<p>Job Summary As the CRS programming lead for Jordan, you will manage and provide will provide strategic direction, leadership, and management of the Jordan country office portfolio to ensure the establishment and successful implementation of high-quality CRS and partner programming serving the poor and vulnerable. In addition to your program quality and management capacities, your partnership and representation skills will help to ensure strong CRS coordination in Jordan. Your leadership, management and knowledge will ensure that the Jordan Country Office delivers high-quality programming and continuously works towards improving the impact of its programming. As a Senior Manager you will proactively work with Senior Management Team (SMT) members to manage security and mitigate security risks and, as time allows, you will provide programming backstop for the CRS response in JWBG.</p><p>Roles and Key Responsibilities In collaboration with the Deputy Country Representative (DCR) for JWBG, and lead for Jordan programming, provide strategic direction for the design of the country office strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities. Lead and/or support local partners in high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation. In coordination with regional and JWBG colleagues, cultivate effective donor relationships, enabling lead generation and identifying strategic growth opportunities. <p>The GIZ Jordan Project <strong>“Cash for Green Services” </strong>is seeking to hire a “<strong>Feedback & Complaints Mechanism Advisor – Cash for Work</strong>” based in Jordan- for full-time base employment.</p>
<p>Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.</p>
<p>The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.</p>
<p>The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.</p>
<p>The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.</p>
<p>By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.</p>
<p>The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.</p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s/Master’s degree or equivalent in social sciences, development studies, public administration, social work, monitoring and evaluation or another relevant field.</li>
<li>At least 5 years of relevant professional experience in development cooperation, humanitarian assistance, refugee response, social protection, accountability, monitoring and evaluation or a related field.</li>
<li>Demonstrated experience in establishing or managing feedback, complaints, grievance, accountability or participant monitoring mechanisms; experience related to Cash for Work or employment programmes is an advantage.</li>

<p><strong><u>Main Responsibilities</u></strong> </p>
<ul>
<li>Develop, establish and independently manage an accessible Feedback and Complaints Mechanism (FCM) for the project’s Cash for Work activities across partner municipalities, complementing municipal-level feedback and complaints structures.</li>
<li>Establish and manage appropriate channels for individual feedback, enquiries and complaints, including hotline, written, in-person and, where appropriate, digital channels, and ensure that Cash for Work participants are adequately informed about their use.</li>
<li>Develop and maintain procedures and tools for consistent case management, including complaint categories and sensitivity levels, decision and escalation procedures, FAQs and procedures for handling sensitive and personally identifiable information.</li>
<li>Receive, assess and follow up on complaints and feedback, coordinate necessary clarification with relevant project staff and partners, and ensure appropriate referral and escalation of sensitive cases while safeguarding confidentiality and impartiality.</li>
<li>Develop and coordinate systematic participant feedback mechanisms, including post-rotation surveys, focus group discussions and other appropriate methods, ensuring that the data collected contribute to the project’s monitoring, evaluation and learning system.</li>
<li>Work closely with the project’s M&E team and Cash for Work Data Manager to align feedback data collection, indicators, data structures and reporting with the overall M&E and digital data management systems, while ensuring appropriate access restrictions for confidential information.</li>
<li>Systematically analyse complaints and participant feedback to identify recurring issues, implementation risks, differences across municipalities and opportunities for improvement, and establish regular feedback and learning loops with project management and colleagues responsible for partner municipalities.</li>

<p>Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity (Charity No.: 328158), looking back on nearly 42 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. <p>Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>
<p>IRJ programme department works toward introducing relevant interventions to Jordanians as well as Syrians and Palestinians refugees that would impact their lives and improve their life conditions. IRJ programme act upon IRW mandate and in line with IR-Middle East and Eastern Europe strategy that aims to ensure Safe, dignified and peaceful living conditions for refugees, IDPs and vulnerable groups as well as communities at risk of disasters in the Middle East. IRJ office has expanded with the Syrian crisis Since 2011, reaching more than 200,000 refugees by 2013 with an annual income of 35,000,000 GBP. </p>
<p>The department has successfully introduced interventions in a multi-sectors response, being the lead agency responsible for humanitarian assistance in the north of Jordan, reaching more than 80,000 beneficiaries in 2025 and continue providing access to food, health care, cash for shelter and non-food items such as hygiene kits and winterization items in 2021. The programme department is now strategizing the Syrian crisis response in Jordan and working toward a holistic integrated approach with the host community and planning to move toward sustainable development through introducing innovative approaches in education promotion, community development and economic empowerment.</p>

