<p><strong>1. Background</strong></p>
<p>Médecins du Monde (MdM) France is strengthening its communication capacity at country and regional levels to support visibility, donor engagement, fundraising and advocacy. In this context, MdM France is seeking to engage a Communication Consultant under a service contract to develop and operationalize communication priorities and produce high-quality, adaptable content aligned with organizational standards and the Gulf Strategy.</p>
<p><strong>2. Objective of the Assignment</strong></p>
<p>The objective of the assignment is to support the development and implementation of MdM’s annual regional communication plan and to produce, adapt, and manage high-quality communication content for donor engagement, fundraising, reporting, advocacy, and institutional visibility, with particular attention to Gulf-based audiences and stakeholders.</p>
<p><strong>3. Scope of Work / Key Responsibilities</strong></p>
<p>The Communication consultant will act as a technical resource and will be responsible for:</p>
<p><strong>A. Content Development, Coordination & Deliverables</strong></p>
<p>The consultant will be responsible for the development, coordination, and delivery of communication outputs, including:</p>
<ul>
<li>Draft, edit, and produce high-quality communication materials, including:
<ul >
<li>Human interest stories (video, photos)</li>
<li>Fact sheets (regional or multi-country)</li>
<li>Operational updates (regional or multi-country)</li>
<li>Newsletters (regional or multi-country)</li>
<li>Donor briefs and presentations</li>
</ul>

<li>Developing impact- and needs-based content, including scripting and coordination with field teams and/or external providers, depending on operational capacity</li>
<li>Adapting communication content for multiple uses, including donor engagement, reporting, fundraising, advocacy and visibility purposes</li>
<li>Coordinating the collection of communication materials from the field and ensuring a consistent and timely flow of content</li>
<li>Liaising with:</li>
<li>Internal MdM teams (programme, HQ communication service, and field staff)</li>
<li>External contributors (freelancers, photographers, videographers)</li>
</ul>
<p><strong>B. Communication Planning & Operationalization</strong></p>
<ul>
<li>Support the operationalization of country-level and regional communication plans</li>
<li>Ensuring all outputs are high-quality, delivered on time, and fully aligned with MdM global communication guidelines, with support from MdM France HQ Communication</li>
<li>Support the development, implementation and regular updating of an annual regional communication plan aligned with MdM’s Gulf Strategy.</li>
<li>Develop and maintain a communication calendar covering campaigns, donor events, field content, publications and key humanitarian dates.</li>
<li>Track the implementation of the plan and provide regular progress updates against agreed deliverables and indicators.</li>
</ul>
<p><strong>C. Social Media Management</strong></p>
<ul>
<li>Manage and develop MdM’s social media presence (as applicable), including:
<ul>
<li>Content planning and scheduling</li>
<li>Drafting posts and captions</li>
<li>Monitoring engagement and visibility</li>
<li>Conducting basic social media analysis</li>
<li>Managing the internal validation process</li>
</ul>

<li><strong>Workload:</strong> The consultant will work on an on-demand, task-based basis. The scope and estimated time for each assignment will be agreed in advance. Hours worked will be recorded in weekly timesheets, with every eight cumulative hours considered one working day. Payment will be made monthly based on the approved daily rate, completed tasks, and approved timesheets. No minimum number of hours, days, or assignments is guaranteed.</li>

<p><strong>5. Reporting Line</strong></p>
<p>The Communication consultant will work under the supervision of the Regional Development Representative (RDR) and in close coordination with:</p>

<li>Country teams (primarily communication officers or field focal points, where no communication officer is in place)</li>
<li>HQ communication teams for coordination, guidance, support and validation.</li>
<li>Relevant programme staff, particularly for donor reporting and proposal development</li>

<p><strong>6. Required Profile</strong></p>
<ul>
<li>Experience developing and implementing annual communication strategies, plans, tools and campaigns.</li>
</ul>
<ul>
<li>Bachelor’s degree in communications, journalism, media, public relations or a related field.</li>
<li>Proven professional experience in communications, journalism, media production or content development, preferably with humanitarian or development contexts.</li>
<li>Demonstrated experience in photography, filming, video editing and the production of high-quality communication materials.</li>
<li>Experience managing social media accounts and pages, including content planning, publishing, audience engagement and performance analysis.</li>
<li>Experience coordinating content collection from field locations in collaboration with internal programme teams, country offices and external contractors.</li>
<li>Experience planning and supporting communication-related events and visibility activities.</li>
<li>Experience collecting and analyzing quantitative and qualitative data for communication, reporting and donor engagement purposes.</li>
<li>Experience working across networks and coordinating with multiple partner organizations and stakeholders.</li>
<li>Strong writing, editing and storytelling skills in English and Arabic; French is an asset.</li>

