<li><span>Providing Technical Support to Injectable/Oral strategic Under license projects, by qualifying suppliers, upgrading systems of our partners, conducting gap analysis and providing the needed support before/ during and after authorities audits to sites, up to end of registration of the product. </span></li>
<li><span>Assisting in process standardization through Hikma based on international best practices, in addition to supporting the functions’ managers in taking the required corrective and preventive actions.</span></li>

<p>MSF has been present in Amman since 2006 with different Missions and OCs, and since 2015 with delocalized HQ offices.</p>
<p>In 2018, MSF signed a Host-Country Agreement (HCA) with the Jordanian authorities and consolidated its presence in the country, becoming one of the MSF Hubs around the world, with the aim of supporting the quality of our operations in the region and beyond.</p>
<p>Today, Amman Hub is a complex setting, including the presence of 5 OCs with Operations and Organizational Support:</p>
<ul>
<li>Units: OCA MENA Regional Office, OCBA CAHM (Center for Advanced Humanitarian Medicine), OCG MESO (Middle East Support Office).</li>
<li>Operational Cells: OCBA Cell 1 (Afghanistan, Yemen, Syria) and OCG Cell 5 (Iraq, Lebanon, Yemen, Syria).</li>
<li>Missions: Permanent missions including OCP Jordan (Reconstructive Surgery Hospital), and ad hoc temporary hosted missions including OCA Palestine/Gaza/Syria, OCB Syria/Palestine, OCBA Palestine/Gaza/Yemen.</li>
<li>OCG Lebanon/Iran/Iraq/Sudan/Yemen/Syria. </li>
<li>An intersectional Amman Mutualized Support Office (AMSO) under the direct management of OCBA.</li>

<p><strong>Objectives of the position:</strong></p>
<p>Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.</p>

<p><strong>Scope of Responsibilities</strong><strong>:</strong></p>
<p><u>General Finance duties:</u></p>
<ul>
<li>Ensure confidentiality on all finance issues related to MSF</li>
<li>Know perfectly, respect, and ensure strict compliance at any time with MSF standards:</li>

<li>Chart of accounts</li>
<li>Finance policies and procedures</li>
<li>Standards for accounting quality (paper and electronic)</li>

<li>Provide any required support or other tasks related to finance issues at the mission, such as backup when the finance staff is on leave.</li>

<li>Support the FinCo in drafting and implementing policies and procedures.</li>

<p><u>Team Management and Remote Support:</u></p>
<ul>
<li>Provide remote technical supervision, coaching, and capacity-building to finance staff based in Gaza.</li>
<li>Adapt working methods and tools to maintain continuity of financial operations despite connectivity, security, or access disruptions.</li>
<li>Participate in mission coordination meetings and maintain close, regular communication with the Gaza-based team and Amman/Ramallah Coordination.</li>
</ul>

<p><u>Accounting and Financial Management</u></p>
<ul>
<li>Ensure timely, accurate, and complete monthly accounting reports and the year-end accounting report, in line with MSF accounting standards and chart of accounts.</li>
<li>Review and validate cash, bank, and journal entries submitted remotely by field teams.</li>
<li>Monitor cash flow and cash requests for Gaza activities, anticipating constraints related to banking access, cash scarcity, and cross-border transfers.</li>
<li>Ensure supporting documentation meets MSF requirements, adapting where standard documentation is impossible to obtain due to the context.</li>
</ul>

<p><u>Budgeting and Financial Planning</u></p>
<ul>
<li>Prepare, consolidate, and follow up on mission budgets and forecasts in coordination with the Coordination team and Operations.</li>
<li>Conduct regular budget-vs-actual analysis and alert management to variances or risks.</li>

<p><u>Compliance and Risk Management</u></p>
<ul>
<li>Ensure compliance with MSF internal control procedures and local legal/tax requirements where applicable.</li>
<li>Identify and mitigate financial risks specific to the Gaza context (banking restrictions, liquidity crises, security-related access issues).</li>
<li>Support internal and external audits; prepare audit documentation and follow up on recommendations.</li>

<p><u>HR Interface</u></p>

<li>Support payroll processes and validation of local and incentivized staff costs where relevant to the finance function.</li>
<li>Ensure financial elements of HR compliance (staff costs, benefits, statutory obligations) are properly accounted for.</li>

<p><u>Safeguarding Responsibilities</u></p>
<ul>
<li>In support of the FinCo, ensure financial procedures (procurement, cash handling, per diems, incentive payments) are designed and controlled in ways that reduce safeguarding risks, including risks of exploitation linked to payments or resource distribution.</li>
<li>Apply financial due diligence when engaging vendors, contractors, and partners, including screening against MSF's Code of Conduct and safeguarding standards.</li>
<li>Model safeguarding standards in the management of the finance team, including safe, respectful, and non-exploitative supervisory practices.</li>
<li>Know and follow MSF's internal reporting channels for safeguarding concerns, and act promptly and confidentially if a concern arises, including any suspicion of financial misconduct linked to abuse of power.</li>

