Role Purpose<br>

Under the direction of the Operations Specialist (Coordination and Compliance Officer - CCO) and Head of Operations (HOO), the Operations Specialist (Mine Action Specialist) is responsible for, but not limited to the following functions and responsibilities:<br>

•Ensure that workplans and implementation plans reflect gender equality and social inclusion considerations, including sex- and age-disaggregated planning assumptions for EORE delivery and land release prioritisation<br>
•Ensure that implementation plans have viable timelines, are assigned appropriate resources, and that implementation options reflect the knowledge of the context, as well as UNOPS’ mechanisms and policies; key implementation documents include:<br>

<p>Following the fall of the Assad government in December 2024, the pace of return movements from Jordan and Lebanon has accelerated. While humanitarian actors have invested significantly in tracking intentions to return and return movements, far less is known about what actually happens after return, and almost nothing has been systematically documented about what enables successful, sustainable reintegration as opposed to what causes it to fail. This evidence gap has direct programmatic consequences. INGOs operating in Syria's return areas are making decisions about reception support, livelihood programming, shelter, and community cohesion with limited grounding in the lived experiences of returnees themselves. We lack qualitative evidence that would allow better identification of what works- the conditions, assets, relationships, and support mechanisms that returnees themselves associate with positive reintegration pathways and outcomes1- distinct from cataloguing barriers and protection risks. This research piece would address that gap with an explicit solutions orientation: the primary analytical question is what successful early reintegration looks like and how we can support more of it, rather than what is going wrong for returnees. This study is designed as a pilot, with strong programmatic utility, while generating the evidence base and case for a broader multi-site phase 2, which could be fundraised for. This study is intended to complement rather than duplicate existing quantitative intention surveys including UNHCR's ePRIS and complement work led by the Solutions Working Group inside Syria and the various Durable Solutions coordination architectures that exist at country and regional level. This study is designed as a pilot to provide both a standalone evidence contribution and the foundation for a potential phase 2 study across two to three additional governorates, inclusion of a re-displaced secondary sample (both inside Syria and cross-border movements back to Lebanon), measuring the distinction between rural areas supported with humanitarian programming; and a longitudinal follow-up component</p>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The project aims to strengthen the national TVET ecosystem, respond to labour market needs, and address youth unemployment and gender disparities. It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. Building on this work and following the development of the Career Guidance Model and Manual, there is a need to operationalize the model through a structured Training of Trainers (ToT) programme. This assignment is therefore not intended to create a new career guidance model. Rather, it will support MoE in institutionalizing and applying the developed Career Guidance Model and Manual through a practical ToT package and training process. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools. <p>Dans le cadre de son portefeuille pour le Maroc, NEF met en œuvre le projet <em>CAP+</em>, co-financé par l’Union Européenne, qui vise à renforcer la viabilité, l’autonomie et l’indépendance financière des OSC à travers la diversification des sources de financement.</p><br> <p><span>Contexte du projet</span></p><br>
<p>Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br>
<p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br>
<p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.</p><br>
<p>Grâce à <em>CAP+</em>, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. Le projet permettra à la société civile d’être renforcée et mieux structurée en tant qu’actrice de changement et de bonne gouvernance, grâce à une participation plus effective, efficace et reconnue à l’action publique, notamment grâce à l’accès à des financements diversifiés, renforçant ainsi leur viabilité, leur résilience, leur autonomie et leur indépendance financière.</p><br> <p><span>Aperçu du poste</span></p><br>
<p>Le/La <span>chef.fe de projet </span>sera le principal responsable du projet <em>CAP+</em>. Il/elle supervisera la mise en œuvre de l'ensemble du cycle du projet, en veillant à ce que toutes les activités du projet soient menées de manière efficace, opportune et de qualité, conformément aux exigences de NEF et de l’UE. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. Role Purpose The Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor provides technical expertise, capacity building, and operational guidance to enhance EORE and VA programming.<br>

Functions / Key Results Expected<br>

Under the overall supervision of the UNOPS PSC Global Technical Advisor or designated UNOPS field programme’s Supervisor, the Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor will conduct the following duties:<br>

1. Technical Advisory, Training, and Capacity Enhancement<br>
<br>
•Provide guidance to the UNOPS PSC and field programmes on matters related to EORE and VA.<br>
•Conduct desk review and consultations to collect data and updated information on EORE and VA in support of UNOPS PSC and field programmes.<br>
•Provide EORE and VA technical support and capacity enhancement opportunities to national mine action staff, implementing partners, contractors and government actors. This may include delivering specific training and quality assurance activities.<br>
•Lead the development of new age and gender sensitive EORE materials for direct and indirect sessions as required.<br>
•Provide guidance to support advocacy and promote EORE/VA initiatives in APMBC and CCM meetings (SPM, IM, NDM) and other relevant fora (GPC, EORE AG, etc.).<br>

2. Operational Coordination<br>
<br>
•Direct and implement the strategic direction of EORE and VA in compliance with the Country Programme Strategy of UNOPS PSC and field programmes.<br>
•Form partnerships and maintain existing relationships with other humanitarian actors and contribute to the EORE and VA mine action components.<br>
•Receive and redirect questions and requests to UNMAS that result from the sub-cluster and/or UN-related Humanitarian initiatives.<br>
•Liaise with and coordinate closely with the national and regional authorities on EORE and VA activities and training requests.<br>
•Represent UNOPS PSC and field programmes in technical EORE and VA forums and be the principal focal point for external representation on these issues.<br>

3. Project and Grant Management<br>
<br>
•Develop Call for Proposals and Statement of Works for EORE and VA activities, specifically including for indirect EORE and EORE material development.<br>
•Develop calls for proposals for the development of UNOPS PSC and field programmes’ VA strategy, or develop a sectoral/organisational strategy, consulting with all relevant stakeholders, that outlines the needs, gaps and priorities.<br>
•Provide support to the implementing partner/contractor in the development of the strategy and consultations with stakeholders.<br>
•Oversee the overall execution of EORE and VA grants and contracts in close collaboration with implementing partners/contractors.<br>
•Organise stakeholder meetings on EORE and VA as needed, including close collaboration with national counterparts.<br>
•Provide guidance on integration of EORE and VA across other grant and contract processes if required.<br>
•Ensure duties and administrative actions are implemented according to UNOPS policy, within the scope of UN and UNMAS mandates, and in compliance with agreements with donors.<br>
