In this context, UNDP has created a Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaux of the GPN.</p><br> <p>In this context, the newly established Governance, Rule of Law, and Peacebuilding (GRP) Hub, a joint endeavour with the Bureau for Policy and Programme Support (BPPS), provides leadership and advisory services to enhance UNDP’s impact on governance and peacebuilding, ensuring the integration of democratic governance and human rights into crisis response and recovery. The Hub aims to build an integrated portfolio collaboratively between the CB and BPPS and establish partnerships with various stakeholders including the UN System, IFIs, civil society, and the private sector. </p><br> <p>Through Local Action, the GRP Hub seeks to contribute to peace and development, achieving a visible impact on communities and improving lives by delivering integrated solutions that harness global expertise and partnerships. The Local Action Unit works closely with local and regional governments as key development players, highlighting their role as public service implementers, as drivers of innovation and the closest institution to people. </p><br> <p>Local and regional governments are already responsible of over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. Since 2015, local governments and their associations have been increasingly active in promoting the SDGs through advocacy, working with their local population and partners in transposing the spirit of Agenda 2030 in cities and territories. Local governments have also started to use SDGs as a strategic framework to deliver better and more innovative public services linked to SDG targets and indicators. As part of the SDG Local Action project, UNDP is one of the implementing partners of the Mayors Challenge, a global initiative to reimagine the most essential services that cities deliver to residents.</p><br> <p>Within this context, the SDG Local Action project is seeking to recruit a<strong> Project Coordinator </strong>to support the implementation of the Mayors Challenge in the city of As-Salt (Jordan), one of the winners of the 2025 Mayors Challenge. The As Salt project aims to establish a training centre for the restoration of heritage buildings, training local residents on restoration skills to preserve their heritage, revive their buildings and repurpose them. </p><br> <p>As-Salt is home of thousands of heritage buildings, with a magnificent architectural character that tells the city’s rich history and connects its owners with their ancestors. Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A. Coordinate the implementation of the Mayors Challenge in As Salt City</strong></p><br> <ul> <li>Coordinate the project’s planning and implementation of the Mayors Challenge project in As Salt City.</li> <li>Ensure alignment with project objectives, and with the donor and As-Salt Municipality requirements and priorities.</li> <li>Ensure high-quality and timely delivery of all components in line with the approved work plan.</li> <li>Elaborate strategies to inform decision-making, policy alignment, and long-term sustainability of project outcomes.</li> <li>Serve as the primary liaison focal point with As-Salt Municipality, ensuring continuous coordination with the mayor and the designated city team.</li> <li>Provide technical guidance to ensure high-quality planning and implementation of heritage conservation interventions.</li> <li>Elaborate Terms of Reference for procurement and contracting processes in coordination with UNDP, acting as a primary liaison between the Municipality and UNDP to ensure efficient implementation of operations in line with project requirements and compliance with established procedures.</li> <li>Supervise the work of the service providers, consultancies and/or private entities that will implement the project, and conduct performance reviews in accordance with UNDP rules, regulations and procedures. </li> <li>Prepares and submits proposals for budget revisions to the donor, via UNDP. </li> <li>Checks on project budget management, ensuring efficient use of resources and financial compliance, and performance monitoring. </li> <li>Manage multidisciplinary teams, including assigned staff by the municipality and project-funded contracts (consultancy and service contracts), ensuring effective coordination, performance management, and quality of outputs.</li> </ul> <p><strong>B. Manage relationships with the project partners</strong></p><br> <ul> <li>Participate in meetings with local stakeholders and partners.</li> <li>Ensure the application of project governance frameworks, including organizing steering and coordination meetings, documenting decisions, and submitting recommendations to relevant stakeholders.</li> <li>Facilitate institutional coordination and engagement with key governmental entities and stakeholders, including the Ministry of Tourism and Antiquities, Ministry of Local Administration, Department of Antiquities, Vocational Training Corporation, civil society organizations, local communities, and other institutions in Jordan.</li> <li>Establish and maintain effective coordination mechanisms with international organizations, development partners, and donors, including the donor and UNESCO, ensuring alignment with donor requirements and international standards.</li> <li>Coordinate efforts with relevant stakeholders and specialized committees for the establishment of the restoration centre, including the development of technical and training programs, preparation of the centre’s functional program, and development of operational, administrative, and financial plans to ensure readiness and sustainability.</li> <li>Oversee training programs and services delivered through the restoration centre within the framework of the project, ensuring quality, relevance, and alignment with project objectives and local capacity-building needs.</li> <li>Promote knowledge transfer and institutional capacity building within As-Salt Municipality to ensure sustainability and long-term impact of project outcomes.</li> </ul> <p><strong>C. <p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>