Starting Date : ASAP Location : Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The primary assessment sitting under the SAO will be the Comprehensive Shelter Needs Assessment and associated Joint Analysis Workshop. Additionally, targeted assessments are expected to be developed and implemented throughout the contracted period. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>A consulting team is being formed for a planned end-of-project evaluation of a labour-intensive maintenance and Cash-for-Work project in Jordan. The evaluation will assess the project s contribution to improving livelihoods, supporting vulnerable Jordanians and Syrian refugees, and improving the learning environment in public schools. The assignment will use a mixed-methods approach, including desk review, phone surveys, key informant interviews, focus group discussions, and limited site visits where possible. The evaluation will cover selected governorates in Jordan and will require strong coordination, careful field supervision, and high-quality data collection. The Data Collection Supervisor will be responsible for coordinating and supervising the data collection process. This includes supporting the preparation of tools, training the data collection team, managing fieldwork logistics, ensuring data quality, and reporting progress to the evaluation management team. The position requires someone who is organized, practical, and able to work closely with enumerators, qualitative researchers, and technical team members. The supervisor should be able to solve field challenges quickly, maintain good communication with the team, and ensure that ethical and quality standards are followed throughout the data collection process. The assignment is expected to take place during the period July to September 2026. The level of effort will be confirmed based on the final evaluation workplan.</p><p><strong>Tasks</strong></p><p>The Data Collection Supervisor will be expected to:</p><ul><li>Support the evaluation team in preparing and finalizing the data collection plan.</li><li>Support the preparation, review, and piloting of quantitative survey tools, KII guides, and FGD guides.</li><li>Support the programming and testing of electronic data collection tools, where needed.</li><li>Coordinate the recruitment, onboarding, and training of enumerators and qualitative researchers.</li><li>Train the data collection team on survey tools, qualitative guides, informed consent, confidentiality, ethical protocols, and data quality procedures.</li><li>Supervise phone surveys with Cash-for-Work beneficiaries.</li><li>Supervise and coordinate key informant interviews and focus group discussions.</li><li>Support the organization of field visits and face-to-face data collection activities where required.</li><li>Manage daily fieldwork logistics, including team deployment, schedules, communication, and follow-up.</li><li>Ensure that the approved sampling strategy is followed, including representation by gender, nationality, location, and vulnerability where relevant.</li><li>Monitor data collection progress against the agreed workplan and sample targets.</li><li>Conduct real-time quality checks on submitted data.</li><li>Identify missing, inconsistent, or low-quality responses and coordinate corrective action.</li><li>Organize spot-checks, back-checks, and verification calls where needed.</li><li>Ensure that all interviews and discussions are conducted respectfully and with informed consent.</li><li>Maintain confidentiality and ensure safe handling of data and field records.</li><li>Keep daily fieldwork notes and submit regular progress updates to the Evaluation Manager.</li><li>Report field challenges, risks, refusals, delays, or quality concerns in a timely manner.</li><li>Support the preparation and delivery of clean field records, attendance sheets, consent documentation, recordings, transcripts, and field notes.</li><li>Coordinate with the Data Analyst to ensure smooth transfer of quantitative and qualitative data for cleaning and analysis.</li><li>Support any other tasks related to data collection and field coordination as requested by the evaluation team.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Bachelor s degree in social sciences, business, engineering, data management, development studies, statistics, monitoring and evaluation, or another relevant field.</li><li>At least 5 years of experience managing or supervising field data collection operations.</li><li>Proven experience coordinating enumerators, field researchers, or qualitative data collection teams.</li><li>Experience in quantitative surveys, phone surveys, KIIs, and FGDs.</li><li>Experience with electronic data collection tools such as KoboToolbox, SurveyCTO, ODK, or similar platforms.</li><li>Good understanding of data quality control methods, including spot-checks, back-checks, field monitoring, and daily data review.</li><li>Experience working with vulnerable populations, including refugees, women, youth, persons with disabilities, or low-income communities.</li><li>Experience in livelihoods, Cash-for-Work, education, school infrastructure, social protection, refugee response, or humanitarian/development programming is an asset.</li><li>Ability to manage field logistics across different locations.</li><li>Strong team management, communication, and problem-solving skills.</li><li>Good reporting and documentation skills.</li><li>Fluency in Arabic is required.</li><li>Good command of English is an asset.</li><li>Availability during the assignment period, expected between July and September 2026.</li></ul><p></p></section>
