Terre des hommes Lausanne (Tdh), founded in 1960, is Switzerland's largest children's rights organisation. Tdh is dedicated to making meaningful and lasting changes in the lives of children and young people, especially those who are most at risk. Tdh is active in some thirty countries, in humanitarian and development contexts. In the Middle East (MENA), Tdh intervenes directly in 7 countries (Afghanistan, Egypt, Iraq, Jordan, Lebanon, Palestine and Syria).<br>

<strong>Main responsibilities:</strong><br>

Under the direct supervision of the Regional Finance Coordinator, the Regional Finance Officer provides technical support to the financial management of the region (regional office and country offices). He/she supports budget monitoring, in particular the optimization of the region's budgets, leads coordination between countries and the region, and actively participates in the preparation and annual review of budgets. He/she contributes to the management and consolidation of multi-country or regional financing, particularly when the region is the lead partner. He/she ensures the proper application of internal and donor procedures and the quality and reliability of financial reports<br>

<strong>Support to the management of the region</strong></p>
<p><strong>Regional Office Financial Management Support</strong></p>
<p>· Manage the regional office accounting and control of the analytical allocations</p>
<p>· Preparation of the monthly budget monitoring (FMT cycle) and contribute to the financial balance of the regional office, including providing analysis and feedback support to the regional management team</p>
<p>· Conduct meetings with budget holders to review project budgets, analytical allocations and financial situation when the regional office is lead.</p>
<p>· Organize the monthly coordination between the country CAFs and the region (communication of allocations from the country offices hosting the regionals, sharing of the list of expenses, communication of good practices)</p>
<p>· Participate in the development of donor budgets when the regional office is the lead or during multi-country proposals</p>
<p>· Preparation of the annual regional budget as well as periodic budget revisions</p>
<p>· Preparing financial reports of the budgets for the regional office is led in accordance with the donor reporting schedule and sending them for validation to RC Finance, identify and report financial risks to Finance RC</p>
<p>· Communicate with the Regional Logistics Officer the configuration of country contracts including regional costs</p>
<p>· Follow up with the Regional Logistics manager on purchase requests, payments and monitoring of regional expenses</p>
<p>· Follow with the regional HR department for the monthly payroll and legal deductions payments.</p>
<p>· Ensuring the confidentiality of financial information</p>
<p><strong>Support to the management of the country offices delegated by the Regional FC</strong></p>
<p><strong>Regional Financial Monitoring</strong></p>
<p>· Ensure the control of the analytical allocations of the monthly accounting of the country offices</p>
<p>· Monthly control and analysis of the country offices' budget monitoring (FMT cycle) include monitoring burn rates, ensuring alignment with project implementation timelines and budget performance, the control of their monthly cash request, and identifying financial risks, trends, variances and provide recommendations to the Regional Finance Coordinator.</p>
<p>· Track corrections of donor payments in CRM by country offices.</p>
<p>· Contribute to the regional financial data consolidation and preparation of financial dashboards with analysis for regional management.</p>

<p><strong>Budgeting and Financial Planning</strong></p>
<p>· Support Country Offices in annual budgeting, periodic reviews and project budget development.</p>
<p>· Participate in the control of budgets for new funding requests and potential amendments from country offices according to the validation thresholds in place before submission to the RC Finance for validation</p>
<p>· Assist in budget revisions, realignments, and donor budget modifications.</p>
<p>· Review proposed budgets to ensure consistency with donor guidelines and organizational policies.</p>
<p>· Contribute to regional financial planning and forecasting.</p>

<p><strong>Donor Financial Compliance</strong></p>
<p>· Ensure compliance with donor regulations and grant agreements.</p>

<p>BACKGROUND ON IMPACT AND REACH IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED s operational support in its fields of intervention. We are currently looking for a Senior Assessment Officer to support our team in the occupied Palestinian territory (oPt) Position: Senior Assessment Officer Shelter & Site Management Contract duration: 3 months and half with possibility of extension (Pending funding confirmation). Starting Date : ASAP Location : Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. <p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

<p>The GIZ Jordan Project <strong><em>"</em></strong><strong><em>Improved Governance for the Support of Reform Projects in Jordan” (PARtner II)</em></strong><strong>” </strong>is seeking to hire a <strong>“Public Administration Advisor – Focus: e-Governance”</strong> for full-time based employment.</p>
<p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. From April 2026 to March 2030, PARtner II supports one of Jordan’s key national reform priorities: the modernisation of the public sector. Building on the achievements of its predecessor project, PARtner I, the project contributes to the implementation of the Public Sector Modernisation Roadmap and the Economic Modernisation Vision by strengthening institutional capacities, improving governance processes, and promoting evidence-based decision-making. Through its work with high-level government partners, PARtner II helps foster a more efficient, transparent, and citizen-oriented public administration, creating lasting impact for governance and sustainable development in Jordan.</p>

<p><strong>Qualifications and Specialist Knowledge</strong></p>
<ul>
<li>University degree in Public Administration, Economics, Social or Political Sciences, Public Policy, Information Sciences, Digital transformation and e-government, or a comparable field. A technical degree, and an advanced degree are desirable.</li>
<li>5 years of professional experience relevant to the duties.</li>
<li>Experience working with, or advising governmental institutions (e.g. PMIO, DTU, MoDEE, SPAC), ideally in the context of the ongoing Jordanian public administration reforms, particularly providing expertise on e-governance, the development and implementation of digital public services, user-centred design, service quality, and the standardization and digitization of administrative processes.</li>
<li>Ability to strategically position reform and innovation topics within a development cooperation context.</li>
<li>Strong ability to use ICT tools, and willingness to continuously upskill in the framework of GIZ’s further digitization.</li>
<li>Proven ability to work in an intercultural context, ability to work in a politically sensitive context.</li>
<li>Strong analytical and drafting skills.</li>

<p><strong>Main Responsibilities</strong></p>
<ul>
<li>Provide technical and strategic advisory support to key governmental counterparts, including the Prime Ministry (Project Management and Implementation Office and Digital Transformation Unit), the Services and Public Administration Commission (SPAC), the Ministry of Digital Economy and Entrepreneurship (MoDEE), and other relevant institutions on digital government and public sector reform</li>
<li>Advise on the implementation of Public Sector Modernisation Reform (PSMR) with a focus on citizen-centred, accessible, and high-quality public service delivery.</li>
<li>Support the development, standardisation, and digitalisation of public services and e-services, including the strategic adoption and use of AI solutions.</li>
<li>Advise on the introduction and institutionalisation of monitoring mechanisms and user satisfaction tools to strengthen evidence-based service improvement and quality assurance.</li>
<li>Provide technical guidance on organisational development and organisational effectiveness measures, particularly within MoDEE and related public sector entities.</li>
<li>Assess capacity development needs and design, coordinate, and implement appropriate capacity development measures to strengthen institutional capabilities for digital transformation and service delivery reform.</li>
<li>Provide strategic input to project implementation and portfolio development, including stakeholder coordination, monitoring and evaluation, reporting, and the thematic advancement of the digital governance agenda.</li>
<li>Support the Head of Project, the Senior Component Manager, and the wider technical team in the implementation of project activities and cross-cutting tasks.</li>