<p>The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project works to improve survivor-centered institutional capacity and strengthen the legislative and policy frameworks that protect survivors and support effective responses to violence. Himaya applies a survivor-centered systems-strengthening approach to improve response services, and the implementation of survivor-centered legislation and policies.</p>
<p>As part of this effort, the Comprehensive Service Center (CSC) in East Amman is being established by the Family Protection and Juvenile Department (FPJD) as Jordan’s first fully co-located One-Stop Shop (OSS) for domestic and sexual violence response services. It will bring together relevant government and civil society service providers under one roof to support coordinated, confidential, trauma-informed, and survivor-centered access to protection, legal, health, psychosocial, social assistance, and referral services.</p>
<p>To support safe, accessible, and confidential navigation throughout the CSC, Himaya seeks a consultant to develop an internal and external wayfinding and signage system that promotes accessibility, privacy, reduces confusion and unnecessary waiting, and supports an empowering survivor-centered environment.</p>
<p>The CSC comprises of Three floors, with an approximate gross floor area of 3,754.14 m². The facility is designed to accommodate multiple government and partner service providers withing a single integrated survivor-centered environment. The functional distribution of the building is as follows:</p>

<p>The proposed wayfinding and signage system shall consider the multi-level layout, functional zoning, user journey, and the different privacy and accessibility requirements associated with each service area.</p>
<p><strong>Role’s Purpose:</strong></p>
<p>The consultant will design a comprehensive internal and external wayfinding and signage system for the CSC. The system should enable survivors and visitors to navigate the center safely, clearly, and with dignity, while supporting accessibility, confidentiality, trauma-informed service delivery, operational flow, and coordination across co-located service providers.</p>
<p><strong>Key Duties and Responsibilities:</strong></p>
<p>The consultant is expected to carry out the following: </p>
<ul>
<li><strong>Coordination and document review phase:</strong></li>
</ul>
<ol>
<li value="NaN">Hold an inception meeting with Himaya and FPJD to confirm the scope of work, methodology, workplan, deliverables, approval process, site access arrangements, and key stakeholders.</li>
<li value="NaN">Review relevant CSC documentation, including floor plans, room functions, service flows, security and confidentiality considerations, accessibility requirements, branding guidance, and other operational documents provided by Himaya.</li>
<li value="NaN">Conduct site visits to assess external and internal navigation needs, including the building approach, nearby access points, drop-off or arrival areas, building entrance, reception and intake areas, corridors, stairs, elevators, waiting areas, service rooms, child-friendly spaces, staff-only areas, emergency exits, and restricted or sensitive locations.</li>
<li value="NaN">Identify navigation barriers, privacy risks, accessibility gaps, safety considerations, unclear decision points, and priority locations where signs or other wayfinding cues are required.</li>

<li><strong>Design Phase:</strong></li>

<li value="NaN">Map key visitor journeys for different user groups, including survivors, children, persons with disabilities, accompanying persons, visitors, service providers, and staff.</li>
<li value="NaN">Develop a comprehensive wayfinding strategy covering external and internal signage, visitor flow, directional logic, naming conventions, bilingual Arabic-English content, visual cues, and accessibility considerations.</li>
<li value="NaN">Develop signage concepts and layouts, including sign hierarchy, sign types, location plans, content, and visual design standards.</li>
<li value="NaN">Ensure the system promotes accessibility, a user-friendly experience through clear communication, logical placement, and inclusive design principles.</li>
<li value="NaN">Prepare technical specifications for the signage system in, including sign locations, dimensions, materials, finishes, and mounting and installation requirements.</li>
<li value="NaN">Coordinate with Himaya, FPJD, relevant building or engineering counterparts, service providers, and suppliers as needed to ensure that the proposed wayfinding system is practical, survivor-centered, and aligned with CSC operational requirements.</li>

