<h4>Essential duties and responsibilities</h4>
<p><strong>Strategic execution:</strong> Communicate and execute MTI strategic goals and objectives.</p>
<p><strong>Technical & operational leadership:</strong> Provide technical and operational leadership across engineering, production, quality, and business development. Act as the primary technical authority for the company's thermal spray applications and component dimensional restoration, ensuring all work is technically sound, properly planned, and executed efficiently in accordance with company standards and customer requirements.</p>

<p><strong>Relationship management:</strong> Interact and build ongoing relationships with MTI, IBC Group customers, sponsors, and community partners.</p>

<p><strong>Budgeting & planning:</strong> Assist in preparing budgets, forecasts, bids, contracts, and proposals, and make recommendations regarding staffing, equipment, and operational needs based on business conditions.</p>
<p><strong>CapEx ownership:</strong> Recommend and support procurement of capital equipment and technical resources, subject to company approval authority, budget limits, and applicable purchasing policies.</p>
<p><strong>Technical & methodological oversight:</strong> Review technical work, reports, and methodologies to ensure accuracy, compliance, and sound engineering practices. Provide technical guidance on production, engineering, and R&D activities as required.</p>
<p><strong>Knowledge codification & SOPs:</strong> Lead the extraction and transition of historical technical knowledge into codified manufacturing routes, job routers, and robust Standard Operating Procedures (SOPs) to ensure repeatable shop-floor quality.</p>
<p><strong>Subsurface & finishing operations:</strong> Oversee associated mechanical manufacturing and finishing operations critical to component repair, including pre-machining inspection, chemical stripping, masking, grit blasting, and precision post-coat grinding/machining to tight dimensional blueprint tolerances.</p>
<p><strong>Team development:</strong> Assist in hiring, training, mentoring, timecard oversight, performance reviews, and corrective actions of team members, helping to ensure personnel follow procedures, policies, and performance expectations.</p>
<p><strong>Executive reporting:</strong> Meet regularly with executive management to review performance, current contracts, risks, and future opportunities.</p>
<p><strong>Administration & recordkeeping:</strong> Perform administrative duties as required, including approving expenditures, reviewing reports, monitoring project activity, and ensuring proper documentation and recordkeeping.</p>

<h4>Job requirements</h4>
<p><strong>Citizenship status:</strong> Must be legally authorized to work in the United States without employer sponsorship. Due to potential access to export-controlled technical data, candidate must qualify as a U.S. person as defined under applicable export control laws, including ITAR/EAR, or otherwise be authorized to access such data under applicable law.</p>
<p><strong>Education:</strong> Must have a bachelor's degree in materials science, metallurgy, mechanical engineering, mechanical engineering technology, or industrial engineering.</p>
<p><strong>Operations experience:</strong> Must have 5-10 years of relevant operations management experience, preferably overseeing an autonomous business unit or standalone profit center. Experience with thermal spray and manual machining in a production environment is preferred.</p>
<p><strong>Project management:</strong> Must have a minimum of 5-10 years of direct project management experience.</p>

<p>The AMR Technical Officer will support the day-to-day implementation of antimicrobial resistance activities under the STRIDES Jordan Activity. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The project aims to strengthen the national TVET ecosystem, respond to labour market needs, and address youth unemployment and gender disparities. It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. Building on this work and following the development of the Career Guidance Model and Manual, there is a need to operationalize the model through a structured Training of Trainers (ToT) programme. This assignment is therefore not intended to create a new career guidance model. Rather, it will support MoE in institutionalizing and applying the developed Career Guidance Model and Manual through a practical ToT package and training process. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools. Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions. <p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Accounts for all materials and/or support equipment being shipped out of, and received, at the facility. Ensures parts due in from maintenance (DIFM) are properly tracked and takes appropriate actions to meet applicable deadlines. Keeps a running inventory of stock/equipment using appropriate software. Researches and orders parts, materials, and tools for use to ensure maintenance operational capabilities. Ensures the overall serviceability of all support equipment and related items. Keeps track of all assigned government property entering and leaving the facility. Processes paperwork, including filing DD-1149s, for all supply/support activities. Ensures proper allotment of material and/or equipment to appropriate maintenance personnel in support of maintenance operations.</p>

<h1>About Youth Grow Activity</h1>
<p>Youth Grow Activity (YGA) is a U.S. Government-funded project working with national partners in Jordan to help youth aged 10-29 build practical skills and connect to income opportunities, leading to stable communities in Jordan by supporting lawful work, productive routines, and positive engagement for the youth themselves.</p>
<h1>Background</h1>
<p>Ministry of Youth Centers represent one of the most geographically distributed public interfaces between the GOJ and its youth population. When these centers function effectively, visibly, and consistently, they serve as trusted anchors and safe spaces for structured engagement, skill development, and constructive participation. To help MOY realize the full potential of its youth centers, YGA operates as a technical and advisory partner to the MOY, working closely with its technical and operational directorates to strengthen program design, refine delivery mechanisms, enhance monitoring and performance frameworks, and support strategic communication. In collaboration with MOY, YGA provides a wide range of programs that span sports, arts, music, and upskilling programs. Youth centers serve as the primary venues for these activities.</p>

