For our growing business, we are looking to hire a Project Manager / Water Supply Expert (m/f) within the Water and Agriculture Department. You will join our team of consultants working across project management, technical backstopping, tendering, and business development. You will help lead the delivery of our donor-funded water supply projects while managing international and national expert teams and liaising with our clients and funding agencies. We are looking for motivated and committed colleagues (m/f) to support the day-to-day management of our on-going projects and contribute to the acquisition of new ones. Employment contract over 12 months (extendable).</p><p>Responsibilities:</p><ul><li>Carrying out project management and backstopping activities, including:</li><li>Managing and supervising multidisciplinary teams of international and national experts;</li><li>Assigning tasks and monitoring expert inputs and performance;</li><li>Providing technical guidance and mentoring to junior staff and national counterparts;</li><li>Coordinating with home-office backstopping teams, subconsultants, and joint-venture or consortium partners;</li><li>Reporting on progress (project work and financial status), milestones, KPIs, and deviations from baseline plans;</li><li>Ensuring deliverables meet QA/AC standards, applicable design codes/standards, and client/donor requirements;</li><li>Maintaining document control, version management, and a structured review/sign-off process;</li><li>Serving as the primary point of contact for the client, employer, and funding agency;</li><li>Liaising with government ministries, water utilities, regulators, municipalities, and local authorities; and,</li><li>Managing expectations and negotiating solutions to technical and contractual issues with the client.</li></ul><p>Performing expert assignments, including:</p><ul><li>Preparing master plans, feasibility studies, conceptual/preliminary designs, and detailed designs for water resource development (abstraction and treatment), supply and transmission, and network distribution projects. Proven experience in integrating energy-efficiency optimisation, non-revenue water reduction, and improved operational performance into planning and design solutions is preferred;</li><li>Developing and supervising hydraulic models using established industry-standard software (e.g., EPANET, WaterGEMS/InfoWater);</li><li>Drafting technical specifications, bills of quantities (BoQ), cost estimates, and engineering drawings;</li><li>Preparing and ensuring the quality of all contractual reports: inception, draft and final reports, progress (monthly/quarterly), interim submissions (e.g., minutes of meeting, technical notes, etc.), presentations, and briefing materials for the client and donor; and,</li><li>Ensuring timely, accurate, and well-structured reporting in the required formats.</li></ul><p>Overseeing tendering procedures in line with donor requirements and guidelines (KfW, GIZ, World Bank, EU/EC, etc.), including:</p><ul><li>Drafting prequalification documents, tender/bidding documents, and technical specifications;</li><li>Preparing and reviewing evaluation reports (prequalification, technical, and financial evaluation);</li><li>Supporting contract negotiation and award and advising the client on procurement strategy and packaging of works; and,</li><li>Applying relevant contract forms (e.g. FIDIC Red/Yellow Book) and standard donor bidding documents.</li></ul><p>L eading and coordinating with the Business Development team on project acquisition activities, including:</p><ul><li>Contributing to expressions of interest (EoI) and pre-qualification submissions;</li><li>Preparing fully-fledged technical and financial bids/proposals for new opportunities;</li><li>Drafting methodology/approach write-ups;</li><li>Supporting identification of new projects, partners, and key experts; and</li><li>Contributing to the development of work plans, staffing schedules, and pricing.</li></ul><p><strong>Desired Candidate Profile</strong></p><p>Qualifications and Skills:</p><ul><li>Bachelor s degree in civil engineering, environmental engineering, or a related field. A relevant master s degree is preferred.</li><li>Project management certification (e.g. PMP, PRINCE2) is considered an asset.</li><li>Minimum of 10 years professional experience in managing water supply projects in an international development cooperation context, preferably in the MENA region and/or Sub-Saharan Africa.</li><li>Excellent English and Arabic language skills. Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. In response, ESCWA is implementing the project From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan. The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. Central to this effort is the enhancement of the Josour Initiative, which strengthens skills, employability, and job-matching opportunities for persons with disabilities and youth. Role Purpose The Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor provides technical expertise, capacity building, and operational guidance to enhance EORE and VA programming.<br>

Functions / Key Results Expected<br>

Under the overall supervision of the UNOPS PSC Global Technical Advisor or designated UNOPS field programme’s Supervisor, the Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor will conduct the following duties:<br>

1. Technical Advisory, Training, and Capacity Enhancement<br>
<br>
•Provide guidance to the UNOPS PSC and field programmes on matters related to EORE and VA.<br>
•Conduct desk review and consultations to collect data and updated information on EORE and VA in support of UNOPS PSC and field programmes.<br>
•Provide EORE and VA technical support and capacity enhancement opportunities to national mine action staff, implementing partners, contractors and government actors. This may include delivering specific training and quality assurance activities.<br>
•Lead the development of new age and gender sensitive EORE materials for direct and indirect sessions as required.<br>
•Provide guidance to support advocacy and promote EORE/VA initiatives in APMBC and CCM meetings (SPM, IM, NDM) and other relevant fora (GPC, EORE AG, etc.).<br>

