In addition to your program quality and management capacities, your partnership and representation skills will help to ensure strong CRS coordination in Jordan. Islamic Relief Worldwide is an internationally recognized charity (Charity No.: 328158), looking back on nearly 30 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. <p >Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>

<p >IRJ programme department works toward introducing relevant interventions to Jordanians as well as Syrians and Palestinians refugees that would impact their lives and improve their life conditions. IRJ programme act upon IRW mandate and in line with IR-Middle East and Eastern Europe strategy that aims to ensure Safe, dignified and peaceful living conditions for refugees, IDPs and vulnerable groups as well as communities at risk of disasters in the Middle East. IRJ office has expanded with the Syrian crisis in 2011, reaching more than 200,000 refugees by 2013 with an annual income of 35,000,000 GBP. </p>

<p >The department has successfully introduced interventions in a multi-sectors response, being the lead agency responsible for humanitarian assistance in the north of Jordan, reaching more than 240,000 beneficiaries in 2021 and continue providing access to food, health care, cash for shelter and non-food items such as hygiene kits and winterization items in 2021. The programme department is now strategizing the Syrian crisis response in Jordan and working toward a holistic integrated approach with the host community and planning to move toward sustainable development through introducing innovative approaches in education promotion, community development and economic empowerment.</p>

<p><strong>KEY RESPONSIBILITIES</strong></p>

<p>The candidate is expected to supervise the construction and rehabilitation works around the country in which he/she will conduct site visits to prepare the necessary documents (BOQs, daily/monthly reports, assessments and organizational reports) as well as conduct site supervision, design reviews, tender preparation & review to ensure the highest engineering standards keeping in mind the internal polices of the organization. The candidate will also need to follow up with related stakeholders, local CBOs & NGOs to coordinate the work and obtain any necessary approvals and finally achieve any given task.</p>

<p>Under the supervision of the Senior Infrastructure Officer, Project Officer/Engineer duties include: -</p>
<ul>
<li>overseeing the delivery of construction and rehabilitation projects in selected areas in Jordan, this includes ensuring the quality of component design and implementation and monitoring projects activities so as to understand how they might be improved.</li>
<li>Assume primary responsibility for daily project management and implementation at the field level.</li>
<li>Report on the project achievements for the line manager during the project implementation period.</li>
<li>Coordinate with media department to fulfill the media materials/visibility required for the project based on the donor’s guidelines.</li>
<li>Prepare with contractor and respective authority/owner for the handing over of each site when the project is near to finish.</li>
<li>Prepare, check the quality and accuracy of all documents submitted by the contractor/consultation office (Drawings, B.O.Qs, beneficiary lists, reports, analysis, forms etc.).</li>
<li>Contribute to the design and implementation of baseline, end-line and needs assessments.</li>
<li>Ensure the project is implemented based on the approved implementation plan by the donor.</li>
<li>Maintain follow up on the risks that may arise and ensure placing mitigation procedures to avoid any concern may affect the project on field level.</li>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Manages a Field based Finance team to ensure, inter alia, that the Finance function provides accurate, relevant and timely financial information and advice to a multiplicity of internal and external stakeholders; Trains and instructs the staff on financial matters in the Field. Is responsible for the interpretation of the financial information and for providing advice on a broad range of management issues to the Field Director, Programme Chiefs and other managers within the Field; advises on the management of the financial envelope and, in close coordination with Human Resources, advises on staffing costs for the Field including reallocation of financial resources based on Field/Agency priorities, forecasts costs and expenditures. Israeli military operations - particularly in northern West Bank refugee camps such as Jenin and Tulkarm - have caused widespread destruction and displaced an estimated 40,000 Palestinians since early 2025. At the same time, escalating settler violence, demolitions, and access restrictions have increased protection risks and contributed to the displacement of Palestinian communities, particularly in Area C. Is responsible for the interpretation of the financial information and for providing advice on a broad range of management issues to the Field Director, Programme Chiefs and other managers within the Field; advises on the management of the financial envelope and, in close coordination with Human Resources, advises on staffing costs for the Field including reallocation of financial resources based on Field/Agency priorities, forecasts costs and expenditures. In full compliance with IPSAS, coordinates the preparation of the Field medium term forecasts and operating budget; reviews budget submissions, monitors expenditures against budget allotments and reports on variances; ensures that Field budget activities are carried out in an accurate, defendable and timely manner. Ensures due diligence in all aspects of the disbursements, receipts and management of the Field's financial resources including responsibility of internal control procedures, cash flow management and treasury functions in the Field; Ensures that local bank account administration and associated cash management functions are performed in adherence to Financial Regulations. Supervises the preparation of the monthly financial report to internal management, the Quarterly Budget Review for all Programmes and Departments to enable management to conduct resource allocation, the fully accrued monthly accounts, the financial records and statements and reports including monthly figures covering also the staff cost in coordination with the Departments; ensures that yearly and biennium Field accounts closing activities are carried out in a precise and timely manner; coordinates Field replies to internal and external audit queries.
