<p><strong>Project Background:</strong></p>
<p>The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project works to improve survivor-centered institutional capacity and strengthen the legislative and policy frameworks that protect survivors and support effective responses to violence. Himaya applies a survivor-centered systems-strengthening approach to improve response services, and the implementation of survivor-centered legislation and policies.</p>
<p>As part of this effort, the Comprehensive Service Center (CSC) in East Amman is being established by the Family Protection and Juvenile Department (FPJD) as Jordan’s first fully co-located One-Stop Shop (OSS) for domestic and sexual violence response services. It will bring together relevant government and civil society service providers under one roof to support coordinated, confidential, trauma-informed, and survivor-centered access to protection, legal, health, psychosocial, social assistance, and referral services.</p>
<p>To support safe, accessible, and confidential navigation throughout the CSC, Himaya seeks a consultant to develop an internal and external wayfinding and signage system that promotes accessibility, privacy, reduces confusion and unnecessary waiting, and supports an empowering survivor-centered environment.</p>
<p>The CSC comprises of Three floors, with an approximate gross floor area of 3,754.14 m². The facility is designed to accommodate multiple government and partner service providers withing a single integrated survivor-centered environment. The functional distribution of the building is as follows:</p>

<p>The proposed wayfinding and signage system shall consider the multi-level layout, functional zoning, user journey, and the different privacy and accessibility requirements associated with each service area.</p>
<p><strong>Role’s Purpose:</strong></p>
<p>The consultant will design a comprehensive internal and external wayfinding and signage system for the CSC. The system should enable survivors and visitors to navigate the center safely, clearly, and with dignity, while supporting accessibility, confidentiality, trauma-informed service delivery, operational flow, and coordination across co-located service providers.</p>
<p><strong>Key Duties and Responsibilities:</strong></p>
<p>The consultant is expected to carry out the following: </p>
<ul>
<li><strong>Coordination and document review phase:</strong></li>
</ul>
<ol>
<li value="NaN">Hold an inception meeting with Himaya and FPJD to confirm the scope of work, methodology, workplan, deliverables, approval process, site access arrangements, and key stakeholders.</li>
<li value="NaN">Review relevant CSC documentation, including floor plans, room functions, service flows, security and confidentiality considerations, accessibility requirements, branding guidance, and other operational documents provided by Himaya.</li>
<li value="NaN">Conduct site visits to assess external and internal navigation needs, including the building approach, nearby access points, drop-off or arrival areas, building entrance, reception and intake areas, corridors, stairs, elevators, waiting areas, service rooms, child-friendly spaces, staff-only areas, emergency exits, and restricted or sensitive locations.</li>
<li value="NaN">Identify navigation barriers, privacy risks, accessibility gaps, safety considerations, unclear decision points, and priority locations where signs or other wayfinding cues are required.</li>

<li><strong>Design Phase:</strong></li>

<li value="NaN">Map key visitor journeys for different user groups, including survivors, children, persons with disabilities, accompanying persons, visitors, service providers, and staff.</li>
<li value="NaN">Develop a comprehensive wayfinding strategy covering external and internal signage, visitor flow, directional logic, naming conventions, bilingual Arabic-English content, visual cues, and accessibility considerations.</li>
<li value="NaN">Develop signage concepts and layouts, including sign hierarchy, sign types, location plans, content, and visual design standards.</li>
<li value="NaN">Ensure the system promotes accessibility, a user-friendly experience through clear communication, logical placement, and inclusive design principles.</li>
<li value="NaN">Prepare technical specifications for the signage system in, including sign locations, dimensions, materials, finishes, and mounting and installation requirements.</li>
<li value="NaN">Coordinate with Himaya, FPJD, relevant building or engineering counterparts, service providers, and suppliers as needed to ensure that the proposed wayfinding system is practical, survivor-centered, and aligned with CSC operational requirements.</li>

<li><strong>Wayfinding plan validation phase:</strong></li>

<li value="NaN">Prepare a draft signage location plan and technical design package for review by Himaya and FPJD, including marked-up floor plans or layouts, sign schedules, sign content, design concepts, technical specifications, and installation requirements.</li>
<li value="NaN">Prepare a sufficiently detailed Bill of Quantities (BoQ) and cost estimate for the proposed wayfinding system, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs, and installation requirements.</li>
<li value="NaN">Facilitate validation meetings with Himaya, FPJD, and relevant stakeholders to present findings, review the proposed system, document feedback, and agree on revisions and implementation priorities.</li>
<li value="NaN">Deliver a presentation summarizing the assessment findings, visitor journey analysis, the internal and external wayfinding system, design package, implementation priorities, and any risks or decisions requiring Himaya approval.</li>
<li value="NaN">Revise and finalize all design deliverables based on Himaya and stakeholder feedback; conduct all necessary design review meetings and continue revising the designs until final stakeholder approval is obtained. Submit editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>

