Liaises with Construction teams on mechanical design issues arising during implementation period; updates mechanical designs drawings to incorporate changes included in the as-built drawings as received from the Fields to reflect on ground conditions and evolvements; maintains these drawings based on the relevant Technical Instructions. 6. Coordinates and liaises with other designers, to optimize designs in response to mechanical needs and maintaining soundness and integrity of the building at minimum cost; makes recommendation for improvement of standards and procedures. 7. The team is composed of Strategic Medical Advisor/Team Leader, Lab, IPC, Nursing Care and AMR Advisors and flyings, Humanitarian Affairs Advisor, Project Officer, Legal Advisor, Ops and Med Flying, Staff Mobility Coordinator and Implementer, Regional Technical Referent Energy and HVAC, Water & Sanitation and a MESO Assistant<br>

•An intersectional Amman Mutualized Support Office (AMSO) for Finance/HR/Admin/Log/IT that supports both OCG, OCBA and OCA teams in Amman. The AMSO is under the direct management of OCBA.<br>
At the heart of the Operations Department of the Operational Center of Geneva (OCG), the "cells" are multidisciplinary teams of 7 to 8 experts (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Partner, Operational Logistics Manager, Operational Finance Manager, Operational Communication Manager, Cell Assistant). The cells supervise and coordinate MSF's activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department.<br>
The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).<br>
With the need to focus more on strategic HR mentoring and support to missions, the HROP support will be the focal point of different HR files identified and delegated by the HROP.<br>
Scope of responsibilities – objectives of the position:<br>
Translation of operational ambitions into HR needs & planning of the IMS positions:<br>
• Participate in the discussions about optimal setup requested by the field to ensure that the staffing is sufficient in number and coherent in composition to meet the operational and institutional ambitions, especially during MYR and POA.<br>
• Reviews MYR and POA matrices and reports to HROP any issues (technical, settings, analytical, …) and provides to HROP first feedback on the forecast and variances compared to last validated budget.<br>
• Verifies the demand for IMS staffing formalized by the HRCos (compliance with planning, accuracy, and clarity of the request).<br>
• Follows up with the missions on job descriptions of international staff (MI), brings to missions’ attention missing or outdated MIs. Files received MIs.<br>
• Ensures the updating of the international staff tracking table (HR Update) (mission dates, job openings, obtaining documents)<br>
• Compiles a table of the cell's mission positions to be opened, on a weekly basis.<br>
• If necessary, takes over the IMS job openings, particularly in emergency situations.<br>
• Supports missions and GPOs on the IMS propositions and matching process, based on requests/needs.<br>
Focal point for specific HR dossiers, under the supervision of the HROP:<br>
• Acts as a focal point for mobility program in Cell 5 missions; works with Amman Mobility Coordinators towards boosting interCell and international mobility of Cell 5 missions’ staff. Initiate and streamlines the communication between HRCOs, PDMs and Mobility Coordinator on mobility needs and concrete LHS detachment matchings from/to Cell 5 missions.<br>
• Acts as a focal point for any topics related to Compensations & Benefits (e.g. IRFFG, IMS benefits, …) with special focus on Rewards Review (information management, streamlining communication between missions and HQ, …). Support HROP on Benchmark topic (BM requests, hosting sections, follow us with the missions on timely submission of the requested information and documents, ….) and revision of IMS perdiem in Cell 5 missions. Solicits and coordinates the intervention of Comp&Ben referents.<br>
HR and administrative management of international mobile staff (IMS):<br>
• Under the supervision of HROP, acts as a focal point for any topics related to IRPII, including IMS exceptions; manages IRPII exception requests with the missions and HR Direction.<br>
• With collaboration from HRCos keep updating the IMS HR update file.<br>
• Monthly, as part of the IMS salary payment, checks the changes of the start and end dates of IMS contracts, positions and project allocations and confirm the monthly IMS payroll information to FAR.<br>
• Provide support to Field Movement Referents (FMRs) in the case of specific movements or visas.<br>
• Carries out/participate in HR briefings and debriefings according to the policy and ensures the SHU is alerted when needed.<br>
• Follows up with international staff on documents required for their departure (informed consents BIC, proof of life)<br>
• Consolidates, monitors and updates pre-departure briefing materials for international staff<br>
• Follows up on anticipated returns of IMS and files documents related to them<br>
• During the matching process and during the mission of IMS, may be required to support exception requests according to the procedure.<br>
Information / Reporting:<br>
• Pivot between the HR department and the missions, ensures sufficient information sharing between these entities so that the HR department can provide an appropriate support - in particular during the “tour du monde” meetings and during HR days.<br>
• Ensures that statistics and indicators are collected and passed on and participates in the analysis of these at least at the PoA and MYR and at the end of the year (HRNS).<br>
Meeting and specific platforms:<br>
• Participates in the monthly meetings "Tour du Monde" to open IMS positions and present the cell's HR/operational news<br>
• Participates in the weekly mini-desks of the cell.<br>
• Participates in the weekly meetings with HRCos<br>
• Participates in POA, MYR etc.<br>
• Participates in any other meeting deemed relevant<br>
• Keeps links with other OCG Cells’ Assistants to assure consistent management of mandatory IMS documents (POA, BIC), Kompas management etc.<br>
Organizational support to the Cell:<br>
