In this region, we cover the full manadte of HI emergency, Armed reduction violence and development with strong focus on continuum and resilience. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention. OBJECTIVE OF THE POSITION: Under the line management of the Technical Head of Program (THoP), the Regional Rehabilitation Specialist contributes to the implementation of HI s mandate and operational strategy within the Mashriq programme, in line with HI global policies. The position provides strategic and operational technical support in Rehabilitation across the Mashriq countries, ensuring quality, relevance, and impact of rehabilitation interventions. The role requires flexibility and frequent travel across the region according to operational needs. Reports to: Technical Head of Program Programme Mashriq Interacts with: Mashriq Program teams Country teams (Jordan, Lebanon, Palestine, Egypt, Syria) HQ Technical Specialists and Global Rehabilitation team External partners, networks, and institutions when required Mission 1: Expertise 1.1 Contributes to the regional strategies and countries mission strategies when relevant in line with the global strategies • Provides sectorial technical inputs to the STRATOPs for the program, with regard to rehabilitation, in line with the global STRATECH and ensure relevant follow up, • Participate to any relevant strategical exercises organized at mission level, • Participate in continuous needs assessments for development of new projects and / or adaptation of existing projects. 1.2 Ensure technical support to projects in line with the global technical frameworks and standards on Rehabilitation • Provide adequate technical guidance and support to Project Managers (adapt standards to PM s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches • Provide ongoing technical support and training for the technical and projects field staff, through direct provision of both formal and on the job training; • Take part in Rehabilitation needs assessments for the development of new projects or adaptation of existing ones. • Support the PM to set individual objectives for the TOs, evaluate individual performance when required, contribute to development & career evolution, monitor competences; • Create capacity building plan for TO, and or officer and or partners and follow up on its implementation. 1.3 Support the design and contextualization of technical tools, training, materials and other relevant documents, and disseminate them among the mission/humanitarian regional community (as needed) upon prior validation by the relevant HQ Technical Specialists • Ensure the implementation of the comprehensive approach and coordination with the other staff. • Ensure good communication and coordination with team members and other internal stakeholders through regular meetings; • Ensure adequate support to multi-sector responses within projects, in line with the other Specialists • Ensure a local sectorial watch and best practice capture • Participate to the design of positions, recruitment and induction of Rehabilitation team members in collaboration with the Operations Manager and Human Resources Manager. 1.4 Ensure technical learning from projects • Initiate and/or implement to projects technical learning within her sectorial scope • Contribute to projects capitalization and ensure technical learning from Rehabilitation activities • Contribute to the evaluation of projects with a Rehabilitation component, identify lessons learnt, and best practices; 1.5 Ensure the control & monitoring of the technical quality and the relevance of HI s activities in the Programmers under Rehabilitation activities • Ensure regular technical quality control of projects and programs and issue warnings and recommendations • Perform frequent field visits for technical supervision, on-the-job training, and quality assurance; • Support quantitative and qualitative data collection from Rehabilitation teams, in particular focused on ensuring that data is disaggregated by gender, age and disability; • When required contribute to writing internal and external reports; MC integrates cross-cutting themes of youth, gender equality and empowerment, governance, natural resource management, and technology.   About the Project: Jordan, one of the most water-scarce countries in the world, is facing escalating climate-related disasters that threaten its communities, economy, and environment. Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations (Wadi Musa, Azraq, Mlaih, Dieban, and Shobak), implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.     Background & Rationale: As part of the Tabeaa project, Mercy Corps Jordan is running a Climate-Smart Open Innovation Bootcamp that supports Jordanian entrepreneurs and start-ups developing practical solutions to flash floods, heatwaves, and other climate hazards facing local communities. The bootcamp guides selected teams through mentorship, technical support, and prototype development and will conclude with a national pitch event at the end of September 2026, where the finalists present their solutions and two winners are selected.   