<p>The GIZ Regional Programme <strong>Digital Trade and E-Commerce in the MENA Region </strong>is seeking to hire an “<strong>Economic Cooperation and Private Sector Development Advisor - Focus: E-commerce & Digital Trade</strong>” based in Jordan- for full-time base employment.</p>
<p>The regional programme "Digital Trade and E-Commerce in the MENA Region" is co-funded by the European Union (DG MENA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the International Trade Centre (ITC). It aims to develop e-commerce and digital trade in the South Mediterranean region to enhance business opportunities and foster decent job creation, in cooperation with the public and the private sectors. The programme covers eight countries — Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia, with national implementation activities in <strong>Egypt, Jordan, Morocco and Tunisia.</strong></p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s degree in Economics, Business, Law, Information Technology, or a related field is required. A Master's degree in a similar field is preferred.</li>
<li>Sound know-how of international trade policies, agreements and rules governing e-commerce and digital trade. In-depth knowledge of the framework conditions in Jordan shaping the country’s digital trade readiness.</li>
<li>At least 5 years of experience in economic cooperation and private sector development projects.</li>
<li>Implementation experience minimum of 3 years of activities in digital trade and e-commerce: strategies and regulatory approaches for e-commerce; technical tools and solutions enabling e-commerce and digital trade (e-signature, e-payments, e-commerce platforms and others).</li>
<li>Analytical skills and structured working style. Moreover, a solution- and results-oriented work approach.</li>
<li>Willingness to travel occasionally on missions to other countries in the region and to Germany.</li>
<li>Fluency in English as program language is required. </li>

<p><strong><u>Main Responsibilities</u></strong> </p>

<li>Independently designing and implementing measures and activities of the regional EU co-funded program “Digital Trade in the MENA Region” in Jordan - in close dialogue with the program’s GIZ country coordinator in Jordan, as well as component leads based in Germany and the region </li>
<li>Advising partners on digital trade and e-commerce topics, ensuring excellent quality of advisory services to all stakeholders of the project. </li>
<li>Coordination of events, policy dialogues, missions in the regional project. </li>
<li>Drafting Terms of Reference for consulting services, coordinating and managing consultants and ensuring their high quality of implementation in line with program outcomes. </li>
<li>Supporting data collection, reporting and the collection and analysis of evidence for better project implementation. </li>
<li>Preparing communication material to highlight the quality of work, impact and expertise of GIZ.</li>

<p>DRC is looking for a <strong>Economic Recovery Officer – Civil Engineer</strong> who will support the technical planning, supervision, and monitoring of DRC’s livelihoods and cash-for-work (CfW) projects, with a focus on construction, soil and water conservation, and nature-based solutions, including construction of gabion structures, afforestation, and other measures. <p>The individual will report directly to the <strong>Project Manager</strong>. Your main duties and responsibilities will be:</p>

<li>Review and validate engineering designs, BoQs, and shop drawings in coordination with the Project Manager and engineers.</li>
<li>Ensure all construction, rehabilitation, and conservation works, including the construction material, mainly including gabion construction works, meet technical specifications, quality standards, and OSH requirements.</li>
<li>Provide day-to-day on-site technical support to field teams, Cash-for-Work (CfW) participants and contractors, including interpretation of drawings, measurement guidance, and troubleshooting of implementation issues.</li>
<li>Lead site operation tasks, implementation of activities at the site, site logistic needs, supervision and CFW information management, including preparation of workers’ attendance sheets.</li>
<li>Ensure that all required CfW documentation (attendance, work outputs, delivery notes, incident logs, etc.) is collected, verified, scanned, and uploaded to the GIZ and DRC databases accurately and within agreed deadlines in accordance with the Economic Recovery Assistant.</li>
<li>Promote accountability and beneficiary awareness by ensuring participants receive clear information on legal, protection, payment, safety, and work-cycle procedures, and by following up with reminders so workers understand their rights and responsibilities.</li>

