<p>Under the supervision of the Human Resources and Operations Manager, the incumbent is responsible for the management of the daily operations and procurement activities at the Office from the request to the delivery of supplies, works and services. S/he should align directly with the Amideast’s Procurement Policy. S/he plays a key role in procuring high-quality and cost-efficient supplies. Also, s/he ensures that the Office obtains quality products for competitive prices in a timely fashion and plays an integral role in ensuring the Office sticks to budgets and operates efficiently. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Anera Summer Educational Program supports children from Gaza who have been evacuated to Jordan to receive medical treatment and are currently residing in temporary accommodation. These children have experienced prolonged disruption to their formal education, with schooling interrupted for over two years as a result of the war.</p><p>To respond to this learning loss, Anera is delivering a phased educational support program informed by a focus group assessment conducted with the children across three age groups. The assessment identified significant needs in foundational literacy, alongside numeracy, English and science enrichment. English and Mathematics are being provided through a third party; Anera, will provide Arabic literacy support followed by science enrichment in subsequent phases.</p><p>This Terms of Reference covers the Arabic literacy phase only — a three-month (12-week) program of foundational literacy support delivered to the three age groups in parallel.</p><p><br></p><p><b>Objective of the Consultancy</b></p><p>The objective of this consultancy is to design and deliver a structured, learner-centered Arabic literacy program that helps Gaza children recover and strengthen foundational literacy skills — reading fluency, comprehension, vocabulary and written expression — in a supportive, engaging and trauma-sensitive environment that rebuilds learning confidence and routine.</p><p><br></p><p><b>Scope of Work</b></p><p><b>The consultant will be responsible for the full design and delivery of the Arabic literacy classes, including:</b></p><p>• Developing a progressive 12-week Arabic literacy curriculum and detailed session plans appropriate to each age group, drawing on the Thaki platform's literacy resources, where Thaki platform is an offline digital educational database, ready for immediate use in educational programs.</p><p>• Designing simple, activity-based baseline and endline assessment tools to measure learner progress without creating test anxiety.</p><p>• Delivering all scheduled sessions to the three groups using interactive, game-based, group-work and visual/video-based methods, in line with the learning preferences identified in the focus group findings.</p><p>• Differentiating instruction within each group to accommodate mixed ability levels resulting from interrupted schooling.</p><p>• For older groups, linking content to the Palestinian curriculum where feasible to support future educational progression.</p><p>• Maintaining attendance and learner progress records, and accommodating absences due to medical treatment through flexible recap and make-up support.</p><p>• Creating a safe, encouraging and trauma-sensitive classroom environment, and referring any child welfare or protection concerns to the designated Anera focal point.</p><p>• Organizing a closing learner showcase and certificate event with families.</p><p><br></p><p><b>Target Groups & Class Schedule</b></p><p>Classes will be delivered on <b>Mondays and Wednesdays</b> only, in consecutive one-hour sessions, to avoid clashing with the third-party English and Mathematics classes held on other days. <p><h4>Job description</h4>
<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Member will perform and inspect organizational and intermediate level maintenance and modifications on RPA systems and support equipment, as required. Lastly, this position requires an individual that can apply comprehensive technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns and drills.</p>
<p>Inspect and repair power plant malfunctions, including cracked components, oil leaks, etc.; diagnose malfunctions, isolate causes and correct breaks; test engine operations, use test equipment to locate source of malfunction(s). Replace/repair damaged components and remove engine/major components from aircraft, using hoist or other lifting devices; disassemble and inspect parts for wear, warping, or other defects; repair/replace defective engine components and reassemble and install engines in aircraft; adjust, repair, or replace instruments, ADP flight controls, electrical/electronics, fuel/oil systems and associated aircraft accessories.</p>
<p>Perform aircraft services to include engine flushing/cleaning, parts lubrication, and required maintenance checks. May specialize in repair and modification of engines, structural components, precision repair, functional spare parts, and assemblies. Recommend revisions to maintenance procedures to improve efficiency and ensure quality workmanship.</p>
<p>USAF equivalent position is Aircraft Mechanic Journeyman.</p>
<h4>Essential responsibilities:</h4>
<ul>
<li>Performs all daily launch/recovery duties in support of operational requirements.</li>
<li>Applies logic and good judgment, understands basic technical order diagrams and procedures, and uses test equipment for analysis of airframes, engines, flight controls, pneudraulic, fuel, electrical / electronic systems, and problems.</li>
<li>Supports aircraft utilization and maintenance activity schedules. Maintains accurate parts inventory during all maintenance activities. Performs maintenance and repair tasks and ensures their successful completion.</li>
<li>Services, repairs, and overhauls aircraft equipment, engines, and sub-systems to ensure serviceability. Repairs, replaces, and rebuilds aircraft structures, landing gear, power plants, fuel systems (including tanks and fuel/metering control systems), and functional components using hand tools, power tools, welding equipment, rivet gun, drills, and other tools.</li>

<li>May service engines and airframe components at flight line operations making repairs, short of overhaul, required to ensure aircraft safe operating conditions. May specialize in repair and modification of engines, structural components, precision repair, functional spare parts, and assemblies.</li>
<li>Must be able to work without supervision.</li>
<li>Provides technical and directional leadership guidance to lower-level Aircraft Mechanics.</li>
<li>Provides training to lower-level Aircraft Mechanics.</li>

<h4>Minimum requirements:</h4>
<ul>
<li>Must have high school diploma or have completed relevant military and/or vocational technical school curriculum.</li>
<li>Minimum of three years of actual aircraft mechanic maintenance experience required.</li>
<li>Minimum of one year experience on MQ-9 aircraft, as an aircraft mechanic.</li>
<li>Must have comprehensive knowledge of basic and complex mechanical maintenance and repair.</li>
<li>Must possess comprehensive knowledge of technical publications related to aircraft mechanical maintenance.</li>
<li>Must know theory and principles of operation of engines, accessories and components, theory of flight and electronic flight controls, and have a comprehensive understanding of applicable systems.</li>
<li>Must be able to inspect and operate ground support and auxiliary equipment.</li>
<li>Must achieve a passing grade in all required courses/certifications for continued employment, as needed.</li>
<li>Employee must meet all OCONUS deployment criteria, to include pre-deployment medical screening, as a condition of employment.</li>
<li>Must be able to deploy to forward locations (other countries) as directed by the government.</li>
<li>Must be able to lift, carry and/or wear military issued equipment in excess of 50 pounds for extended periods.</li>
<li>Must be able to speak, read, write, and understand English.</li>
<li>Must submit updated SF-86 within 30 days of hire start date.</li>
<li>Must have had an active secret US government clearance within the last 12 months. Note: US citizenship is required to obtain a secret clearance.</li>
