Questscope for Social Development

POSITION TITLE: Protection Officer

REPORTS TO: Programs Development Manager

DEPARTMENT / COUNTRY PROGRAM DESCRIPTION

Questscope has a long history of impactful work in Jordan and the wider region. In partnership with the Ministry of Social Development and the World Bank, Questscope developed one of the largest civic engagement programs in Jordan, training more than 4,000 university student volunteers to mentor 6,000 young people in conflict with the law and at risk of delinquency and incarceration.

In collaboration with the Ministry of Education, Questscope introduced an accredited non-formal education program—unique in the Arab world—that has enabled thousands of out-of-school young men and women to continue their studies.

In the Za’atari Refugee Camp, Questscope adapted its mentoring approach to address the needs of young people displaced by war and violence. A Youth Center was established, reaching more than 15,000 young people in the camp, fully led and directed by a core team of 40 dedicated Syrian volunteers.

Over the years, Questscope has implemented successful mentoring, education, and emergency aid initiatives for thousands of disadvantaged youth, in partnership with USAID, UNICEF, UNFPA, the European Union, the World Bank, and others. Its programs extend across Jordan, Syria, Lebanon, Northern Iraq, Yemen, Germany, and Sudan.

PRIMARY PURPOSE OF THE POSITION

Questscope is recruiting a Protection Officer to lead the technical implementation and day-to-day oversight of protection, child protection, and gender-based violence (GBV) risk mitigation activities across its field locations in Jordan.

The Protection Officer will ensure that protection principles are fully mainstreamed across all project activities, manage individual protection cases and referrals, deliver capacity-building sessions on safeguarding, and maintain strong coordination with protection working groups and local service providers.

PRIMARY DUTIES AND RESPONSIBILITIES

Identify, document, and manage vulnerable cases (including children at risk, survivors of violence, and displaced individuals) following standard case management steps and confidentiality protocols.

Conduct regular follow-ups, case reviews, and case closures, and escalate high-risk cases immediately to the direct manager.

Map, establish, and maintain active referral networks with specialized protection agencies, legal aid organizations, medical facilities, and government social units, tracking the status and outcomes of every referral until closure.

Evaluate eligibility for protection-specific emergency assistance or individual support packages in line with donor criteria.

2. Protection Mainstreaming & Safeguarding

Conduct regular protection risk assessments across program centers and field activities to ensure safety, dignity, 'Do No Harm' approaches, and equal access for all beneficiaries.

Serve as a field focal point for Child Safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA), ensuring field staff, volunteers, and partners strictly adhere to codes of conduct.

Receive, document, and report safeguarding and PSEA concerns through Questscope's internal reporting mechanisms within the required timeframes, while protecting survivor confidentiality.

Support the integration of gender mainstreaming, disability inclusion, and age-appropriate practices into project activities.

3. Capacity Building & Community Awareness

Organize and facilitate community-based awareness sessions for parents, youth, and community members on protection risks, child rights, and available referral channels.

Conduct training workshops for field staff, educators, and volunteers on Psychological First Aid (PFA), identification/referral protocols, and safe disclosure management.

Support the set-up and monitoring of safe, accessible feedback and complaints channels for beneficiaries across centers, ensuring concerns are addressed and closed on time.

4. Coordination, Reporting & Monitoring

Represent Questscope in local Protection, Child Protection, and GBV sub-working groups and inter-agency coordination meetings.

Maintain secure, confidential, and updated protection databases, generating accurate monthly progress and indicator reports for management and donors.

Apply data protection and information-sharing protocols (consent, coded case files, need-to-know access) at all times.

EDUCATION, SKILLS & COMPETENCIES

Education: Bachelor's degree in Social Work, Sociology, Psychology, Human Rights, International Law, or a related field.

The GIZ Jordan Project “Cash for Green Services” is seeking to hire a “Social Protection Advisor - Focus: Cash for Work Operations & Records” based in Jordan- for full-time base employment.

Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.

The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.

The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.

The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.

By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.

The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.
