<p>The GIZ Jordan Project <strong>“Cash for Green Services” </strong>is seeking to hire a “<strong>Social Protection Advisor - Focus: Cash for Work and Social Cohesion</strong>” based in Jordan- for full-time base employment.</p>
<p>Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.</p>
<p>The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.</p>
<p>The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.</p>
<p>The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.</p>
<p>By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.</p>
<p>The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.</p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s/Master’s degree or equivalent in social sciences, development studies, public administration, project management, environmental management or another relevant field.</li>
<li>At least 5 years of relevant professional experience in development cooperation, municipal development, Cash for Work, refugee response or a related field.</li>
<li>At least 3 years of professional experience working with municipalities or other local-level public institutions in Jordan.</li>
<li>Experience in managing grant agreements or similar financial instruments with public sector entities, ideally municipalities in Jordan.</li>
<li>Good understanding of the situation of refugees and host communities in Jordan, proven experience with approaches to foster social cohesion; expertise in gender and/or inclusion approaches is a strong advantage.</li>
<li>Excellent written and oral command of English and Arabic, including the ability to independently prepare concise and high-quality written documents in English.</li>
<li>Strong analytical and problem-solving skills, combined with a high degree of self-organization, ownership and ability to work independently.</li>
<li>High degree of integrity, reliability and accountability, as well as strong teamwork and interpersonal skills and the ability to communicate effectively with counterparts at different levels.</li>

<p><strong><u>Main Responsibilities</u></strong> </p>

<li>Independently coordinate and implement project activities with assigned partner municipalities, other partners, consultants and relevant GIZ colleagues.</li>
<li>Coordinate Cash for Work activities with municipalities, including planning, participant selection and recruitment, implementation, monitoring and follow-up.</li>
<li>Support partner municipalities in the implementation and management of financing agreements and ensure compliance with agreed procedures and standards.</li>
<li>Advise and support municipalities in organizing Cash for Work activities in the field of municipal solid waste management, in close coordination with the project’s waste management expertise.</li>
<li>Monitor implementation progress, identify challenges and risks at an early stage and develop practical solutions jointly with project partners and the project team.</li>

<p>The Liaison Officer will provide dedicated coordination and administrative support to facilitate the effective delivery of the International Ammunition Technician Course conducted in Jordan for Jordanian Armed Forces (JAF) personnel. The role is specifically designed to assist the newly deployed Training Lead (TL) in managing daily and weekly operational, logistical, translation, and coordination requirements associated with the course, ensuring smooth communication between stakeholders and uninterrupted execution of training activities.</p>
<p>The Liaison Officer will support translation of technical training delivering as required, other duties will be to ensure that all enabling functions, such as coordination with military counterparts, scheduling, documentation, and logistical follow‑up, are managed efficiently and in accordance with organisational procedures and national protocols.</p>

</ol>
<p>The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. </p>
<p><strong>Role’s Purpose:</strong></p>
<p>The Procurement & Construction Officer is a key member of the Project Team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes and adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods, services, construction and rehabilitation activities in compliance with DAI policies and procedures, and US requirements. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues. The position requires knowledge of the Federal Acquisition Regulations (FAR). The Procurement & Construction Officer will be responsible for gathering complete procurement related backup documentation and auditing prior to submission to the Project´s Finance Team. S/he will develop and release solicitations, conduct price/cost/reasonability analyses, and perform any other related duties as assigned.</p>
<p>In addition to procurement responsibilities, the Procurement & Construction Officer will provide technical support for construction and rehabilitation projects, including the review of engineering documents, support during the planning and procurement phases, monitoring construction activities, and coordinating with project stakeholders to ensure quality implementation and timely delivery of project activities.</p>

<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>

<p><strong>Water and Wastewater Specialist</strong></p>
<p>ARD INC, a Tetra Tech Company, implementing the Water Efficiency and Conservation Activity (WEC), administered by the U.S. Department of State through the Regional Foreign Assistance Office (RFA) at the U.S. Embassy in Amman, Jordan is currently accepting expressions of interest for a <strong>Water and Wastewater Specialist</strong>. This position is limited duration agreement, based in Amman.</p>
<p><strong>Position Description/Summary: </strong></p>
<p>Under the supervision of the Water and Treated Wastewater (TWW) Policy and Planning Manager, the Water and Wastewater Specialist will support or lead a range of technical assistance activities to support the National Conveyor Project Management Unit (NCPMU), associated readiness activities, and wider water sector institutions including the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan (WAJ), the Jordan Valley Authority (JVA), utilities, and other agencies. WEC currently supports the NCPMU to operationalize its Readiness Functions, which includes monitoring and delivery, donor and finance coordination, and strategic communications for NCP Readiness Interventions. WEC also supports the NCPMU with technical assessments, market research, and strategic planning related to the NCP and NCP Readiness. WEC also works with the JVA, WAJ, MWI, and utilities on strategic interventions, including national strategies, assessments, strategic plans, and master plans for water and wastewater systems. The goal of these interventions is to facilitate preparation and readiness for the Kingdom’s water sector to receive and efficiently and sustainably manage the additional supply of potable water and to sustainably manage and allocate the additional supply of TWW that will be generated by the NCP to the irrigated agriculture and industrial sectors</p>
<p><strong>Responsibilities: </strong></p>
<ul>
<li>Support WEC’s coordination and collaboration with the NCPMU including associated readiness activities and broader water sector agencies by developing and refining scopes of work; supporting and/or supervising the planning, delivery, and oversight of technical activities; activity-level budget and financial management and oversight; and providing quality assurance and control over technical deliverables. Scopes of work will cover various aspects related to NCP and NCP Readiness, including planning for water and wastewater infrastructure, water and wastewater allocation planning, wastewater reuse master planning, market assessments, and strategic planning, among other services.</li>

In this role, you will provide strategic and technical leadership to Country Offices and Regional Offices, ensuring that high-quality Shelter & Settlements strategies, systems, policies, tools, and practices are effectively developed and implemented. Setting and Reporting In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator's Office and is served by the UN Development Coordination Office. In line with this General Assembly mandate, the Resident Coordinator (RC) is the highest ranking representative of the United Nations development system (UNDS) at the country level, with the responsibility to lead United Nations country teams, and ensure system-wide accountability on the ground including through a matrixed dual reporting model - for the United Nations Sustainable Development Cooperation Framework and coordinating UN support to countries in their implementation of the 2030 Agenda. She/he brings to the role an appreciation of the breadth of assets of the United Nations in the service of sustaining peace. The Resident Coordinator is the designated representative of and reports to the Secretary-General. The Resident Coordinator also reports annually to the host Government on the system-wide implementation of the United Nations Sustainable Development Cooperation Framework. The Resident Coordinator system is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. Previous RC experience is desirable. Experience in the management and/or coordination of humanitarian programmes, disaster, and emergency response, preferably at the country level is desirable. Strong political acumen, judgement, sound understanding of regional dynamics and experience working with senior government officials and diplomats and ability to engage at various levels, using political sensitivity to handle complex national and regional contexts, is desirable. Demonstrated sound understanding of regional dynamics, ability to provide insightful analysis to senior officials and identify situations that could warrant preventive action, is desirable. Experience engaging with women's groups is desirable. Previous experience as a senior official with accountability for security (for example UN Designated Official (DO) for Security or equivalent) or previous experience in security decision-making in a complex environment is desirable.</p><p>English and French are the working languages of the United Nations Secretariat.