Result of Service<br>Phase 1, 2026: Technical Review, Revision, ToT Design, and M&E Framework, Three Months During Phase 1, the Consultant shall lead the technical update of the STG-TI and prepare the training and monitoring tools needed for implementation. • Conduct a structured clinical review of the current STG-TI and identify gaps, inconsistencies, outdated pathways, and areas of potential clinical risk. • Benchmark outpatient clinical care, preventive care, promotive care, emergency care, child health, STI management, and life-course health services against current WHO guidance and international family medicine standards. • Draft and revise updated clinical content for priority conditions, including the ten most common diseases managed at UNRWA health centres, child health protocols, STI diagnosis and treatment, rational prescribing, and antibiotic stewardship. • Integrate patient-centred, family-centred, preventive, and life-course approaches across relevant clinical protocols. • Coordinate technical consultations with UNRWA focal points and incorporate feedback into a coherent final draft. • Design the ToT curriculum, facilitator guide, participant materials, presentations, case studies, competency checklists, pre- and post-test tools, and training evaluation forms. • Develop a practical implementation monitoring framework and mechanisms to track field-level implementation progress. Phase 2, 2027: ToT Delivery, Cascade Support, and Implementation Monitoring, One Month During Phase 2, the Consultant shall deliver the ToT and support field-level roll-out of the updated STG-TI. • Conduct standardized ToT sessions for selected Senior Medical Officers, Field Family Medicine Specialists, and training focal points across the five fields of operation. • Deliver four ToT sessions per field, through in-person or virtual modality as agreed in the final work plan and subject to operational access. • Assess trainer readiness through participation, competency checklists, knowledge assessment, and trainer feedback. • Support cascade training in each field and provide online support to each trainer during at least one cascade training session • Monitor implementation of the updated guidance, document field-level barriers, and provide practical recommendations to improve clinical uptake and training quality.<br> Work Location<br>HQA<br> Expected duration<br>4 months<br> Duties and Responsibilities<br>The overall objective is to review, update, and operationalize the UNRWA STG-TI through an evidence-based technical revision, a structured ToT package, field-level training support, and practical monitoring arrangements. 1. Evidence-based clinical review. Review the existing STG-TI with priority focus on general outpatient clinical management, the ten most common diseases managed at UNRWA health centres, child health protocols, and diagnosis and treatment of sexually transmitted infections. 2. Clinical alignment and thematic strengthening. Align the updated guidance with current WHO standards and international family medicine practice within UNRWA’s primary health care delivery context, with emphasis on holistic care, family-centered care, symptom-based clinical reasoning, and rational prescribing. 3. Finalization of updated guidance. Revise and finalize the STG-TI in close coordination with UNRWA technical staff, ensuring technical accuracy, internal consistency, clarity, and operational feasibility across all fields. 4. Training of Trainers package. Develop a modular ToT curriculum and training materials directly mapped to the updated STG-TI, including training objectives, competencies, session plans, case studies, presentations, assessment tools, and trainer guidance. 5. ToT delivery and cascade support. <p>The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. </p>
<p><strong>Role’s Purpose:</strong></p>
<p>The Procurement & Construction Officer is a key member of the Project Team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes and adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods, services, construction and rehabilitation activities in compliance with DAI policies and procedures, and US requirements. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues. The position requires knowledge of the Federal Acquisition Regulations (FAR). The Procurement & Construction Officer will be responsible for gathering complete procurement related backup documentation and auditing prior to submission to the Project´s Finance Team. <p><strong>Responsibilities: </strong></p>

<li>Support WEC’s coordination and collaboration with the NCPMU including associated readiness activities and broader water sector agencies by developing and refining scopes of work; supporting and/or supervising the planning, delivery, and oversight of technical activities; activity-level budget and financial management and oversight; and providing quality assurance and control over technical deliverables. Scopes of work will cover various aspects related to NCP and NCP Readiness, including planning for water and wastewater infrastructure, water and wastewater allocation planning, wastewater reuse master planning, market assessments, and strategic planning, among other services.</li>
<li>Support proactive engagement with WEC leadership, USG, and NCPMU on developing potential technical assistance ideas that will advance planning, operationalization, sustainable management of the NCP, and sustainable management and reuse of anticipated additional supply of treated wastewater.</li>
<li>Provide technical leadership on all aspects of engineering-related tasks under NCP and NCP Readiness Interventions for water and wastewater, including supporting data collection and review for developing preliminary designs of water, wastewater, and reuse systems; validating data, planning assumptions and scenarios for strategic and detailed wastewater and reuse master plans; technical review of water, wastewater, and reuse models, hydraulic assessments , and other technical outputs generated under WEC’s technical activities; and providing other services as needed. </li>
<li>Support WEC’s leadership on advising the NCPMU Readiness Function team including the NCP Readiness Director, Monitoring and Delivery Team Lead and the Donor and Finance Coordination Team Lead on planning, coordination, and implementation of key tasks under the NCP Readiness Function Monitoring and Management Framework and in their work plan. </li>
<li>Support the design, management and implementation of grant activities with public and private sector stakeholders as they relate to the NCP and NCP Readiness in water and wastewater sectors.</li>
<li>Facilitate stakeholder consultations, working groups and technical advisory committees under NCP and NCP Readiness Activities. </li>
<li>Contribute to the preparation, review, revision, and finalization of project deliverables, communications and learning documents as required by project leadership.</li>

<li>Bachelor’s degree in civil engineering or related engineering discipline and a minimum of 3 years of relevant experience in water and wastewater infrastructure and management</li>
<li>Strong understanding of and demonstrated experience with water and wastewater infrastructure, water supply allocation planning, wastewater management and treatment, wastewater reuse systems, etc.</li>
<li>Demonstrated experience working with the Ministry of Water and Irrigation, Water Authority of Jordan, Jordan Valley Authority, and other water sector agencies on strategic planning, technical assessments, water and wastewater system development, tendering, supervision, and other similar interventions.</li>