<li><strong>Wayfinding plan validation phase:</strong></li>

<li value="NaN">Prepare a draft signage location plan and technical design package for review by Himaya and FPJD, including marked-up floor plans or layouts, sign schedules, sign content, design concepts, technical specifications, and installation requirements.</li>
<li value="NaN">Prepare a sufficiently detailed Bill of Quantities (BoQ) and cost estimate for the proposed wayfinding system, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs, and installation requirements.</li>
<li value="NaN">Facilitate validation meetings with Himaya, FPJD, and relevant stakeholders to present findings, review the proposed system, document feedback, and agree on revisions and implementation priorities.</li>
<li value="NaN">Deliver a presentation summarizing the assessment findings, visitor journey analysis, the internal and external wayfinding system, design package, implementation priorities, and any risks or decisions requiring Himaya approval.</li>
<li value="NaN">Revise and finalize all design deliverables based on Himaya and stakeholder feedback; conduct all necessary design review meetings and continue revising the designs until final stakeholder approval is obtained. Submit editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>

<li value="NaN">Provide technical support during procurement and production, including responding to clarification questions, reviewing submissions, samples, mock-ups, and material selections.</li>

<li value="NaN">Conduct a final handover review with Himaya and relevant stakeholders and submit a final handover note documenting photos of installed signage, and any remaining operational recommendations.</li>

<p><strong>Deliverables:</strong></p>

<li>Site Assessment and Visitor Journey Report, covering external and internal navigation needs, user journeys, accessibility considerations, confidentiality and safety risks, key decision points, priority signage locations, and recommended wayfinding improvements.</li>
<li>Draft Wayfinding Strategy and Signage Design Package, including the proposed internal and external wayfinding approach, signage hierarchy, naming conventions, bilingual Arabic-English content, icons or pictograms, sign types, marked-up floor plans or layouts, sign locations, dimensions, materials, finishes, mounting methods, technical specifications, and installation notes.</li>
<li>Detailed Bill of Quantities and Cost Estimate, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs including installation costs</li>
<li>Final Wayfinding Package and Presentation, incorporating Himaya and stakeholder feedback, including the final signage location plan, design package, BoQ, implementation priorities, risks, pending decisions, editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>
<li>A complete signage schedule identifying sign reference numbers, locations, dimensions, content, materials and quantities.</li>
<li>Installation Support and Final Handover Note, including technical comments during supplier/procurement review, observations from installation site visits, assessment of placement, visibility, quality, accessibility, safety, and consistency with the approved package, photos of installed signs, punch-list items, and remaining operational recommendations.</li>

<p><strong>Qualifications</strong></p>
<p>The following qualifications are required for the wayfinding consultant:</p>

<li value="NaN">Bachelor's degree in graphic design, visual communication, environmental design, architecture, urban design, or related field. A relevant advanced degree is desirable.</li>
<li value="NaN">Minimum of 10 years of relevant professional experience in wayfinding, signage systems, environmental graphic design, institutional facility navigation, or public-facing service facility navigation.</li>
<li value="NaN">Demonstrated experience designing internal and external wayfinding or signage systems for governmental, health, justice, protection, social service, education, or other high-traffic public-facing facilities.</li>
<li value="NaN">Demonstrated ability to translate service flows, confidentiality needs, security requirements, accessibility needs, and visitor experience considerations into practical wayfinding solutions.</li>

<p>Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity (Charity No.: 328158), looking back on nearly 42 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 44 countries around the world.</p>
<p>Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>
<p>IRJ programme department works toward introducing relevant interventions to Jordanians as well as Syrians and Palestinians refugees that would impact their lives and improve their life conditions. IRJ programme act upon IRW mandate and in line with IR-Middle East and Eastern Europe strategy that aims to ensure Safe, dignified and peaceful living conditions for refugees, IDPs and vulnerable groups as well as communities at risk of disasters in the Middle East. IRJ office has expanded with the Syrian crisis Since 2011, reaching more than 200,000 refugees by 2013 with an annual income of 35,000,000 GBP. </p>
<p>The department has successfully introduced interventions in a multi-sectors response, being the lead agency responsible for humanitarian assistance in the north of Jordan, reaching more than 80,000 beneficiaries in 2025 and continue providing access to food, health care, cash for shelter and non-food items such as hygiene kits and winterization items in 2021.