• Help to organize Cell 5 group briefings/debriefings of international staff, ensures their briefing on information management.<br>
• Organizes group BIC briefings by RP/ARP.<br>
• In case of IMS briefing/debriefing in Amman, welcomes international staff, presents to them Cell 5 setup and ensures they have the necessary documents; supports with organization of the arrival and stay in needed.<br>
• Follows up on Cell 5 members international movements (flights, visas, hotels, ...) by liaising with Amman Support Office, supports with organization of the international movements if needed.<br>
• Supports the cell in the organization of meetings.<br>
• Supports the cell in the management of information such as cell archiving.<br>
• Focal point for updating all mission HR documents on KOMPASS and Cell 5 private SharePoint.<br>
• Coordinates the organization of Cell events as needed.<br>

<p>Following the fall of the Assad government in December 2024, the pace of return movements from Jordan and Lebanon has accelerated. While humanitarian actors have invested significantly in tracking intentions to return and return movements, far less is known about what actually happens after return, and almost nothing has been systematically documented about what enables successful, sustainable reintegration as opposed to what causes it to fail. This evidence gap has direct programmatic consequences. INGOs operating in Syria's return areas are making decisions about reception support, livelihood programming, shelter, and community cohesion with limited grounding in the lived experiences of returnees themselves. We lack qualitative evidence that would allow better identification of what works- the conditions, assets, relationships, and support mechanisms that returnees themselves associate with positive reintegration pathways and outcomes1- distinct from cataloguing barriers and protection risks. This research piece would address that gap with an explicit solutions orientation: the primary analytical question is what successful early reintegration looks like and how we can support more of it, rather than what is going wrong for returnees. This study is designed as a pilot, with strong programmatic utility, while generating the evidence base and case for a broader multi-site phase 2, which could be fundraised for. This study is intended to complement rather than duplicate existing quantitative intention surveys including UNHCR's ePRIS and complement work led by the Solutions Working Group inside Syria and the various Durable Solutions coordination architectures that exist at country and regional level. This study is designed as a pilot to provide both a standalone evidence contribution and the foundation for a potential phase 2 study across two to three additional governorates, inclusion of a re-displaced secondary sample (both inside Syria and cross-border movements back to Lebanon), measuring the distinction between rural areas supported with humanitarian programming; and a longitudinal follow-up component</p>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The project aims to strengthen the national TVET ecosystem, respond to labour market needs, and address youth unemployment and gender disparities. It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. Building on this work and following the development of the Career Guidance Model and Manual, there is a need to operationalize the model through a structured Training of Trainers (ToT) programme. This assignment is therefore not intended to create a new career guidance model. Rather, it will support MoE in institutionalizing and applying the developed Career Guidance Model and Manual through a practical ToT package and training process. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools. Specifically, the assignment contributes to Activity 1.2.1.4: Training of relevant personnel on the updated career guidance system, tools and resources, and supports Activity 1.2.1.5: Organising workshops and experience/information sharing sessions on the updated career guidance system for vocational education schools and gender responsive approaches in guidance processes for girls and boys. In line with this, UNESCO Amman Office seeks a qualified individual expert/consultant to design and deliver a ToT programme on the Career Guidance Model and Manual for selected MoE staff, supervisors, counsellors, and/or other relevant vocational education stakeholders. The consultant will ensure: • Development of a practical ToT design and training package aligned with the Career Guidance Model and Manual, MoE priorities, and the TVET reform context. • Delivery of a ToT that enables selected MoE participants to understand, facilitate, and support the use of the Career Guidance Model and Manual in vocational education schools. • Integration of gender-sensitive and inclusive career guidance approaches , labour market information, TVET/BTEC pathways, and links with work-based learning and employer engagement where relevant. • Documentation of training outcomes, participant feedback, lessons learned, and recommendations for future roll-out and scale up. </p><p><br></p><p><span >DUTIES/TASKS AND EXPECTED OUTPUT: The consultant will collaborate closely with the Ministry of Education and UNESCO s program team: To initiate efforts in this area, the expert/consultant will undertake the following tasks: 1. The consultant will review the Career Guidance Model and Manual and translate its content into a practical ToT structure, ensuring alignment with MoE systems, existing counsellor roles, vocational education schools, and the broader TVET reform context. 2. Training of Trainers (ToT) Package Design and prepare a complete ToT package that enables selected participants to deliver or support future training and orientation sessions on the Career Guidance Model and Manual. <p>VirtuStaff is seeking a hands-on Full-Stack Software Engineer to join its Jordan-based pre-launch team and progressively bring the development and technical management of its SaaS platform in-house.</p><p>The successful candidate will initially work closely with VirtuStaff’s third-party technical team to complete a structured handover of the existing codebase, architecture, database, cloud environment, integrations and release processes.