The national pitch event is a key moment for the project and its partners. It showcases home-grown climate innovation, connects entrepreneurs with investors and stakeholders, and demonstrates the value of the Tabeaa approach to donors, government, and the wider public. Capturing this journey and the national pitch event through high-quality visual content is essential to extend its reach and preserve its impact.   To do this well, the project needs a Creative Videography, Photography, and Storytelling National (Jordanian) Individual Consultant to document the full story: the entrepreneurs and the prototypes they are building, the bootcamp journey that leads them to the pitch, and the key moments and atmosphere of the national event. This content will be used across social media, donor and partner communications, and future project outreach.   The project is therefore seeking an experienced individual consultant to capture and produce a complete package of photos and videos before, during, and after the national pitch event.   Consultant Objectives: The consultant will support the Tabeaa project team in documenting the Climate-Smart Open Innovation Bootcamp through clear, creative and high-quality photos and videos. <section>Job DescriptionRoles & Responsibilities<div class="paragraph">The consultant will support MENARO s engagement with an assigned portfolio of key public donors, contribute to the development of donor positioning materials and funding pipelines, support the strategic leveraging of the PROSPECTS partnership, and strengthen donor reporting coordination and quality assurance across the region. The consultant will work under the supervision of the Public Partnerships Manager in the MENARO PRM Section and in close coordination with the Programme Specialist working on Migration and Displacement in the Child Protection Centre of Excellence (COE). The consultant will provide technical and coordination support to strengthen MENARO s public partnerships work, with a focus on migration, displacement, durable solutions, and humanitarian response and preparedness, including PROSPECTS. The consultancy will focus on developing specific analytical products, donor-facing materials, coordination tools, and quality assurance support to inform engagement with public sector partners. Across the assignment, the consultant will help MENARO and Country Offices identify funding opportunities, strengthen donor positioning, and use evidence from PROSPECTS and related initiatives to support UNICEF s regional engagement on children and youth on the move.The consultancy will cover three main areas of work:<ul><li>A. Public Partnerships Intelligence, Funding Opportunity Analysis and Donor Positioning Products</li><li>B. Strategic Leveraging of PROSPECTS and Flagship Partnerships</li><li>C. Donor Reporting Coordination and Quality Assurance</li></ul></div></section><section>Desired Candidate Profile<h2>To qualify as an advocate for every child you will have:</h2><h3>Minimum requirements:</h3><ul><li>Education: Advanced (Master's) university degree in International Relations, Political Science, International Development, Public Policy, Development Studies, Economics, Social Sciences, or another relevant field.</li><li>Work Experience: A minimum of five years of progressively responsible professional experience in public partnerships, donor relations, resource mobilization, external relations, programme partnerships, donor intelligence, or related areas is required.</li><li>Skills:<ul><li>Strong understanding of public partnerships, donor engagement, and resource mobilization in development and humanitarian contexts.</li><li>Good knowledge of European institutions, European bilateral donors, Nordic donors, and other like-minded public sector partners.</li><li>Strong analytical and writing skills, with the ability to translate donor intelligence and funding opportunities into clear, actionable products.</li><li>Experience developing high-quality donor-facing materials, including briefs, key messages, concept note outlines, presentations, and positioning notes.</li><li>Good understanding of donor reporting, results framing, compliance, and donor stewardship.</li><li>Strong coordination and organizational skills, with the ability to manage multiple deliverables and deadlines independently.</li></ul></li><li>Language Requirements: Fluency in English is required. Knowledge of French and/or Arabic is considered an asset</li></ul><h3>Desirables:</h3><ul><li>Prior experience with UNICEF, another UN agency, or an international development/humanitarian organization is highly desirable.</li><li>Experience working on partnerships with the European Commission, EU institutions, Germany, the Netherlands, Nordic donors, or other like-minded public sector partners is highly desirable.</li><li>Experience supporting regional offices and/or multi-country portfolios is an asset.</li><li>Experience in the Middle East and North Africa region is an asset.</li><li>Experience working on children and youth, migration and displacement, durable solutions, education, social protection, or humanitarian-development nexus programming is an asset.</li><li>Experience supporting donor visibility, partnership events, showcase moments, or strategic communications products is an asset.</li></ul></section>
