<h4>Job context</h4>

<li><strong>Palestine</strong><br>
Since 7 October 2023, the situation in the occupied Palestinian territory (oPt) has deteriorated sharply. Access to lifesaving services—already limited by repeated conflict, political instability, and economic hardship—has further declined. In the Gaza Strip, between 7 October 2023 and 1 January 2025, the Gaza Health Ministry reported at least 70,663 Palestinians killed and 171,139 injured as a result of ongoing hostilities, including casualties recorded after the ceasefire that came into effect on 11 October 2025.</li>
<li><strong>HI background and history</strong><br>
HI has been working in Palestine since 1996, initially supporting disability organizations and expanding in 1999 to mine action. After the 2014 Gaza crisis, its activities increasingly focused on emergency and post-emergency response, integrating physical rehabilitation, including prosthetics and orthotics for people injured by conflict and those with pre-existing disabilities.</li>
<li><strong>2026 perspectives</strong><br>
In a complex and volatile environment that is difficult to navigate and operate in, Handicap International focuses on its added value in the fields of health, armed violence reduction, education and humanitarian logistics. The Palestine program will be handed over to the Regional Division in the months to come, involving a restructuring of the program’s governance alongside the challenges of implementation, risk management, and the restructuring of departments and program resources.</li>

<h4>Your mission</h4>
<p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>
<p>In his/her geographical area, he/she ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p>
<p>In his/her geographical area, he/she actively monitors and analyses context developments, to identify risks and opportunities.</p>
<h4>Responsibility 1: Management</h4>
<ul>
<li>Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI.</li>
<li>Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.</li>
<li>Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes.</li>

<h4>Responsibility 2: Strategy and steering</h4>
<ul>
<li>Ensures the definition, implementation, and adaptation of the HI Strategy in the Program.</li>
<li>Is responsible for fundraising and resource planning:
<ul>
<li>Develops regular contacts with donors at field level and regularly informs the Institutional Funding teams.</li>
<li>Ensures the best allocation of resources to match Program ambitions, and plans accordingly (including support missions).</li>
</ul>
</li>
<li>Ensures the deployment and compliance with HI global frameworks, institutional policies, and standards.</li>
<li>Conducts partnership Steering Committees with his/her direct managers/counterpart: the operational partner and HI project team.</li>
<li>Ensures the design of project proposals for the continuity or expansion of the project or the development of new projects upon request.</li>
</ul>
<h4>Responsibility 3: Operational implementation</h4>
<ul>
<li>Is responsible for security management: in link with the Humanitarian Access and Security Manager and HQ specialist, develops a culture of safety and security at the Program level; ensures that security documents are developed, up-to-date and that all necessary measures are in place; ensures incident management and reporting according to HI frameworks.</li>
<li>Ensures financial control and monitoring of operations are effective in the Program: consolidation, control, and reporting of operational and organizational elements within the Program (dashboards, corrective measures, unrestricted funds consumption, etc.).</li>
<li>Ensures technical quality standards are applied in the projects of the Program and monitors the implementation of evaluations and donor audits’ recommendations.</li>
<li>With both potential opportunities and risks in mind, ensures continuous monitoring and analysis of current developments for the Program: implements analysis and monitoring of risks related to HI presence and activities; takes mitigation actions when relevant.</li>
</ul>
<h4>Responsibility 4: Representation, influence and leadership</h4>
<p>The Country Director represents the overall HI’s response internally and externally and promotes a high reputation and positive image of HI. This includes:</p>
<ul>
<li>Ensuring close coordination with Chad Country Director (especially related to fundraising activities, mutualization, response plan).</li>
<li>Ensuring authorizations to operate are secured and maintained, in compliance with the relevant country and state authorities’ requirements.</li>
<li>Employer’s representative responsibilities and compliance with local working regulations.</li>
<li>Communications on behalf of HI.</li>
<li>Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.</li>
<li>Representation of HI vis-à-vis international organizations and coordination mechanisms and system.</li>
<li>Negotiation and signature of operational partnerships.</li>
<li>Developing external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in the Program’s geographical scope.</li>

<h4>Requirements</h4>
<ul>
<li>You have at least 5 years of experience at key management positions within international organizations.</li>
<li>You have management experience in humanitarian, security and emergency programs.</li>
<li>You have strong interpersonal and intercultural skills.</li>
<li>You are able to work under high pressure and without constant supervision.</li>
<li>You have excellent organizational and coordination skills and you can transfer knowledge.</li>
<li>You have excellent communication skills and you are committed to teamwork.</li>
<li>You are able to travel and work in a tense and volatile context with strict security measures.</li>
<li>You have proven experience in negotiation with institutional donors, project writing and reporting.</li>

Org. Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. The Regional Director performs a key strategic role in advancing the collaboration across regional mechanisms, including the Regional Platforms for Integration, and provides field-facing support to regional and country offices, in close collaboration with the Regional Economic Commission. The Regional Director supports the Resident Coordinator system by enabling effective coordination with all parts of DCO to deliver coherent, timely, and high-quality support for the implementation of DCO's mandate. As a core member of the UNDCO senior leadership team, the Regional Director leads DCO's regional coordination support to Resident Coordinators. <p>This is a middle management role responsible for providing strategic leadership across resource mobilisation, donor engagement and partnership development across Syria, Jordan, Lebanon and Tunisia. Control labor cost and operating expenses through effective scheduling, budgeting, purchasing decisions, inventory and cash control. Supervising the venue service procedures, provide recognition, promote good public relations, and handle complaints, concerns or special requests for guests, clients, and group contacts. Observe physical condition of facilities and equipment in the venue and make recommendations for corrections and improvements as needed. Provide knowledge of wine and spirits and ensure quality of all food or beverage items, ingredients, and preparation methods, in an elegantly appointed environment dedicated to an attentive and distinctive experience. Working closely with the Assistant Director of Food and Beverage, Director of Food & Beverage and Executive Chef to design effective food menu, beverage menu and amenity options while ensuring excellent product quality at a well-placed price. Oversee the planning, execution, and continuous improvement of the In Room Dining (IRD) amenity program to enhance the guest experience. Ensure all amenities presented with the highest standards of creativity, elegance, and consistency in Room placement. Attend regular operational meetings to ensure effective coordination and cooperation with hotel departments. Participate in regular team meetings and ongoing training programs to ensure service excellence. Conduct daily briefing and regular departmental meetings to keep employees updated on operation, informed of hotel policies and changes as well as ways to increase sales and service. Work professionally and cooperatively with colleagues and supervisors, maintaining a positive and respectful team atmosphere. Adhere to the company policies, grooming standards, and performance expectations. Proven expertise in microservices, API design, event-driven and distributed systems. Modern stacks: cloud-native (AWS/Azure/GCP), Docker, Kubernetes, CI/CD, DevOps.
