<p>The GIZ Jordan Project <strong><em>"</em></strong><strong><em>Strong Water Utilities</em></strong><strong>” </strong>is seeking to hire an <strong>“Energy Advisor” </strong>for full-time based employment.</p>
<p>The <strong>Strong Water Utility (SWU) project</strong> is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its primary objective is to support the actors in the Jordanian water sector to improve their performance and tackle challenges related to institutional development and process improvements aimed at reducing water losses and energy consumption as well as in wastewater management, desalination of brackish water and providing better rural drinking water supplies. </p>
<p>This project is strategically designed to elevate the performance of water supply, wastewater management, and energy efficiency within the Jordanian water sector.</p>
<p>The project targets professionals and managers within the Ministry of Water and Irrigation (MWI), the Water Authority (WAJ), and the three water utilities (WUs); Aqaba Water Company, AWC; Miyahuna Water Company, MWC; Yarmouk Water Company, YWC. It particularly aims to benefit the Jordanian population, especially in the governorates of Balqa, Mafraq, and Karak.</p>
<p><strong>Qualifications and Specialist Knowledge</strong></p>
<ul>
<li>BSc in Electrical, Mechanical, Mechatronics, Energy Engineering or any area related to energy management.</li>
<li>5 years of Experience in Energy Efficiency </li>
<li>5 years of proven knowledge and experience in implementing core elements of Energy Management System (EnMS) as per ISO 50001. </li>
<li>Proven experience in energy audits, Measurement and Verification as per IPMVP, data management and energy engineering analysis.</li>
<li>Proven knowledge in Energy Efficiency aspects in water pumping facilities and water systems. </li>
<li>Excellent knowledge in writing reports and using excel sheets (English and Arabic). </li>
<li>Very good communication skills. </li>
<li>Fluent written and oral knowledge of Arabic and English.</li>

<p><strong>Main Responsibilities</strong></p>
<ul>
<li>Support the implementation of ISO-50001 based Energy Management System (EMS) in the Jordanian Water Sector, including Capacity Development of target groups </li>
<li>Support the water utilities and Water Authority of Jordan (WAJ) to plan energy audits campaigns aimed at identifying energy saving opportunities, and to integrate these into action and investment plans </li>
<li>Support enhancement of the operational staff capacities of the water utilities to improve their operation and maintenance practices. </li>
<li>Support the water utilities in establishing energy baselines, in the identification of energy Performance Indicators, and Monitoring & Evaluation of energy performance in their respective water facilities. </li>
<li>Supervise consultants and communicate results of energy load measurements and load management plans with water utilities and WAJ</li>
<li>Assist in planning and monitoring the project. </li>
<li>Coordination with teams of other Outputs (GIZ staff and consulting team) </li>
<li>Perform additional tasks as requested by the project manager. </li>

Review and assess all the assets (capital investment) secured under MER project in the MER countries and inform about the functionality and operational status of these equipment/supplies. Provide an understanding of how assets have been managed to date, identify strengths and gaps, and assess any existing risks in this area and how they could be mitigated. Ensure that the initial and subsequent periodic assessments guide an understanding of the gaps for initiating subsequent actions to ensure operational functionality of this equipment for the benefit of the program/s and end users. Identify and display the impact of these capital investments and explain the success that this equipment has generated. Follow and ensure that all the equipment under the project is functional and stock outs are avoided and addressed promptly, through a formal and informal proactive way of engaging suppliers and countries. Follow and monitor the downstream of project-related supply management of commodities, review the quantities received, utilized and stocked; and link them with the results achieved on the targets. Use this information feeding into the procurement requirement of medicines and supplies for each country and prevent any stockout and/or expiries. Review the current practice/s of stock management and warehousing for project-related commodities and identify gaps, if any, and suggest remedial actions as well as support the countries to improve implementing those actions. Review and assess the investment in District Health Information System (DHIS) in terms of equipment, software and capacity development and whether the intended objectives are achieved.