<p class="MsoBodyText" >The Reconstructive Surgery Hospital provides specialized surgical and rehabilitation care, with an average of 550 admissions and over 1,000 surgeries annually. The facility has 72 surgical beds and 126 rehabilitation beds, as well as two operating theatres dedicated to orthopedic, maxillofacial, and plastic reconstructive surgeries. The hospital also includes an outpatient department (OPD) providing an average of 550 consultations per month, physiotherapy and psychosocial support services, and Antimicrobial Resistance (AMR) activities, including Antimicrobial Stewardship, Infection Prevention and Control (IPC), and a microbiology laboratory.</p>

<li>To provide dental services to RSH patients and caretakers: through dental clinics, dental room activities, and OT services.</li>
<li>Assure a close and accurate follow-up of the externally referred patients, regulating the cooperation and between RSH and the specialized external dentist.</li>

<h3><strong >Maxillofacial Surgical assistant (70%):</strong></h3>
<p>By assisting the maxillofacial surgeon in the provision of specialized care in the OPD, IPD and OT, assure the continuity of care for maxillofacial patients. Coordinate with other teams (nursing, medical and surgical), to ensure patients’ safety and close follow up of their evolution, with emphasis on longer length of stay (LOS) patients as per hospital criteria. Assure accurate documentation of patient’s initial surgical assessment, OPD surgical progress notes, orders and discharge (TRM), including the external services (e.g., OPG panoramic x-ray, MRI, CT scan, and prosthetic eye), and external referrals.</p>
<p><strong>OPD:</strong></p>

<li>Follow up each MF patient’s treatment plan and outcome. Explain to the patient the surgical plan, the type of operations to be done, the schedule, and collect his/her consent.</li>
<li>Leads the maxillofacial OPD clinic when the surgeon is missing.</li>
<li>Under the supervision of the of the maxillofacial surgeon, communicates with the RSH team the identified needs for MF patients on dressing, physiotherapy, mental health, and refers patient to medical specialist or other practitioners / specialty when necessary.</li>
</ul>
<p><strong>OT:</strong></p>
<ul>
<li>Ensures proper preparation of patients before the surgery, verify the OT schedule and the patients order on the operating list, and keeps the register updated.</li>
<li>Verifies of special equipment and material are available before the surgery, reports on any broken or malfunctioning equipment.</li>
<li>Assists the maxillofacial surgeon on all surgeries, does, directs or supervises the dressings after surgical procedure</li>
<li>Monitors the application of hygiene protocols in OT (decontamination, sterilization, cleaning, etc).</li>
<li>Follows MSF Infection Control guidelines and participate in surgical sampling in OT in coordination with microbiology lab team.</li>

<p><strong>Ward</strong></p>
<ul>
<li>Participates in maxillofacial surgical rounds with the medical and nursing teams. Leads the maxillofacial round when the surgeon is missing.</li>
<li>Immediate post-operative evaluation and follow-up by visiting the patients on days 0,1,2,3, ensuring quality of care, and handover to the medical team</li>
<li>Answers any surgical-related issues and complaints in the ward, under surgeons’ supervision, participates, and communicates with the nursing team on the needed dressing.</li>
<li>Communicate with the physical therapy department about the physiotherapy need, under the supervision of the maxillofacial surgeon.</li>
<li>Organizes patient discharge from surgical ward to the RC/hotel with clear EMR written recommendations and instructions for OPD staff.</li>
</ul>
<h3 ><strong >Specialized Dentist (30%):</strong></h3>
<ul>
<li><strong>Participation in the validation committee</strong>: In coordination with the maxillofacial surgeon and according to admission criteria, selects patients in need of dental care from the files received from Medical Liaison Officers, set the treatment plan, surgery complexity, and length of stay needed.</li>
<li><strong>OPD</strong>: runs the dental clinics for patients and caretakers, twice per week.</li>
<li><strong>Dental room and OT</strong>: perform dental procedures according to the internal policy of RSH.</li>
<li><strong>External referrals</strong>: Responsible for the accurate and close follow up of the patients and treatment plan of the external oral surgeon, including EMR documentation of the final medical report.</li>
<li><strong>Follow up meeting </strong>provides regular and clear updates on the patients referred regarding the procedure needed, technical update, needed time for the procedure, and reports any difficulties or missing sessions.</li>
<li><strong>Reporting</strong>: responsible for elaborating a monthly report summarizing the dental activities focusing on number of dental appointments, dental procedures specifying different types, number of patients referred to the external dentist, and number of active patients under the care of the external dentist.</li>

<h3><strong><u>Other duties:</u></strong></h3>

<li>Coordinates with all medical and nursing teams (including Physiotherapy and Antibiotic stewardship) on patients’ treatment plan.</li>

<p>The OSI Analyst works within the multidisciplinary Search Team under the PFL Deputy Protection in Damascus with the OSI Manager in Geneva as his/her functional manager to provide strategic direction to the response to the Syria missing file. In close coordination with the PFL researchers, Forensic expert, and A&E, the OSI Analyst plays a central role in enhancing the Search Team’s response by ensuring that OSI relevant to the Syria caseload is systematically collected, verified, organized, and made available for analysis. This includes both historical data gathered in the aftermath of the fall of the former Syrian government and any new OSI that emerges, with the aim of contributing to the documentation of protection concerns and providing leads and linkage of information to aid the search for missing persons.</p>