2. Operational Coordination<br>

•Direct and implement the strategic direction of EORE and VA in compliance with the Country Programme Strategy of UNOPS PSC and field programmes.<br>
•Form partnerships and maintain existing relationships with other humanitarian actors and contribute to the EORE and VA mine action components.<br>
•Receive and redirect questions and requests to UNMAS that result from the sub-cluster and/or UN-related Humanitarian initiatives.<br>
•Liaise with and coordinate closely with the national and regional authorities on EORE and VA activities and training requests.<br>
•Represent UNOPS PSC and field programmes in technical EORE and VA forums and be the principal focal point for external representation on these issues.<br>

3. Project and Grant Management<br>

•Develop Call for Proposals and Statement of Works for EORE and VA activities, specifically including for indirect EORE and EORE material development.<br>
•Develop calls for proposals for the development of UNOPS PSC and field programmes’ VA strategy, or develop a sectoral/organisational strategy, consulting with all relevant stakeholders, that outlines the needs, gaps and priorities.<br>
•Provide support to the implementing partner/contractor in the development of the strategy and consultations with stakeholders.<br>
•Oversee the overall execution of EORE and VA grants and contracts in close collaboration with implementing partners/contractors.<br>
•Organise stakeholder meetings on EORE and VA as needed, including close collaboration with national counterparts.<br>
•Provide guidance on integration of EORE and VA across other grant and contract processes if required.<br>
•Ensure duties and administrative actions are implemented according to UNOPS policy, within the scope of UN and UNMAS mandates, and in compliance with agreements with donors.<br>

Our experience working closely with government institutions, development partners and the private sector provides a strong foundation for supporting Jordan’s growth agenda.</p><br><p><strong>About the Jordan Growth and Prosperity Programme</strong></p><br><p>ASI is seeking candidates across a range of technical areas to deliver FCDO’s Jordan Growth and Prosperity Programme, a forthcoming economic and private sector development programme intended to strengthen Jordan’s economic resilience and enable job-rich growth. The programme is expected to support both the Government of Jordan and the private sector through two complementary areas of work:</p><br><p>· Macro-level advisory support to maintain macroeconomic stability, improve debt management, and reduce fiscal pressures; and</p><br><p>· Micro-level Market Systems Development (MSD) interventions in selected sectors to foster productive, inclusive private-sector-led growth. There will be a particular focus on enhancing trade and exports.</p><br><p><strong>Call for Experts</strong></p><br><p>ASI is building a diverse roster of core team members and technical experts to support the anticipated Jordan Growth and Prosperity Programme. We are seeking both Jordanian and international specialists who can provide advisory support across the programme’s macroeconomic reform and MSD components. Experts may be engaged during programme inception and implementation, subject to programme award and needs. We particularly welcome candidates with experience in Jordan, but will also consider experts from the Middle East and comparable economic development contexts.</p><br><p>We are seeking experts across the following technical areas. Expertise in macroeconomic modelling, forecasting, scenario analysis, growth diagnostics, and economic impact assessment to inform policy decisions and reform priorities is highly desirable.</p><br><p>· <strong>Public Finance, Fiscal Policy and Debt Management: </strong>Experience strengthening public financial management systems, fiscal governance, tax policy and administration, domestic revenue mobilisation, debt sustainability, sovereign financing strategies, and fiscal risk management.</p><br><p>· <strong>Stakeholder Engagement and Political Economy:</strong> Experience working with business membership organisations, government counterparts, and other stakeholders to identify reform opportunities. Ability to conduct political economy analysis, manage political economy constraints, and build coalitions for economic change.</p><br><p>· <strong>Gender Equality and Social Inclusion:</strong> Experience integrating gender and inclusion considerations into economic growth, labour market, SME development, and market systems programmes to improve opportunities and outcomes for women, youth and other underserved groups.</p><br><p>· <strong>Monitoring and Evaluation:</strong> Experience designing and managing MEL systems for economic development, particularly for FCDO and comparable donors. NRC is implementing a Shelter Programme in Zaatari and Azraq refugee camps in Jordan to improve the living conditions of refugees through the provision of adequate shelter assistance and support to meet their basic needs. The Shelter Technical Assistant is responsible for planning, supervising, and monitoring shelter maintenance and construction activities, ensuring that implementation is completed safely, efficiently, on time, and in accordance with approved technical specifications, quality standards, and NRC procedures.</p>
