<p>HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office).</p>
<p>The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Inclusive Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.</p>
<p>Women, men, girls and boys with disabilities in the West Bank and Gaza Strip have been disproportionately impacted by the recurrent escalations and unprecedented humanitarian crisis. People with disabilities face significant needs and complex barriers to accessing humanitarian services and assistance across sectors of intervention.</p>
<h4>Your mission</h4>
<p>MHPSS is a core component of HI’s intervention in Palestine. MHPSS is systematically integrated into HI’s health activities, including rehabilitation and P&O, as well as into its education interventions. In this context, the MHPSS Specialist plays a key role in ensuring the technical quality, coherence, and coordination of MHPSS activities across the programme.</p>
<p>As activities continue to expand in the West Bank, the position will also support the harmonization of approaches, tools, and processes between Gaza and the West Bank, ensuring consistency in programme implementation.</p>
<p>Finally, with the programme expected to transition to the regional office in the coming months, the MHPSS Specialist will contribute to preparing and supporting this transition, ensuring continuity of technical leadership and knowledge transfer.</p>
<p>Under the management of the Technical Head of Program (THoP), the MHPSS Specialist in Palestine (based in Amman, Jordan) continues the support and technical leadership for the MHPSS sector. The MHPSS Specialist will ensure continuity and training and technically support MHPSS teams, while ensuring the quality, consistency, and integration of MHPSS across interventions and multidisciplinary health and education programmes. The position will also support the harmonization of approaches between Gaza and the West Bank and contribute to preparing the programme's transition to the regional structure.</p>
<p>The MHPSS Specialist will have strong interactions with internally: Area Manager, Project Managers, Technical Officers, Officers, Specialists, MEAL department, Operations Manager, Grants Manager; and externally: partners, local authorities, health structures, health NGOs.</p>
<p>The MHPSS Specialist will report to the THoP, will have technical management from the MHPSS Global Specialist, and will have the functional management of the MHPSS teams in Gaza and West Bank.</p>
<h4>Requirements</h4>
<p><strong>Your profile:</strong></p>

<li>At least 5 years of overall professional experience in the field of MHPSS including a minimum of 3 years experience in emergency response in conflict-affected countries.</li>
<li>You hold a master degree in psychology, preferably in clinical psychology, or a related field is required.</li>
<li>Training in evidence-based therapeutic approaches for trauma, stress, and mental health issues in emergency contexts.</li>
<li>Comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated documents.</li>
<li>Experience in conducting multi-sectorial assessments is required.</li>
<li>Strong interpersonal and intercultural skills required.</li>

