Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments. </span></p>

<p class="x_MsoNormal" ><span >The Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of MSEs in Jordan and ability to grow and expand their businesses. </span></p>

<p class="x_MsoNormal" ><span >This will be achieved by enhancing MSEs ecosystem and enhancing their ability to access local and export markets, in addition to better access to finance. A key strategy for achieving this goal is the establishment of <b>a dynamic and responsive Public-Private Dialogue (PPD) process that is MSE-centric. </b>This process will address the unique challenges faced by MSEs through a constructive dialogue among relevant stakeholders within the public and private sector initiated by the MSEs formal representative entities. This will help MSEs address their critical challenges and capitalize on rising opportunities tailored to their needs, thereby enhancing the economic ecosystem. By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >PPD unites government entities, private sector participants, and relevant stakeholders in a structured and formal process to collaboratively address and resolve specific issues. This collective engagement aims to achieve common objectives and drive transformative changes in targeted areas by leveraging the combined expertise and resources of all parties involved.</span></p>

<p class="x_MsoNormal" ><span >MSEs account for 98 percent of the country’s businesses, employ approximately 60 percent of the private sector workforce, and contribute 50 percent of the national GDP.</span></p>

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

<li class="x_MsoNormal" ><b><span >Establishing a standardized PPD process</span></b><span > with clear roles, procedures, and dialogue cycles that can be adopted beyond the life of the program which will formulate the core of the accredited PPD training program. The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>
</ol>
<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

<li class="x_MsoNormal" ><b><u><span >Introduce the PPD process to relevant representative entities</span></u></b><b><span >: </span></b><span >this process will be rolled out<b> </b>across multiple national sector-representative organizations and their counterparts within the public sector relevant entities to own, maintain, and sustain the established PPD process. This will enhance the role of sector-representative organizations in addressing obstacles and challenges for their respective MSEs and reflect this through the dialogue with the government by improving policies, regulations, processes, and systems reflected through an enhanced decision making process by the two parties through an effective follow through process.</span></li>

<p class="x_MsoNormal" ><span >The new introduced system for PPD is expected to lead to a more conducive environment that should support and respond to MSEs’ priorities within their ecosystem. Moreover, the introduction of the PPD process across public and private sector stakeholders will better inform them when engaging in PPD cycles on behalf of their organizations (ministries, LDUs, business associations, etc.).</span></p>

<p class="x_MsoNormal" ><span >The overall objective of this assignment is to operationalize and <b>sustain the designed PPD process and profession </b>by developing and accrediting a cadre of qualified Public–Private Dialogue (PPD) experts capable of independently leading, facilitating, mentoring, and scaling standardized PPD processes at both national and subnational levels across the four targeted sectors in Jordan and within the public and private sectors. This will be achieved through the following key objectives:</span></p>

<p>The USG Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of Micro and Small Enterprises (MSEs) in Jordan by enhancing their managerial capacities and improving their access to business opportunities, financial products, and services. Central to Iqlaa’s strategy is its commitment to an evidence-based approach, underpinned by a streamlined research management framework. This ensures that findings are effectively disseminated, translated into actionable recommendations, and developed into accessible resources. By adopting this approach, Iqlaa aims to drive impactful and sustainable interventions for MSEs and key ecosystem actors, at both the enterprise and market levels.</p>
<p>Iqlaa has conducted extensive research and analysis on Jordan’s micro and small enterprise (MSE) ecosystem, including sectoral studies, ecosystem assessments, and the development of governorate-level profiles. Building on this body of evidence, Iqlaa aims to consolidate key insights into an online MSE Geographic Map.</p>
<p>The online MSE Geographic Map will visualize sectoral distributions, geographic concentrations of MSE activity, ecosystem actors, and development opportunities across Jordan’s governorates. <p ><span >Informal Livelihoods Advancement Activity (Iqlaa)</span><span >, funded by the United States Government, is a program that started in May 2022 and aims to support Jordan's HBBs and MSEs to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.</span></p>
<p ><span >Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa implements best practices in enterprise strengthening and MSE-focused financial sector development within a market systems development (MSD) framework. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.</span></p>

<p ><span >The Monitoring, Evaluation, Learning (MEL) and Information Management (IM) Assistant is part of Iqlaa’s Program Quality and Learning (PQL) Department. S/He will support the implementation of MEL and IM activities across Iqlaa’s portfolio of interventions, including data collection, data verification, field visits, documentation, and timely reporting. S/He will contribute to routine data collection and support the implementation of intervention MEL Plans in line with donor and Mercy Corps requirements.</span></p>

Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations (Wadi Musa, Azraq, Mlaih, Dieban, and Shobak), implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.</span></p>

The bootcamp guides selected teams through mentorship, technical support, and prototype development and will conclude with a national pitch event at the end of September 2026, where the finalists present their solutions and two winners are selected.</span></p>
