Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity, looking back on nearly 40 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 28 countries around the world.</p>
<p>Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>

<p><strong>Job purpose:</strong></p>
<ul>
<li>The Orphan and Child Welfare (OCW) Coordinator is responsible for leading and managing the IRJ OCW programme to meet IRW Global OSP objectives: To support the wellbeing of sponsored children of all ages and abilities and their families, by financing and supporting programmes to give them access to education, health, nutrition, protection, and shelter, as well as sustainable livelihoods for their families. The programme should enhance the overall quality of life and well-being of sponsored families and their children.</li>
</ul>
<p><strong>Technical Level </strong><strong>(Only key points to be mentioned rather than activities) </strong></p>

<li>Implementation of programme activities as per IRW OSP Manual and OCW Policy, within budget and scope.</li>
<li>Design and implement IRJ strategy to implementation of global programme that includes a holistic approach to the well-being of children in Jordan.</li>
<li>Ensuring that the OCWP in Jordan is implemented in line with IRW CP, Safeguarding and Complaints and Feedback Mechanism Policies, including assessing compliance and taking appropriate measures.</li>
<li>Establishing and maintaining referral channels for the OSP that are disseminated to families in Jordan in collaboration with technical colleagues (health, education, livelihoods, safeguarding, CP etc.)</li>
<li>In line with IRJ business plan and in coordination with HoP, lead on identifying complementary-to-OSP interventions that support the achievement of OSP objectives, and draft project proposals and CNs to secure funding.</li>
<li>Support advocacy interventions which aim to ensure women and children are more aware about their social and economic entitlements and able to live in an environment in which their rights are protected.</li>

<li>Design and implement effective monitoring system programme activities as per IRW OSP Manual and OCW Policy, within budget and scope.</li>
<li>Design annual ODS budgets to meet department needs, and monitor spending and implementation to ensure on-budget delivery, highlighting potential under/over-spends timely and acting accordingly.</li>
<li>Design and implement annual plans that aim to further grow and develop the OSP. Plans should be aligned to IRW global objectives and reflective of country context.</li>
<li>Responsible for development of efficient referral mechanism by bridging the gap between sponsored families / communities and service providers. </li>
<li>Proactively identify and secure opportunities for interventions to complement the OSP through avenues, including through issuing assessments and analysing Al Yateem data.</li>
<li>Closely work with HoP in designing, drafting concept notes, project proposal and budgets for complementary-to-OSP interventions.</li>
<li>Ensure timely disbursement, monitoring and reporting of 1-2-1 Sponsorship Cash Assistance.</li>
<li>Develop and deliver progress reports, proposals, documentation and presentations to various audiences.</li>

Result of Service<br>Phase 1, 2026: Technical Review, Revision, ToT Design, and M&E Framework, Three Months During Phase 1, the Consultant shall lead the technical update of the STG-TI and prepare the training and monitoring tools needed for implementation. • Conduct a structured clinical review of the current STG-TI and identify gaps, inconsistencies, outdated pathways, and areas of potential clinical risk. • Benchmark outpatient clinical care, preventive care, promotive care, emergency care, child health, STI management, and life-course health services against current WHO guidance and international family medicine standards. • Draft and revise updated clinical content for priority conditions, including the ten most common diseases managed at UNRWA health centres, child health protocols, STI diagnosis and treatment, rational prescribing, and antibiotic stewardship. • Integrate patient-centred, family-centred, preventive, and life-course approaches across relevant clinical protocols. • Coordinate technical consultations with UNRWA focal points and incorporate feedback into a coherent final draft. • Design the ToT curriculum, facilitator guide, participant materials, presentations, case studies, competency checklists, pre- and post-test tools, and training evaluation forms. • Develop a practical implementation monitoring framework and mechanisms to track field-level implementation progress.
