<p>INSO is seeking an experienced Information Manager to lead the Afghanistan team’s Information Management function. The role ensures the effective management and use of security and operational data that supports humanitarian organisations operating in complex environments.</p>
<p>The Information Manager oversees key systems such as the Conflict & Humanitarian Data Centre (CHDC) and the INSO Partner Portal, while transforming data into clear visual products—charts, maps, and dashboards—used in reports and analysis.</p>

<p>BACKGROUND ON IMPACT AND REACH IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED s operational support in its fields of intervention. We are currently looking for a Senior Assessment Officer to support our team in the occupied Palestinian territory (oPt) Position: Senior Assessment Officer Contract duration: 6 months (pending funding confirmation) Starting date: ASAP Location: Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The Senior Assessment Officer will lead a portfolio of shelter and sites-related research activities, which may include targeted shelter assessments, area-based and neighbourhood-level studies, intentions and perceptions research, analytical support to humanitarian coordination mechanisms, and other assessments responding to evolving operational priorities and information needs. Extensive external coordination is expected, both in facilitating the assessment and positioning IMPACT within the newly forming Shelter, Land and Sites cluster. This position requires strong research skills, an analytical mind, creativity, independence, and an interest in the context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. RESPONSIBILITIES The Senior Assessment Officer s responsibilities include: PROJECT/RESEARCH CYCLE MANAGEMENT • Ensuring the assessment, analysis, and support material development are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global IMPACT guidelines. • Managing the relevant assessment cycle stages, including oversight of research design, data collection, or analysis. • Collaborating with other members of the IMPACT Shelter and Sites team and ensuring alignment and efficiency between team activities and outputs. CONTEXTUAL UNDERSTANDING • Guiding secondary data review and efforts to better understand the information landscape, and how the assessment contributes to strategic response objectives. • Keeping up to date with the shifting oPt context, especially around the Shelter, Land and Sites cluster merge. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. This position is focused on infrastructure whereby the team is responsible for debt and equity investments in the public and private sector in the transport and municipal infrastructure including water, public transport, and waste subsectors.</p><br> <p>The Analyst contributes to all phases of the project cycle, including project origination, structuring, execution, implementation and monitoring. The Analyst will take responsibility for the tasks assigned to them by the operation leader, the Regional Head for Infrastructure or more senior members of the project team, or more senior bankers, which may include undertaking comprehensive due diligence, including financial, market, integrity and EBRD policy compliance, as well as effective post-signing implementation and monitoring. At the heart of the Operations Department of the Operational Center of Geneva (OCG), the "cells" are multidisciplinary teams of 7 to 8 experts (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Partner, Operational Logistics Manager, Operational Finance Manager, Operational Communication Manager, Cell Assistant). The cells supervise and coordinate MSF's activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department.<br>
The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).<br>
With the need to focus more on strategic HR mentoring and support to missions, the HROP support will be the focal point of different HR files identified and delegated by the HROP.<br>
Scope of responsibilities – objectives of the position:<br>
Translation of operational ambitions into HR needs & planning of the IMS positions:<br>
• Participate in the discussions about optimal setup requested by the field to ensure that the staffing is sufficient in number and coherent in composition to meet the operational and institutional ambitions, especially during MYR and POA.<br>
• Reviews MYR and POA matrices and reports to HROP any issues (technical, settings, analytical, …) and provides to HROP first feedback on the forecast and variances compared to last validated budget.<br>
• Verifies the demand for IMS staffing formalized by the HRCos (compliance with planning, accuracy, and clarity of the request).<br>
• Follows up with the missions on job descriptions of international staff (MI), brings to missions’ attention missing or outdated MIs. Files received MIs.<br>
• Ensures the updating of the international staff tracking table (HR Update) (mission dates, job openings, obtaining documents)<br>
• Compiles a table of the cell's mission positions to be opened, on a weekly basis.<br>