<p><strong>About you</strong></p>
<p>To be successful in this role we expect that you possess the following:</p>
<ul>
<li>Bachelor’s or Master’s degree in Civil Engineering, Water and Environment engineering, or related field.</li>
<li>Registration with the Jordan Engineers Association or equivalent is an asset.</li>
<li>Minimum 4 years of professional experience as a Civil Engineer, with a strong connection to construction management, soil and water conservation, erosion control, or WASH infrastructure.</li>
<li>Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. ( is preferred)</li>
<li>Experience in managing the construction of gabion structures (check dams and retaining walls) and relevant aspects.</li>
<li>Demonstrated experience supervising contractors and CFW teams in INGO or donor-funded projects.</li>
<li>Strong technical skills in AutoCAD, Excel and other designing software, and site planning.</li>
<li>Demonstrated experience in technical writing and contributed to report development.</li>
<li>Familiarity with national engineering standards, OSH regulations, Jordan labor low, social security regulations and environmental safeguards.</li>

The research officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.</p><p><b><u>Job Purpose</u></b></p><p>REACH is currently seeking qualified applicants with experience in research, assessments and/or data to serve as an Assessment (Research) Officer.</p><p>The REACH Assessment Officer (AOs) will contribute to research on a number of topics in support of the Shelter and Sites Unit, focusing on the Occupied Palestinian Territory (oPt). </p><p>The REACH Assessment Officer (AO) will contribute to research and assessments supporting the Shelter and Sites Unit, with a focus on the Occupied Palestinian Territory (oPt). This includes leading the design and implementation of shelter and site-related assessments, supporting information needs related to displacement, shelter conditions, site management, and access to services, and contributing evidence to inform humanitarian response planning and coordination.</p><p>Previous experience conducting humanitarian assessments, research, or data analysis is required, along with experience managing and processing large datasets (including in Microsoft Excel). Excellent written and spoken English is essential. Experience with Kobo Toolbox and capacity building is preferred. Familiarity with statistical software (e.g. R) and/or data visualisation tools (e.g. Power BI) is an asset but not required. Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. In response, ESCWA is implementing the project From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan. The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. <p>SRD Center is seeking a qualified Team Leader / Evaluation Manager for a proposed final external evaluation of a development programme in Madaba Governorate, Jordan. The programme links women s economic empowerment, entrepreneurship, cultural heritage, tourism, local economic development, municipal capacity-building, and gender-responsive urban and tourism planning. The Team Leader will provide overall technical and managerial leadership for a mixed-methods evaluation based on the OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, emerging impact, and sustainability. The assignment will combine desk review, stakeholder consultations, interviews, focus group discussions, field observations, evidence triangulation, analysis, stakeholder reflection, and preparation of evaluation reports. <p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. From April 2026 to March 2030, PARtner II supports one of Jordan’s key national reform priorities: the modernisation of the public sector. Building on the achievements of its predecessor project, PARtner I, the project contributes to the implementation of the Public Sector Modernisation Roadmap and the Economic Modernisation Vision by strengthening institutional capacities, improving governance processes, and promoting evidence-based decision-making. Through its work with high-level government partners, PARtner II helps foster a more efficient, transparent, and citizen-oriented public administration, creating lasting impact for governance and sustainable development in Jordan.</p>

<p>The GIZ Jordan Project <strong><em>"</em></strong><strong><em>Improved Governance for the Support of Reform Projects in Jordan” (PARtner II)</em></strong><strong>” </strong>is seeking to hire a <strong>“Public Administration Advisor – Focus: e-Governance”</strong> for full-time based employment.</p>
<p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. <p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
<p><strong>Purpose of the Assignment:</strong></p>
<p>ERA will engage a senior finance advisor to provide transactional advisory review support for PPP pipeline projects. Throughout the assignment, the advisor will deliver structured on-the-job support to government counterparts, integrating capacity building within core work processes.</p>

<p>The Senior PPP Financial Expert will provide targeted transactional advisory review support for PPP projects currently under preparation. This assignment is designed to strengthen transaction readiness while deepening institutional capacity through direct engagement with active transactions.</p>
<p><strong>Task 1a: Senior Financial Advisory Review</strong></p>
