<p><br></p><p>Organizational Context and Scope IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to support governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. In Jordan, IOM works with the Jordanian Government and a range of partners to assist migrants in need, promote migrants rights, and respond to growing migration management challenges. Within the IOM Jordan Mission, the Programme Support Unit (PSU) is a cross-sectoral unit working closely with all thematic units to support the development, implementation, monitoring and reporting of projects and other initiatives. The unit coordinates closely with HQ and regional colleagues, as well as external counterparts and donors to support quality and well-coordinated programming and oversight. This includes supporting the implementation and monitoring of the mission-wide IOM Jordan strategy. Under the overall supervision of the Head of Programmes and the direct supervision of the Programme Support Unit Officer, and in close coordination with the Project Support Unit Coordinator, the Senior Programme Support Associate will be responsible for supporting the implementation of programming across projects and programmes in OPT.</p><p>Support PSU in research and drafting of project proposals, and in preparing for meetings with PMs and donors. Provide timely inputs to the IOM project management system (PRIMA) in support of the project development process. Support the PSU in maintaining information tools required to track service delivery and identify gaps, including reports, mapping, spreadsheets, and others as required. Support budget monitoring and timely implementation of projects by helping to organize the collection, processing, analysis, documentation of project data for reporting purposes, and by contributing to a systematic approach in data management, monitoring and evaluation. <p>Aerostat Operators provide Operations and Sustainment (O&S) support for the Persistent Surveillance Systems Tethered (PSS-T) program in OCONUS site locations. PSS-T is comprised of former Persistent Ground Surveillance System (PGSS) and Persistent Threat Detection System (PTDS) programs. Position will require 6-week training TDY to Elizabeth City, South Carolina. Essential Responsibilities: Aerostat Operators/User-level maintainers will participate in the overall, hands-on operation of the aerostat system including launch, in-flight, recovery, and moored activities. Candidates will perform all functions to operate the PGSS/PTDS, an aerostat mounted Intelligence, Surveillance, And Reconnaissance (ISR) platform, its Mobile Mooring Platform (MMP), Sensor Payload(s), communications and navigation systems as well as associated support equipment (Boom Lift, Forklift, All Terrain Vehicles (ATV's), and Electrical Power Generators). Candidate will perform User-level maintenance functions include performing hands-on Preventative Maintenance Checks and Services (PMCS), troubleshooting, removing and replacing Line Replaceable Units (LRUs), and removing and replacing payloads. Candidate must possess a diverse range of skills with the ability to quickly adapt to new situations. Ensures parts due in from maintenance (DIFM) are properly tracked and takes appropriate actions to meet applicable deadlines. Keeps a running inventory of stock/equipment using appropriate software. Researches and orders parts, materials, and tools for use to ensure maintenance operational capabilities. Ensures the overall serviceability of all support equipment and related items. Keeps track of all assigned government property entering and leaving the facility. Processes paperwork, including filing DD-1149s, for all supply/support activities. Ensures proper allotment of material and/or equipment to appropriate maintenance personnel in support of maintenance operations.</p>

<h1>1.BACKGROUND AND CONTEXT</h1>
<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<h1>2.SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED</h1>
<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Review Project Main Documents</li>
<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>
</ol>

<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>
<p>Conduct FGDs with Health Workers to identify their Training Gaps and Misconceptions</p>

<li>Visit each of the 2-3 health centers provided by the Oxfam to conduct physical inspections.</li>
<li>For each health center, develop a detailed clear accessibility plan (Slandered Requirements, Detailed description, Environmental Risks, Mitigation measure, Building Codes, etc..) that include:</li>