Result of Service<br>Phase 1, 2026: Technical Review, Revision, ToT Design, and M&E Framework, Three Months During Phase 1, the Consultant shall lead the technical update of the STG-TI and prepare the training and monitoring tools needed for implementation. • Conduct a structured clinical review of the current STG-TI and identify gaps, inconsistencies, outdated pathways, and areas of potential clinical risk. • Benchmark outpatient clinical care, preventive care, promotive care, emergency care, child health, STI management, and life-course health services against current WHO guidance and international family medicine standards. • Draft and revise updated clinical content for priority conditions, including the ten most common diseases managed at UNRWA health centres, child health protocols, STI diagnosis and treatment, rational prescribing, and antibiotic stewardship. • Integrate patient-centred, family-centred, preventive, and life-course approaches across relevant clinical protocols. • Coordinate technical consultations with UNRWA focal points and incorporate feedback into a coherent final draft. • Design the ToT curriculum, facilitator guide, participant materials, presentations, case studies, competency checklists, pre- and post-test tools, and training evaluation forms. • Develop a practical implementation monitoring framework and mechanisms to track field-level implementation progress. Phase 2, 2027: ToT Delivery, Cascade Support, and Implementation Monitoring, One Month During Phase 2, the Consultant shall deliver the ToT and support field-level roll-out of the updated STG-TI. • Conduct standardized ToT sessions for selected Senior Medical Officers, Field Family Medicine Specialists, and training focal points across the five fields of operation. • Deliver four ToT sessions per field, through in-person or virtual modality as agreed in the final work plan and subject to operational access. • Assess trainer readiness through participation, competency checklists, knowledge assessment, and trainer feedback. • Support cascade training in each field and provide online support to each trainer during at least one cascade training session • Monitor implementation of the updated guidance, document field-level barriers, and provide practical recommendations to improve clinical uptake and training quality.<br> Work Location<br>HQA<br> Expected duration<br>4 months<br> Duties and Responsibilities<br>The overall objective is to review, update, and operationalize the UNRWA STG-TI through an evidence-based technical revision, a structured ToT package, field-level training support, and practical monitoring arrangements. 1. Evidence-based clinical review. Review the existing STG-TI with priority focus on general outpatient clinical management, the ten most common diseases managed at UNRWA health centres, child health protocols, and diagnosis and treatment of sexually transmitted infections. 2. Clinical alignment and thematic strengthening. Align the updated guidance with current WHO standards and international family medicine practice within UNRWA’s primary health care delivery context, with emphasis on holistic care, family-centered care, symptom-based clinical reasoning, and rational prescribing. 3. Finalization of updated guidance. Revise and finalize the STG-TI in close coordination with UNRWA technical staff, ensuring technical accuracy, internal consistency, clarity, and operational feasibility across all fields. 4. Training of Trainers package. Develop a modular ToT curriculum and training materials directly mapped to the updated STG-TI, including training objectives, competencies, session plans, case studies, presentations, assessment tools, and trainer guidance. 5. ToT delivery and cascade support. Conduct four standardized ToT sessions per field of operation, unless otherwise agreed with UNRWA, and provide online support to each trainer during at least one cascade training session. 6. Implementation monitoring. Support UNRWA to monitor implementation of the updated guidance.<br> Qualifications/special skills<br>• Advanced university degree or postgraduate specialization in Family Medicine, such as Jordanian Board, Arab Board, or equivalent internationally recognized qualification. A closely related clinical primary health care discipline should be considered where relevant. • A Bachelor of Medicine and Bachelor of Surgery or Medical Doctor degree combined with extensive clinical experience and strong clinical guideline development credentials shall be considered on a case-by-case basis. • At least eight years of progressively responsible professional experience in family medicine, clinical practice, primary health care, clinical guideline development, or health systems advisory work.<br> Languages<br>• Excellent analytical, technical writing, editing, facilitation, and presentation skills. • Fluency in spoken and written English is required. <p><strong>FURSATI –</strong> <strong>“is</strong> a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. Responsibilities
<p>The selected candidate will play a vital role in supporting the 9th Air Force, a key component of the United States Air Force Central Command (AFCENT) overseeing operations in the Middle East. The As Salt project aims to establish a training centre for the restoration of heritage buildings, training local residents on restoration skills to preserve their heritage, revive their buildings and repurpose them. </p><br> <p>As-Salt is home of thousands of heritage buildings, with a magnificent architectural character that tells the city’s rich history and connects its owners with their ancestors. Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A. Through its portfolio of climate change, energy, biodiversity, water resources management, circular economy, waste management, disaster risk reduction, and environmental governance initiatives, the Pillar works closely with national institutions, development partners, civil society, and local stakeholders to strengthen institutional capacities, mobilize climate finance, and promote sustainable development in line with national priorities and the Sustainable Development Goals (SDGs).</p><br> <p>The Climate and Energy Pillar manages an integrated portfolio of projects providing technical assistance, policy support, institutional strengthening, knowledge generation, and strategic partnerships across multiple thematic areas, including climate adaptation and mitigation, biodiversity conservation, sustainable land management, renewable energy, water governance, and green growth.</p><br> <p>Jordan is among the world's most water-scarce countries and is increasingly affected by climate change through rising temperatures, prolonged droughts, changing rainfall patterns, and growing pressure on limited water resources. These challenges significantly affect agricultural productivity, rural livelihoods, food security, and sustainable management of natural resources.</p><br> <p>The Building Resilience to Cope with Climate Change in Jordan through Improving Water Use Efficiency in the Agriculture Sector (BRCCJ) Project is a seven-year initiative implemented in the Dead Sea Basin across Karak, Madaba, Tafileh, and Ma'an Governorates. The project is jointly implemented by UNDP, FAO, the Ministry of Environment, the Ministry of Agriculture, and the Ministry of Water and Irrigation to enhance climate resilience through improved water management, sustainable agricultural practices, and strengthened institutional capacities.</p><br> <p>UNDP Jordan seeks to recruit a Project Officer to support the effective implementation and day-to-day coordination of project activities. <p><strong>Objectives of the position:</strong></p>

<p><strong>JOB SUMMARY</strong> </p>
<p>The Roving HR Officer provides Human Resource support for the HR department. This role will be responsible for HR operational oversight of key HR functions including Talent Acquisition and management, Staff Relations, and Performance Management support etc.</p>

<p><strong>MAIN TASKS AND RESPONSIBILITIES</strong></p>

<li>Act as the primary HR focal point during scheduled rotations or urgent deployments to Zaatari Camp, Azraq Camp, or any other assigned operation sites.</li>