<li value="NaN">Provide technical support during procurement and production, including responding to clarification questions, reviewing submissions, samples, mock-ups, and material selections.</li>
<li value="NaN">Conduct site visits during installation to monitor placement, visibility, quality, accessibility, safety, and consistency with the approved wayfinding package.</li>
<li value="NaN">Conduct a final handover review with Himaya and relevant stakeholders and submit a final handover note documenting photos of installed signage, and any remaining operational recommendations.</li>
</ol>
<p><strong>Deliverables:</strong></p>
<ol>
<li>Site Assessment and Visitor Journey Report, covering external and internal navigation needs, user journeys, accessibility considerations, confidentiality and safety risks, key decision points, priority signage locations, and recommended wayfinding improvements.</li>
<li>Draft Wayfinding Strategy and Signage Design Package, including the proposed internal and external wayfinding approach, signage hierarchy, naming conventions, bilingual Arabic-English content, icons or pictograms, sign types, marked-up floor plans or layouts, sign locations, dimensions, materials, finishes, mounting methods, technical specifications, and installation notes.</li>
<li>Detailed Bill of Quantities and Cost Estimate, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs including installation costs</li>
<li>Final Wayfinding Package and Presentation, incorporating Himaya and stakeholder feedback, including the final signage location plan, design package, BoQ, implementation priorities, risks, pending decisions, editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>
<li>A complete signage schedule identifying sign reference numbers, locations, dimensions, content, materials and quantities.</li>
<li>Installation Support and Final Handover Note, including technical comments during supplier/procurement review, observations from installation site visits, assessment of placement, visibility, quality, accessibility, safety, and consistency with the approved package, photos of installed signs, punch-list items, and remaining operational recommendations.</li>
</ol>
<p><strong>Qualifications</strong></p>
<p>The following qualifications are required for the wayfinding consultant:</p>
<ol>
<li value="NaN">Bachelor's degree in graphic design, visual communication, environmental design, architecture, urban design, or related field. A relevant advanced degree is desirable.</li>
<li value="NaN">Minimum of 10 years of relevant professional experience in wayfinding, signage systems, environmental graphic design, institutional facility navigation, or public-facing service facility navigation.</li>
<li value="NaN">Demonstrated experience designing internal and external wayfinding or signage systems for governmental, health, justice, protection, social service, education, or other high-traffic public-facing facilities.</li>
<li value="NaN">Demonstrated ability to translate service flows, confidentiality needs, security requirements, accessibility needs, and visitor experience considerations into practical wayfinding solutions.</li>
<li value="NaN">Strong understanding of accessibility and universal design principles, including readable signage, inclusive navigation, high-contrast visuals, and the needs of people with disabilities.</li>

<p>The consultant will report to the Deputy Chief of Party and the Law Enforcement and Protection Specialist.</p>

<p>The consultant is expected to complete all assignments and submit all required deliverables within a maximum of 2 months from the start of the consultancy.</p>

<p>Supports an aircraft ground equipment (AGE) shop in a medium to large-sized military aircraft flying organization. Ensures the timely and proper performance of scheduled and unscheduled maintenance on AGE equipment and light support vehicles. Inspects, tests, and operates AGE to determine equipment serviceability and proper operation. Diagnoses mechanical and electrical circuitry malfunctions. Interprets drawings, wiring diagrams, schematics, and technical data to facilitate repairs and/or modifications to ground support equipment.</p>
<p>Identifies appropriate replacement parts in TOs and technical documents and orders those parts. Removes, disassembles, repairs, cleans, treats for corrosion, assembles, and re-installs AGE accessories and components. Stencils and marks AGE as appropriate. <h4>Essential responsibilities</h4>
<p>Maintains external fuel and grounding systems; performs scheduled and unscheduled maintenance on GSE; inspects, tests, and operates GSE to determine equipment serviceability and proper operation; services equipment with fuel, oil, water, coolant, hydraulic fluid, refrigerant, and compressed air; diagnoses mechanical and electronic circuitry malfunctions using visual and auditory senses, test equipment, and technical publications.</p>
<p>Disassembles and assembles malfunctioning basic GSE accessories and components; removes, disassembles repairs, cleans, treats for corrosion, assembles, and reinstalls GSE components and accessories; stencils and marks GSE in accordance with technical publications; stores, handles, labels, uses, and disposes of hazardous materials and waste in accordance with all state, local, and federal environmental standards and regulations.</p>

Appraises appearance, discipline and efficiency of all staff under direct supervision and initiates immediate remedial action if necessary.<br>
Ensures that consumption of resident supplies is under control.<br>

<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>

<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>
<ul>
<li>Review Project Main Documents</li>
<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:
<ol>
<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>
</ol>
</li>
</ul>
<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>
<p>Conduct FGDs with Health Workers to identify their Training Gaps and Misconceptions</p>
<ul>
<li>Visit each of the 2-3 health centers provided by the Oxfam to conduct physical inspections.</li>
<li>For each health center, develop a detailed clear accessibility plan (Slandered Requirements, Detailed description, Environmental Risks, Mitigation measure, Building Codes, etc..) that include:</li>
</ul>

<li>A list of current barriers.</li>
<li>Recommended Materials with clear Specification (The specific type of material needed (e.g., aluminium ramps, tactile paving, grab bars, beds, Material utilize braille language, Customized leaflet and Brochures..etc)</li>
<li>Each recommended item must be explicitly referenced and linked to the specific clause/number of the national construction code/regulation (e.g., "Item: x - Regulation xxxx</li>
<li>The number of units/tools needed per center.</li>
<li>Items detailed specification with Picture of it, Approximate cost per tool and total cost for the enhancement needed for each center.</li>
<li>A summary table ranking the required modifications across all centers based on urgency, cost, and impact.</li>
</ol>

<p>The Information Manager oversees key systems such as the Conflict & Humanitarian Data Centre (CHDC) and the INSO Partner Portal, while transforming data into clear visual products—charts, maps, and dashboards—used in reports and analysis.</p>
