<p>The JIF is seeking a highly motivated JIF Coordination Technical Officer to work with the Jordan INGO Forum. This position will mainly be responsible for supporting the JIF Country Directors, represented by the Steering Committee (SC), and JIF Director, to build and maintain relationships with national and international stakeholders. They will also be responsible for coordinating government engagement efforts with and collecting relevant information from JIF member focal points with the overall goal of supporting collective and coordinated action.</p><p>Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:</p><p>1. Professional competencies</p><p>These are skills, knowledge and experience that are important for effective performance. The following documents will be used for performance reviews:</p><ul><li>The Job Description</li><li>The individual Work- and Professional Development Plan</li><li>The Competency Framework</li></ul><p>Generic responsibilities:</p><ul><li>Adherence to NRC policies, guidance and procedures</li><li>Contribute to government engagement strategy and provide input on needs and gaps.</li><li>Develop and coordinate the information sharing of JIF guidance related to government engagement, government policy and other relevant materials (Donors, UN, GoJ, Civil society)</li></ul><p>Specific responsibilities:</p><p>Government Engagement Support</p><ul><li>Support the JIF Director and SC in representing JIF member concerns to different ministries and answer enquiries and share member challenges.</li><li>Make sure all relevant GoJ rules (JORISS, FFM, Takamul etc.) and regulations are tracked and shared with the different INGO.</li><li>Provide updates to JIF members on new regulations or guidelines from different ministries including project approval.</li><li>Track developments regarding the GoJ s stand points and policies and regularly brief JIF Secretariat and SC on changes and impacts on JIF s members.</li><li>Support the JIF Director and SC to maintain positive working relations with MoI, MoPIC, MoSD, MoE, MoH and any other relevant GoJ stakeholders.</li><li>Support the JIF Director and SC to liaise and collaborate with relevant stakeholders and represent JIF in relevant forums/cluster/working groups</li><li>Upon request of JIF members, provide orientations and trainings related to GoJ requirements, standards and policy.</li><li>Attend relevant meetings and working groups and represent JIF as requested by JIF Director and/or SC.</li></ul><p>Information management</p><ul><li>Support the JIF Secretariat and SC to maintain a network with government structures in Jordan.</li><li>Support Coordinate meetings, note-taking and follow-up for all Country Director Group meetings and Working Group meetings.</li><li>Maintain mailing lists (and WhatsApp groups, where relevant) for Working Groups, Country Director Groups and Observer groups.</li><li>As delegated by the JIF Director, attend relevant internal meetings to coordinate with NRC on relevant issues.</li><li>Keep track of membership fees payment, maintain an up-to-date finance database, and liaise with the NRC accounting department for control and compliance with NRC and donor regulations.</li><li>Provide support reporting related to JIF activities and indicators to allow the JIF Secretariat to report accurately to both NRC, JIF membership and donors.</li><li>Prepare, submit and follow-up on procurement requests, and logistics, security and procurement processes if and when relevant</li></ul><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>Background: The Norwegian Refugee Council has hosted the Jordan INGO Forum (JIF) since its establishment in 2012. The JIF is a network of 60+ international non-governmental organizations (INGOs) implementing development and humanitarian programs to respond to the needs of vulnerable Jordanians and refugees in Jordan. The JIF is mandated to support its members by providing services along four key pillars: information exchange, coordination, advocacy, and representation. To be effective the Forum must maintain strong working relationships with key government and national stakeholders, including national NGOs. These interfaces determine the JIF Secretariat s ability to influence policy, advance member concerns and work with national stakeholders to achieve common goals. This position will also play a critical role in supporting the coordination of government engagement and liaison efforts among JIF members to develop best practices/lessons learned and relevant guidance for senior leadership. The JIF Secretariat is a small team and requires independence and self-management in order to respond without bias or partiality to the needs of different members and to maintain key stakeholder relations.</p>