• If necessary, takes over the IMS job openings, particularly in emergency situations.<br>
• Supports missions and GPOs on the IMS propositions and matching process, based on requests/needs.<br>
Focal point for specific HR dossiers, under the supervision of the HROP:<br>
• Acts as a focal point for mobility program in Cell 5 missions; works with Amman Mobility Coordinators towards boosting interCell and international mobility of Cell 5 missions’ staff. Initiate and streamlines the communication between HRCOs, PDMs and Mobility Coordinator on mobility needs and concrete LHS detachment matchings from/to Cell 5 missions.<br>
• Acts as a focal point for any topics related to Compensations & Benefits (e.g. IRFFG, IMS benefits, …) with special focus on Rewards Review (information management, streamlining communication between missions and HQ, …). Support HROP on Benchmark topic (BM requests, hosting sections, follow us with the missions on timely submission of the requested information and documents, ….) and revision of IMS perdiem in Cell 5 missions. Solicits and coordinates the intervention of Comp&Ben referents.<br>
HR and administrative management of international mobile staff (IMS):<br>
• Under the supervision of HROP, acts as a focal point for any topics related to IRPII, including IMS exceptions; manages IRPII exception requests with the missions and HR Direction.<br>
• With collaboration from HRCos keep updating the IMS HR update file.<br>
• Monthly, as part of the IMS salary payment, checks the changes of the start and end dates of IMS contracts, positions and project allocations and confirm the monthly IMS payroll information to FAR.<br>
• Provide support to Field Movement Referents (FMRs) in the case of specific movements or visas.<br>
• Carries out/participate in HR briefings and debriefings according to the policy and ensures the SHU is alerted when needed.<br>
• Follows up with international staff on documents required for their departure (informed consents BIC, proof of life)<br>
• Consolidates, monitors and updates pre-departure briefing materials for international staff<br>
• Follows up on anticipated returns of IMS and files documents related to them<br>

Through its portfolio of climate change, energy, biodiversity, water resources management, circular economy, waste management, disaster risk reduction, and environmental governance initiatives, the Pillar works closely with national institutions, development partners, civil society, and local stakeholders to strengthen institutional capacities, mobilize climate finance, and promote sustainable development in line with national priorities and the Sustainable Development Goals (SDGs).</p><br> <p>The Climate and Energy Pillar manages an integrated portfolio of projects providing technical assistance, policy support, institutional strengthening, knowledge generation, and strategic partnerships across multiple thematic areas, including climate adaptation and mitigation, biodiversity conservation, sustainable land management, renewable energy, water governance, and green growth.</p><br> <p>Jordan is among the world's most water-scarce countries and is increasingly affected by climate change through rising temperatures, prolonged droughts, changing rainfall patterns, and growing pressure on limited water resources. These challenges significantly affect agricultural productivity, rural livelihoods, food security, and sustainable management of natural resources.</p><br> <p>The Building Resilience to Cope with Climate Change in Jordan through Improving Water Use Efficiency in the Agriculture Sector (BRCCJ) Project is a seven-year initiative implemented in the Dead Sea Basin across Karak, Madaba, Tafileh, and Ma'an Governorates. The project is jointly implemented by UNDP, FAO, the Ministry of Environment, the Ministry of Agriculture, and the Ministry of Water and Irrigation to enhance climate resilience through improved water management, sustainable agricultural practices, and strengthened institutional capacities.</p><br> <p>UNDP Jordan seeks to recruit a Project Officer to support the effective implementation and day-to-day coordination of project activities. Under the overall supervision of the Programme Analyst, the Project Officer will contribute to the timely delivery of project outputs by coordinating implementation activities with the Project Management Unit (PMU), implementing partners, consultants, contractors, and relevant stakeholders, while ensuring compliance with approved workplans, donor requirements, and applicable UNDP rules, regulations, policies, and procedures.</p><br> <p>The Project Officer will work closely with the PMU and implementing partners to facilitate implementation, monitor progress, support reporting, coordinate project activities, and contribute to achieving the project's intended outcomes.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The Project Officer will support the effective implementation of project activities under the overall guidance of the Programme Analyst by performing the following functions:</p><br> <ul> <li>Support implementation of project results. </li> <li>Support project reporting, monitoring, and evaluation. </li> <li>Facilitate partnerships and coordination with internal and external stakeholders. </li> <li>Contribute to knowledge management and learning. </li> <li>Perform other project-related duties as assigned by the supervisor.