<p>The GIZ Regional Programme <strong>Digital Trade and E-Commerce in the MENA Region </strong>is seeking to hire an “<strong>Economic Cooperation and Private Sector Development Advisor - Focus: E-commerce & Digital Trade</strong>” based in Jordan- for full-time base employment.</p>
<p>The regional programme "Digital Trade and E-Commerce in the MENA Region" is co-funded by the European Union (DG MENA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the International Trade Centre (ITC). It aims to develop e-commerce and digital trade in the South Mediterranean region to enhance business opportunities and foster decent job creation, in cooperation with the public and the private sectors. The programme covers eight countries — Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia, with national implementation activities in <strong>Egypt, Jordan, Morocco and Tunisia.</strong></p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s degree in Economics, Business, Law, Information Technology, or a related field is required. A Master's degree in a similar field is preferred.</li>
<li>Sound know-how of international trade policies, agreements and rules governing e-commerce and digital trade. In-depth knowledge of the framework conditions in Jordan shaping the country’s digital trade readiness.</li>
<li>At least 5 years of experience in economic cooperation and private sector development projects.</li>
<li>Implementation experience minimum of 3 years of activities in digital trade and e-commerce: strategies and regulatory approaches for e-commerce; technical tools and solutions enabling e-commerce and digital trade (e-signature, e-payments, e-commerce platforms and others).</li>
<li>Analytical skills and structured working style. Moreover, a solution- and results-oriented work approach.</li>
<li>Willingness to travel occasionally on missions to other countries in the region and to Germany.</li>
<li>Fluency in English as program language is required. </li>

<p>The global programme "Centres for Migration and Development" (ZME) is part of the Group “Flight, Migration, and Return” in the Department “Sector and Global Programmes”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. <p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented from April 2026 to March 2030. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will implement the project on behalf of the German government, in partnership with the Prime Ministry of the Government of the Hashemite Kingdom of Jordan.</p>
<p>The project builds on its predecessor “PARtner I” and enhances the capacities of the public administration in Jordan. <p>The Procurement & Construction Officer is a key member of the Project Team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes and adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods, services, construction and rehabilitation activities in compliance with DAI policies and procedures, and US requirements. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues. The position requires knowledge of the Federal Acquisition Regulations (FAR). The Procurement & Construction Officer will be responsible for gathering complete procurement related backup documentation and auditing prior to submission to the Project´s Finance Team. S/he will develop and release solicitations, conduct price/cost/reasonability analyses, and perform any other related duties as assigned.</p>
<p>In addition to procurement responsibilities, the Procurement & Construction Officer will provide technical support for construction and rehabilitation projects, including the review of engineering documents, support during the planning and procurement phases, monitoring construction activities, and coordinating with project stakeholders to ensure quality implementation and timely delivery of project activities.</p>
<p><strong>Key Duties and Responsibilities</strong><strong>:</strong></p>

<li>Solicit bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans.</li>