<p>Following a registration campaign in the first quarter of 2026, YGA seeks to engage a Senior Communications Strategy Consultant to lead and oversee the Ministry of Youth’s year-round communications strategy. The consultant will guide the overall strategic direction of MOY’s communications, ensuring that all campaigns, content, and outreach activities are coherent, impactful, and aligned with MOY’s priorities and YGA’s objectives.</p>
<h1>Purpose of the Assignment</h1>
<p>The Senior Communications Strategy Consultant will serve as the strategic lead for MOY’s communications engagement, responsible for developing and steering the overall communications framework, guiding content direction, and ensuring quality and consistency across all campaign activities. The consultant will develop and execute an integrated communications plan for Youth Centers, enhancing their image among youth and the broader community, and promoting training programs. The consultant will provide senior-level advisory support to MOY and will oversee the work of other Communications Consultants to ensure all outputs align with the agreed strategy.</p>
<h1>Key Responsibilities</h1>
<h2>Communications Strategy Development</h2>

<li>Develop a comprehensive, year-round Ministry of Youth Communications Strategy that aligns with MOY’s priorities and YGA’s objectives for youth engagement and program visibility.</li>
<li>Define strategic communications priorities, key messages, and target audience frameworks for each major program type and registration period.</li>
<li>Establish the overarching campaign framework, including thematic direction, messaging pillars, and channel strategy across Facebook, Instagram, and other relevant platforms.</li>
<li>Develop a campaign calendar and communications roadmap for the full period of performance, in coordination with MOY’s Media and Communications Manager.</li>
<li>Conduct a comprehensive analysis of the current media status of Youth Centers to inform strategy development.</li>
<li>Develop communications’ Key Performance Indicators (KPIs) aligned with MOY expected outcomes, including reach targets, youth registration numbers, and social media engagement rates.</li>
</ul>
<h2>Branding and Messaging Guidelines</h2>
<ul>
<li>Develop and document a messaging guidelines framework, ensuring all communications are youth-friendly, culturally appropriate, and consistent with MOY’s visual identity.</li>
<li>Establish campaign visual identity direction and content tone guidelines for use by the Communications Consultant.</li>
<li>Develop a unified media messaging guide for Youth Centers to ensure consistent messaging across the Kingdom.</li>
<li>Ensure all content and campaigns funded by USG appropriately display USG and MOY logos and comply with U.S. Government marking and branding requirements.</li>
</ul>
<h2>Content Planning and Production</h2>
<ul>
<li>Prepare a detailed Content Plan covering social media platforms, traditional media (television, radio, press), and visual content production (short videos, success stories).</li>
<li>Develop a plan for managing Youth Centers’ digital accounts and improving audience engagement.</li>
<li>Develop detailed media campaign plans for each major campaign period.</li>
</ul>
<h2>Strategic Advisory and Quality Oversight</h2>
<ul>
<li>Serve as the primary strategic reference point for the other Communications Consultant throughout the period of performance.</li>
<li>Review and approve monthly content calendars, campaign concepts, and key creative outputs before submission to MOY for final approval.</li>
<li>Provide strategic direction and feedback on content quality, messaging relevance, and campaign effectiveness on an ongoing basis.</li>
<li>Advise on social media strategy, including targeting approach, audience segmentation, and budget allocation recommendations.</li>
</ul>
<h2>Capacity Building</h2>
<ul>
<li>Provide capacity building support and training to MOY media staff (heads of media departments at the Ministry) on implementing the communications plan and managing digital accounts effectively.</li>
</ul>
<h2>Stakeholder Coordination</h2>
<ul>
<li>Participate in strategic alignment meetings with YGA, MOY, and other Communications Consultants as needed.</li>
<li>Liaise with MOY’s Media and Communications Manager and YGA’s Communications Officer to ensure strategic alignment and timely approvals.</li>
<li>Provide guidance on approval workflows and coordinate timelines to ensure the content approval process is respected.</li>
</ul>
<h2>Monitoring, Evaluation, and Reporting</h2>
<ul>
<li>Conduct quarterly strategic reviews to assess overall campaign performance, adjust priorities, and recommend course corrections as needed.</li>
<li>Submit a final strategic summary report at the end of the engagement, covering key achievements, lessons learned, and recommendations for future communications activities. The report shall measure performance against agreed benchmarks including reach targets, youth registration numbers, engagement rates, and number of media appearances, as defined by MOY at the start of the assignment.</li>

<h1>Required Qualifications</h1>
<ul>
<li>Minimum 5-7 years of professional experience in communications strategy, marketing, or public affairs, with a demonstrated track record of leading large-scale campaigns.</li>
<li>Proven experience developing communications strategies for government entities, development programs, or youth-focused initiatives.</li>
<li>Deep expertise in social media strategy and digital campaign management, including paid social media on Facebook and Instagram.</li>
<li>Strong understanding of youth engagement, cultural nuances, and community communications in the Jordanian context.</li>
<li>Experience designing and executing national media campaigns, including traditional and digital media.</li>
<li>Experience working within USG-funded programs or in coordination with U.S. Government partners, including familiarity with branding and marking requirements, is preferred.</li>
<li>Excellent written and verbal communication skills.</li>
<li>Bachelor’s degree in communications, Marketing, Public Relations, Media, or a related field.</li>
<li>Fluency in Arabic and English.</li>
