance testing. • Work with healthcare professionals and business users to prepare and execute user acceptance testing. • Record, This initiative is aligned with the operational objectives of the Agency’s Environmental Sustainability Policy (ESP), Environmental and Social Management Framework (ESMF), and encompasses environmental mainstreaming, improved energy monitoring, enhanced energy efficiency, climate action and the integration of renewable energy at Agency installations across its fields of operation. The SMART Project has developed a comprehensive Learning and Development (L&D) workstream on environmental sustainability and now enters a critical transition phase from design and development to implementation, scaling, and institutionalization. To these ends, the present consultancy is designed to ensure that: • Environmental sustainability training translates into behavior change, • Staff are able to better perform in real operations, • ESP and ESMF requirements are understood and instituted, and • Sustainability becomes embedded in UNRWA systems, structures, procedures and decision-making. 2. Objectives: UNRWA seeks to appoint a Consultant equivalent to the P3 level for a period of 12 months to: • Operationalize and deliver a six-module training programme across relevant staff groups; • Lead the rollout and implementation of the Environmental Sustainability Training Framework; • Strengthen behavioral change and the practical application of sustainability practices; • Expand eLearning and blended learning systems; • Support the establishment of a comprehensive Monitoring, Evaluation, and Learning (MEL) system; • Institutionalize sustainability learning within HR systems and organizational processes; • Build a sustainable Training of Trainers (ToT) system; • Support the development and delivery of technical and operational sustainability learning programmes across key functional areas such as fleet management, procurement, infrastructure management, travel, human resources, and other Agency functions as required. UNRWA’s increased in-house capacity will be measured by completion rates of training courses and through surveys measuring changes in the awareness and engagement of Agency staff.<br> Qualifications/special skills<br>• Advanced university degree (Master or equivalent) from an accredited educational institution in: (i) engineering, environmental sustainability, renewable energy, energy management, or a related technical field (ii) adult learning, instructional design, or related disciplines with demonstrated experience delivering technical training in engineering or environmental sustainability contexts. In either case, an initial degree (bachelor or equivalent) plus two additional years of experience may be accepted in lieu of a post-graduate degree. • At least five years of progressively responsible experience in technical programme delivery incorporating training, capacity-building, or knowledge-transfer components, with a strong emphasis on practical training in engineering, energy, or environmental sustainability, including at least two years of experience related to environmental sustainability and renewable systems. • At least two years of relevant international experience outside of the candidate’s home country, country of which the candidate has citizenship, or a country in which the candidate maintains permanent residence. • Demonstrated experience delivering hands-on, field-oriented training for technical staff, including the facilitation of practical exercises, on-site or applied learning sessions, and the use of real-world case studies and operational scenarios. • Sound knowledge of environmental sustainability and engineering concepts, including climate change, energy efficiency, natural resource management, circular economy, pollution prevention, waste minimization, sustainable procurement, and environmental reporting frameworks, with the ability to link these concepts to practical field applications. • Strong facilitation and communication skills, with the ability to engage diverse audiences, particularly technical and field-based staff. • Experience in delivering training linked to infrastructure projects, energy audits, or renewable energy installations is highly desirable.<br> Languages<br>Excellent oral and written communication skills in Arabic are highly desirable.<br> Additional Information<br>The Learning and Development Consultant (Environmental Sustainability) will report to the SMART Project Coordinator.
