<p>Mission and objectives</p><p>UNICEF was established in 1946 to supply emergency relief to millions of children suffering in the aftermath of World War II. The organization still functions to ease the suffering of millions of children in emergency situations across the world. UNICEF also focuses on the protection and promotion of child rights, working for the survival, protection, education and healthy development of every child.</p><p><br></p><p>UNICEF has worked in Jordan since 1952 to promote and protect the rights of children. In the following decades, significant progress has been achieved for children. Since the beginning of the Syrian crisis in 2013, UNICEF has significantly increased its operation to respond to the challenges faced by both refugee children and those in the communities where they live.</p><p><br></p><p>Building on the lessons learned from this emergency response, UNICEF Jordan moved to a vulnerability approach in 2018 - supporting interventions that target the most vulnerable children in the country, regardless of their nationality.</p><p>Context</p><p>UNICEF Jordan Country Office (JCO) is currently in the fourth year of its Country Programme Cycle (2023–2027), a period marked by continuous efforts to support targeted interventions and mainstreaming in gender equality and adolescent girl empowerment across programming and institutional work. Guided by a Gender & Disability Action Plan (2025-27) and a Gender Programmatic Review (completed in October 2025), JCO has invested in building gender capacity, establishing a well-staffed team, and aligning its interventions with UNICEF’s global Gender Action Plan (GAP 2022–2025), the Strategic Plan (2022–2025), and positioned itself for alignment to the current UNICEF Strategic Plan (2026–2029) and Gender Equality Plan (2026-29). UNICEF JCO needs to continue to strengthen a robust knowledge management system as a core strategy to advance its work on gender and disability inclusion. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p><b>ROLE PURPOS</b>E</p><p>The Head of Programme and Strategy (HoPS) is a new consolidated senior leadership role that brings together programme implementation, technical quality, and organisational strategy under one unified mandate. The role reports directly to the Country Director and is a standing member of the Country Management Team (CMT). The HoPS assumes full accountability for the effective delivery of all Plan Jordan programmes across all thematic areas and locations both host communities and Azraq Refugee Camp and is the primary custodian of Plan Jordan's programmatic vision, translating the Country Strategy into coherent, evidence-based, gender-transformative programming that delivers lasting impact for children, girls and young people in Jordan. The role operates deliberately across the humanitarian-development nexus, requiring a leader who can hold both dimensions simultaneously without compromising either. <p>The United Nations Development Programme (UNDP) Country Programme in Jordan aims to enhance the nation's inclusivity and resilience to achieve its national priorities, aligned with the 2030 Agenda. The Jordan Country Office focuses on key priorities, including governance and peace, inclusive growth and sustainable livelihoods, environment, renewable energy, climate change, financing for development, and SDG impact.</p>
<p>Regarding the significant challenge posed by financing for development, the 2015 Addis Ababa Action Agenda emphasized the importance of holistic approaches to financing national strategies. In response, UNDP launched Financing for Development (FfD) portfolios which include initiatives in partnership with both governmental and private stakeholders to align public and private capital flows with national development priorities and to mobilize the necessary financing for large-scale development impacts.</p>
<p>In an effort to build a coherent sustainable finance architecture, UNDP leverages its technical expertise and convening power to support the deployment of an Integrated National Financing Framework (INFF) in Jordan. This government-led process unites government entities, the private sector, and development cooperation partners in devising a strategy to finance national development. To inform this strategy with data and analyses of the financing landscape, UNDP Jordan already conducted a Development Finance Assessment and complementary thematic studies. Building on these efforts, the country office is now deploying a FfD portfolio to further support the government in developing an INFF roadmap anchored with the priorities of Jordan’s Economic Modernisation Vision (EMV).</p>
<p>With its FfD portfolio, the country office is seeking to effectively leverage innovative financing and support investments into the green transition. UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. This ambitious initiative is designed to run for over seven years and encompasses a portfolio of development projects aligned with the key components of the EMV.</p>
<p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>

<p>About Development Gateway and the Early Grade Education Activity (EGEA)<br>
Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>

DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>
funded by the U.S. Department of State. As a large-scale development program, ASAS is a<br>
complex, high-paced and outcome-oriented initiative. The consortium itself comprises well over<br>
50 individuals working on the program at any given time (based both in Jordan and abroad).<br>
From DG’s side alone, there are likely to be approximately 8-10 personnel supporting<br>
implementation at any given time, with at least 3 staff based in Amman including the Program<br>

institutional data systems, including quality assurance processes and assessment where needs<br>

Org. Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. The Regional Director performs a key strategic role in advancing the collaboration across regional mechanisms, including the Regional Platforms for Integration, and provides field-facing support to regional and country offices, in close collaboration with the Regional Economic Commission. The Regional Director is also an experienced development practitioner, and an accomplished Representative, with strong strategic and management capacities. The role is primarily outward facing on regional, sub-regional and country-support-led strategic support to RCs and is supported by a regional team.