</li> </ul> <ol> <li><strong><u>Support Implementation of Project Results:</u></strong></li> </ol> <p>The Project Officer will:</p><br> <ul> <li>Coordinate and support the day-to-day implementation of project activities in accordance with approved workplans, project documents, budgets, and implementation schedules. </li> <li>Coordinate closely with the Project Management Unit (PMU), FAO, the Ministry of Water and Irrigation, the Ministry of Agriculture, the Ministry of Environment, and other implementing partners to ensure timely implementation of project activities. </li> <li>Monitor implementation progress against approved outputs, milestones, and quality standards, identifying implementation issues and proposing corrective actions where appropriate. </li> <li>Support implementation of project activities in compliance with UNDP policies, procedures, financial regulations, procurement requirements, and donor agreements. </li> <li>Support preparation of annual and quarterly workplans, procurement plans, implementation schedules, and activity plans. </li> <li>Contribute to preparation of Terms of Reference, technical specifications, procurement documentation, and other implementation documents required for project delivery. </li> <li>Monitor implementation of consultancy assignments and service contracts by reviewing deliverables, monitoring progress, and providing technical feedback in coordination with the Programme Analyst. </li> <li>Provide day-to-day technical guidance and coordination to project consultants, contractors, interns, and service providers assigned to project activities, ensuring timely completion of agreed deliverables. </li> <li>Facilitate coordination among implementing partners to ensure effective implementation and alignment of project interventions. </li> <li>Monitor implementation of project expenditures against approved workplans and budgets and contribute to financial planning and reporting in accordance with UNDP financial procedures. </li> <li>Support preparation of financial forecasts, budget revisions, expenditure monitoring, and funding requests as required. </li> <li>Maintain accurate project documentation and records in accordance with UNDP corporate requirements. </li> <li>Contribute to preparation for project reviews, audits, monitoring missions, and evaluation exercises by ensuring timely availability of supporting documentation and required information. </li> <li>Participate in project meetings, technical working groups, steering committee meetings, donor meetings, and coordination forums as requested. </li> <li>Support implementation of results-based management approaches throughout project implementation. </li> </ul> <p><strong><u>2. Support Reporting, Monitoring and Evaluation:</u></strong></p><br> <p>The Project Officer will contribute to effective project monitoring, reporting, and adaptive management by:</p><br> <ul> <li>Monitor implementation progress against approved workplans, outputs, indicators, and implementation schedules, and identify issues requiring timely follow-up. </li> <li>Support the implementation of monitoring and evaluation activities in accordance with project documents, donor requirements, and UNDP corporate policies and procedures. </li> <li>Monitor project implementation risks, maintain the project risk log, and promptly escalate emerging risks and issues to the Programme Analyst and the Project Management Unit (PMU) for appropriate action. </li> <li>Contribute to the preparation of periodic project progress reports, including updates on implementation progress, expenditures, risks, issues, lessons learned, and achievement of project outputs. </li> <li>Support the timely preparation and submission of technical, operational, and donor reports, ensuring the accuracy and completeness of project information. </li> <li>Compile, analyze, and maintain project implementation data to facilitate evidence-based planning, reporting, and decision-making. </li> <li>Support monitoring of project expenditures and implementation progress to ensure consistency with approved workplans and budgets. </li> <li>Prepare presentations, briefing notes, technical summaries, and background documentation for project meetings, donor consultations, steering committee meetings, missions, and other coordination forums, as required. </li> <li>Coordinate and participate in field missions to monitor project implementation, verify progress, collect technical information, engage with beneficiaries and local stakeholders, and document implementation results. </li> <li>Support project evaluations, reviews, audits, monitoring missions, and quality assurance exercises by coordinating the collection of supporting documentation and responding to information requests. </li> <li>Contribute to identifying implementation challenges and recommend practical solutions to improve project delivery, efficiency, and achievement of results. </li> </ul> <p><strong><u>3.
