Since 7 October 2023, the situation in the occupied Palestinian territory (oPt) has deteriorated sharply. Access to lifesaving services—already limited by repeated conflict, political instability, and economic hardship—has further declined. In the Gaza Strip, between 7 October 2023 and 1 January 2025, the Gaza Health Ministry reported at least 70,663 Palestinians killed and 171,139 injured as a result of ongoing hostilities, including casualties recorded after the ceasefire that came into effect on 11 October 2025.</li>
<li><strong>HI background and history</strong><br>
HI has been working in Palestine since 1996, initially supporting disability organizations and expanding in 1999 to mine action. After the 2014 Gaza crisis, its activities increasingly focused on emergency and post-emergency response, integrating physical rehabilitation, including prosthetics and orthotics for people injured by conflict and those with pre-existing disabilities.</li>
<li><strong>2026 perspectives</strong><br>
In a complex and volatile environment that is difficult to navigate and operate in, Handicap International focuses on its added value in the fields of health, armed violence reduction, education and humanitarian logistics. The Palestine program will be handed over to the Regional Division in the months to come, involving a restructuring of the program’s governance alongside the challenges of implementation, risk management, and the restructuring of departments and program resources.</li>

<h4>Your mission</h4>
<p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>
<p>In his/her geographical area, he/she ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p>
<p>In his/her geographical area, he/she actively monitors and analyses context developments, to identify risks and opportunities.</p>

<li>Is responsible for security management: in link with the Humanitarian Access and Security Manager and HQ specialist, develops a culture of safety and security at the Program level; ensures that security documents are developed, up-to-date and that all necessary measures are in place; ensures incident management and reporting according to HI frameworks.</li>
<li>Ensures financial control and monitoring of operations are effective in the Program: consolidation, control, and reporting of operational and organizational elements within the Program (dashboards, corrective measures, unrestricted funds consumption, etc.).</li>
<li>Ensures technical quality standards are applied in the projects of the Program and monitors the implementation of evaluations and donor audits’ recommendations.</li>
<li>With both potential opportunities and risks in mind, ensures continuous monitoring and analysis of current developments for the Program: implements analysis and monitoring of risks related to HI presence and activities; takes mitigation actions when relevant.</li>

Since 7 October 2023, the situation in the occupied Palestinian territory (oPt) has deteriorated sharply. Access to lifesaving services—already limited by repeated conflict, political instability, and economic hardship—has further declined. In the Gaza Strip, between 7 October 2023 and 1 January 2025, the Gaza Health Ministry reported at least 70,663 Palestinians killed and 171,139 injured as a result of ongoing hostilities, including casualties recorded after the ceasefire that came into effect on 11 October 2025.</li>
<li><strong>HI background and history</strong><br>
HI has been working in Palestine since 1996, initially supporting disability organizations and expanding in 1999 to mine action. After the 2014 Gaza crisis, its activities increasingly focused on emergency and post-emergency response, integrating physical rehabilitation, including prosthetics and orthotics for people injured by conflict and those with pre-existing disabilities.</li>
<li><strong>2026 perspectives</strong><br>
In a complex and volatile environment that is difficult to navigate and operate in, Handicap International focuses on its added value in the fields of health, armed violence reduction, education and humanitarian logistics. The Palestine program will be handed over to the Regional Division in the months to come, involving a restructuring of the program’s governance alongside the challenges of implementation, risk management, and the restructuring of departments and program resources.</li>

<h4>Your mission</h4>
<p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>
<p>In his/her geographical area, he/she ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p>

<p>The GIZ Jordan Project <strong><em>"</em></strong><strong><em>Improved Governance for the Support of Reform Projects in Jordan” (PARtner II)</em></strong><strong>” </strong>is seeking to hire a <strong>“Public Administration Advisor – Focus: e-Governance”</strong> for full-time based employment.</p>
<p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. From April 2026 to March 2030, PARtner II supports one of Jordan’s key national reform priorities: the modernisation of the public sector. Building on the achievements of its predecessor project, PARtner I, the project contributes to the implementation of the Public Sector Modernisation Roadmap and the Economic Modernisation Vision by strengthening institutional capacities, improving governance processes, and promoting evidence-based decision-making. Through its work with high-level government partners, PARtner II helps foster a more efficient, transparent, and citizen-oriented public administration, creating lasting impact for governance and sustainable development in Jordan.</p>
<p>Joining the project offers the opportunity to work at the heart of Jordan’s reform agenda, collaborate closely with senior government stakeholders and international partners, and contribute to meaningful and sustainable institutional change.</p>
<p><strong>Qualifications and Specialist Knowledge</strong></p>
<ul>
<li>University degree in Public Administration, Economics, Social or Political Sciences, Public Policy, Information Sciences, Digital transformation and e-government, or a comparable field. A technical degree, and an advanced degree are desirable.</li>
<li>5 years of professional experience relevant to the duties.</li>
<li>Experience working with, or advising governmental institutions (e.g. PMIO, DTU, MoDEE, SPAC), ideally in the context of the ongoing Jordanian public administration reforms, particularly providing expertise on e-governance, the development and implementation of digital public services, user-centred design, service quality, and the standardization and digitization of administrative processes.</li>
<li>Ability to strategically position reform and innovation topics within a development cooperation context.</li>
<li>Strong ability to use ICT tools, and willingness to continuously upskill in the framework of GIZ’s further digitization.</li>
<li>Proven ability to work in an intercultural context, ability to work in a politically sensitive context.</li>
<li>Strong analytical and drafting skills.</li>
<li>Excellent command of English and Arabic (spoken and written).</li>

<p><strong>Main Responsibilities</strong></p>
<ul>
<li>Provide technical and strategic advisory support to key governmental counterparts, including the Prime Ministry (Project Management and Implementation Office and Digital Transformation Unit), the Services and Public Administration Commission (SPAC), the Ministry of Digital Economy and Entrepreneurship (MoDEE), and other relevant institutions on digital government and public sector reform</li>
<li>Advise on the implementation of Public Sector Modernisation Reform (PSMR) with a focus on citizen-centred, accessible, and high-quality public service delivery.</li>
<li>Support the development, standardisation, and digitalisation of public services and e-services, including the strategic adoption and use of AI solutions.</li>
<li>Advise on the introduction and institutionalisation of monitoring mechanisms and user satisfaction tools to strengthen evidence-based service improvement and quality assurance.</li>
<li>Provide technical guidance on organisational development and organisational effectiveness measures, particularly within MoDEE and related public sector entities.</li>
<li>Assess capacity development needs and design, coordinate, and implement appropriate capacity development measures to strengthen institutional capabilities for digital transformation and service delivery reform.</li>
<li>Provide strategic input to project implementation and portfolio development, including stakeholder coordination, monitoring and evaluation, reporting, and the thematic advancement of the digital governance agenda.</li>
<li>Support the Head of Project, the Senior Component Manager, and the wider technical team in the implementation of project activities and cross-cutting tasks.</li>
